7. The revised occupancy from office to worship requires increased outside air requirements.
See Calif Energy Standards Section 121. Basically the energy standards require OSA of 1.07
CFM/sq ft for worship. The response to this item was" The increased OSA for worship

M1.1. Include a legible schedule ofthe existing equipment, List on the schedule the

laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinances enforced by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Code sections cited are based on the 2010 CBC, which adopts the 2009 IBC.

INSTRUCTIONS:
To address post-development pollutants that may be generated from development projects, the City requires that new
development and significant redevelopment priority projects incorporate Permanent Stonn Water Best Management
Practices (BMP's) into the project design per the City's Standard Urban Stormwater Management Plan (SUSMP).
Initially this questionnaire must be completed by the applicant in advance of submitting for a development application
(subdivision, discretionary permits and/or construction permits). The results ofthe questionnaire determine the level of
storm water standards that must be applied to a proposed development or redevelopment project. Depending on the
outcome, your project will either be subject to 'Standard Stormwater Requirements' or be subject additional criteria
called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the
storm water standards applied to a project.
Applicant responses to the questionnaire represent an initial assessment of the proposed project conditions and
impacts. City staff has responsibility for making the final assessment after submission of the development application.
If staff determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water
standards than initially assessed by the applicant, this will result in the return of the development application as
incomplete. In this case, please make the changes to the questionnaire and resubmit to the City.
If applicants are unsure about the meaning of a question or need help in determining how to respond to one or more of
the questions, they are advised to seek assistance from Land Development Engineering staff.
A separate completed and signed questionnaire must be submitted for each new development application submission.
Only one completed and signed questionnaire is required when multiple development applications for the same project
are submitted concurrently. In addition to this questionnaire, applicants for construction permits must also complete,
sign and submit a Project Threat Assessment Form to address construction aspects of the project.

1. Is your project a significant redevelopment?
DEFINITION:
Significant redevelopment is defined as the creation, addition or replacement of at least 5,000 square feet of
impervious surface on an already existing developed site.
Significant redevelopment includes, but is not limited to: the expansion of a building footprint; addition to or
replacement of a structure; structural development including an increase in gross floor area and/or exterior
construction remodeling; replacement of an impervious surface that is not part of a routine maintenance activity; and
land disturbing activities related with structural or impervious surfaces. Replacement of impervious surfaces includes
any activity that is not part of a routine maintenance activity where impervious material(s) are removed, exposing
underlying soil during construction.

educational occupancy. Similarly, lecture halls for stu-

It is common for a school to also have gymnasiums
(Group A-3), auditoriums (Group A-1), libraries
(Group A-3), offices (Group B) and storage rooms
(Group S-1). When this occurs, the building is a mixed
occupancy and is subject to the provisions of Section
508.3. In accordance with Section 508.3.1, Exception
2, assembly spaces, such as the gymnasium, audito-
rium, library and cafeteria, do not have to be consid-
ered separate occupancies if used for school pur-
poses only and is limited to school occupants (see
commentary, Section 508.3.1).
Places of religious worship, religious educational
rooms and religious auditoriums are often provided in
the same building complex. These religious and edu-
cational rooms and religious auditoriums are not to be
considered separate occupancies (i.e., Group E) as
long as the occupant load in these spaces is no
greater than 99 people. Similar to accessory assem-
bly spaces, the intent of the occupant load threshold
for religious educational rooms and religious auditori-
ums is not to create several rooms closely spaced to-
gether, each with an occupant load of less than 100. In
this case, these rooms would be classified as Group E
and the building would be considered a mixed occu-
pancy and subject to the provisions of Section 508.3.
305.2 Day care. The use of a building or structure, or portion
thereof, for educational, supervision or personal care services
for more than five children older than 2'/, years of age, shall be
classified as a Group E occupancy.
• Day care centers are a special problem since they are
generally occupied by preschool children who are less
capable of responding to an emergency. The hazards
found in a day care center are far greater than in nor-
mal educational facilities, not so much because ofthe
occupant or fuel load, but because of the inability of
the occupants to respond.
Day care occupancies include facilities intended to
be used for the care and supervision of more than five
children for a period of less than 24 hours per day and
that do not contain at any time more than five children
who are 2V2 years of age or less. Facilities that provide
care for more than five occupants greater than the
12th grade are to be classified as adult care facilities
(Group 1-4, Section 308.5.1) or Group A-3.
Children 2V2 years of age or less usually are not
able to recognize an emergency situation, may not re-
