(Sec. 7031 .5,Buslness and Professions Code), Any
city or county which requires a permit to con-
struct, alter, Improve, demolish, or repair any
structure, prior to its issuance also requires the
applicant for such permit to file a signed state-
ment that he is licensed pursuant to the provi-
sions of the Contractor's License Law (Chapter 9
commencing with Section 7000 of Division 3 of
the Business and Professions Code) or that Is ex-
empt therefrom and the basis for the alleged ex-
emption. Any violation of Section 7031.5 by an ap-
plicant for a permit subjects the applicant to a
civil penalty of not more than five hundred dollars
($500).

SUBJECT: Preliminary Soils Investigation for Lot 3, Block 5,
Palisades No. 2, Map No. 1803, in the County of
San Diego.
In accordance with your request, we visited the subject
site, located on Olive Street in Carlsbad, California.
Our site visit on July 10, 1980 revealed the parcel to be
relatively flat, topographically, in the area where the two-
story, wood-frame residence is to be constructed. The site
preparation requiredthe removal of several pine trees. A
number of smaller roots from these trees remain in the upper
portion of the footing area. However, it is our opinion that
these :roots will not have an adverse structra1 effect on the
proposed residence.
The foundations, as shown on the plans, were excavated
prior to the date of our visit and revealed ascii 7rofile of
reddish-brown sand which extends well below the bo:oi of the
proposed foundations.
One field density test was taken at a selected location to

determine the natural conditions of moisture and density. The
test was performed according to ASTM D1556-64, the sand cone
method. Direct measurements of moisture and density were also
made on paraffin-coated, undisturbed samples by the water
displacement -method. The ratio of the field dry density to
the laboratory maximum dry density it defined as the relative
compaction.-And these results were used to perform a direct
shear test.
A direct shear test was performed on samples of the soil
for strength páraméters in the baring capacity calculation.
Three specimens of this soil were prepared by remolding the
soil in 2.5-in diañieter, 1-inch high rings to the in-place
conditions of moisture and density. The specimens were loaded
with normalloadsof .5, 1.0 and 1.5 KSF, respectively, and
sheared to failure-in undrained shear. The-results follow:

CONCLUSIONS AND RECOMMENDATIONS
The following conclusions and recommendations are based
upon practical field investigations and resulting laboratory
tests in conjunction with our knowledge and experience with
the soils in the Carlsbad area of ñiegoCoüty
The soil tests and theoretical calculations indicate an
allowable bearing capacity of 2,140 psf. Experience and
good engineering practice would limit this to 2,000 psf.
All single-story foundations shall be founded a minimum
of 12 inches into native soil, and all two-story founda-
tions shall be founded a minimum of 18 inches into native
soil.

All foundations shall have a minimum of two #4 bars of
steel horizontally, one top and one bottom.
Direct and maintain drainage away from the foundations.
There were no obvious geologic hazards or unusual soil
conditions.detected during the investigation which would
preclude development of the site as described herein.
If soils other than those described in this report are
encountered during the grading, additional tests will be
required to ascertain their engineering properties.
