Hawkins, T. Johnson and D. Hawkins Witnessed the fillet welding of the panel plate connections on Building "A" line 1, A-H and line A, 1-6, also Building "B11 line 1, A-H and line H, 1-3. On Building "A" the hold xtown connection as shown on drawing S6-4 had to have a 1/4 inch shim to make the connection on the east end and panels S3, S4 and S5 plate connections as shown on drawing S7-2 were miss matched and only the near side 3/8" fillet weld could be welded, on these connections a fillet weld was welded across the ends. The same thing occured on Building "B" at panels E2 and E3. The same welding was performed at these locations. In all cases there was as much weld put on as the drawings called for. The struc- tural Engineer, Scott Stedman was notified and also witnessed some of these connections and gave approval to use the shim plates and different weld pat- erns where needed as long as the same amount of weld was being put on as the drawings called for. Welding is accepted per customers drawings and the Engineer's approval. Continued fillet weld inspection on the panel plate connections as follows: Building "A" line H, 1-6 and line 6, A-H, this completes Building"A". Building "B" line H, 3-6, and line A,1-6 The following connections had to be shimmed and welded. Soil and foundation engineering recommendations for Lot 6 were presented in our report dated April 11, 1979. The results of a geotechnical investiga- tion of the site and previous earthwork observation and testing services were presented in reports dated February 26 and October 11, 1974, respectively. In addition, earthwork observation and testing services reports dated April 23 and July 19, 1982 were issued for the site. The materials exposed in the footing excavations consisted essentially of hard undisturbed formational materials as anticipated in our soil and foundation engineering recommendations report. Accordingly, it is our opinion that the materials exposed in the footing excavations are suitable for the support of footings designed in accordance with the recommendations presented in the soil and foundation engineering report. Footings which will not be subjected to structural building loads may be supported on compacted fill soil. These footings should be designed in accordance with our April 11, 1979, report, except that an allowable bearing pressure of 3,500 pounds per square foot for combined dead and live loads should be used. Lewis Dominy, Architect 1049 Camino Del Mar, Suite 7 Del Mar, California 92014 Attention: Mr. Bill Wolpert Re: Soil and Foundation Engineering Recommendations Office/Warehouse Complex Lot 6 - Palomar Airport Business Park Carlsbad, California Gentlemen: in accordance with your request we have conducted a supplemental reconnaissance of the site and developed design recommendations for the construction of the proposed office/warehouse buildings. The conclusions and recommendations contained herein are based largely on our observations during the mass grading operations at the site in 1974. The results of our earthwork observation and testing services were summarized in a letter report dated October 11, 1974 by Lowney/Kaldveer Associates, our prede- cessor firm. The results of an earlier detailed geotechnical investigation of the site prior to the start of construction were presented in a report dated February 26, 1974. It is our understanding that the proposed buildings will be two-story, concrete tilt-up and/or masonry block structures with slab-on-grade floors. Only minor cuts and fills are presently anticipated to attain the desired finish building pad elevations. Paved parking and driveways will be provided in the areas surrounding the buildings. SITE CONDITIONS The site of the proposed buildings is located in the Palomar Airport Business Park on the north side of Camino Vida Roble approximately 700 feet west of the intersection with El Camino Real. The lot is almost entirely in cut and was rough graded to the approximate existing ground surface elevations during the months of May and June 1974. Although the soils exposed at the subgrade surface consist predominantly of fine grained sands that possess a low potential for expansion, there are some potentially expansive clayey formational soils exposed on the northeast corner of the lot. In oddi- -vi I 11, 1979 -8A, 2678 Poge 2 tion, some very hard concretions (well cemented formational sands) are exposed in the north central portion of the lot. Surface vegetation consists of a sparse growth of low grass and weeds. CONCLUSIONS AND RECOMMENDATIONS From a soil and foundation engineering standpoint, it is our opinion that the site is suitable for the proposed construction provided the conclusions and recommendations presented in this report are incorporated into the design and construction of the project A. Site Preparation The site should be stripped and cleared of surface vegetation end any miscellaneous trash and debris that may cover the ground surface at the time of construction. These materials should be disposed of off-site. B. Site Earthwork The exposed soils in all areas to receive structural fill, pavements or building im- provements should be scarified to a minimum depth of 6 inches, moisture conditioned and compacted to a minimum degree of compaction of 90 percent based upon ASTM Test Designation D1557-70. Areas where dense undisturbed formational materials are exposed need not be scarified. The need for scarification should be determined in the field by the soil engineer's representative during the grading operations. All fill material should also be compacted to a minimum degree of compaction of 90 per- cent. The upper 6 inches of subgrade soil in pavement areas should, however, be compacted to a minimum degree of compaction of 95 percent. Fill material should be spread and compacted in lifts not exceeding 8 inches in uncompacted thickness. Any potentially expansive clayey soils (such as those exposed at the surface on the northeast corner of the lot) encountered at the finish subgrade surface in building or pavement areas should be over-excavated and replaced with compacted non-expansive fill material. The area I extent and depth of expansive soils to be removed should be determined in the field by the soil engineer's representative based on an inspection of the soils exposed at the finished subgrade surface during the grading operations. All existing on-site soils are, in general, suitable for reuse as fill. Any required im- ported fill material should be a non-expansive granular soil with a plasticity index of 12 or less. In addition, both imported and existing on-site materials for use as fill should not contain rocks or lumps over 8 inches in greatest dimension with no more than 15 percent larger than 2.5 inches. Any expansive clayey soils that might be en- countered in the required excavations at the site should only be reused as fill below a depth of 18 inches below the finish subgrade elevations. April 11, 1979 218-8A, 2678 Page 3 Any required excavations for foundations and/or buried utilities extending into well cemented formational materials (such as those presently exposed in the north central portion of the lot) may be difficult to accomplish using ordinary light back- hoe equipment. Contractors should not, however, be relieved of making their own independent evaluation of the excavatability of the on-site materials prior to sub- mitting their bids. Pipeline trenches should be backfilled with compacted structural fill. Backfill mate- rial should be placed in lift thicknesses appropriate to the type of compaction equip- ment utilized, and compacted by mechanical means to a minimum degree of compactio of 85 percent. In all building and pavement areas, the upper 3 feet of trench backfill should be compacted to a minimum degree of compaction of 90 percent. In pavement areas, that portion of the trench backfill within the pavement section should conform to the material and compaction requirements of the adjacent pavement section. Variations in soil conditions are possible and may be encountered during construction. In order to permit correlation between the preliminary soil data and the actual soil conditions encountered during construction, and so as to assure confer man ce with the plans and specifications as originally contemplated, it is essential that the soil enginee be retained to perform on-site review during the course of construction. C. Foundations We recommend that the proposed buildings be supported on conventional, individual spread ana/or continuous footings bearing in undisturbed formational materials. Foot- ings should be founded at least 18 inches below the lowest adjacent finished grade. Footings located adjacent to the tops of slopes should be extended sufficiently deep so as to provide at least 5 feet of horizontal cover between the footing and the slope face at the footing bearing level. At the recommended depth, footings may be designe< for allowable bearing pressures of 5,000 pounds per square foot (psf) for combined dead and live loads, and 6,500 psf for all loads, including wind or seismic. The footings should, however, hove a minimum width of 12 inches. Where potentially expansive clayey materials are present within 2 feet of the finish subgrode surface, the footings should be founded at least 24 inches below the lowest adjacent finished grade. The need for deepening any footings should be determined by the soil engineer's representative based on an examination of the materials exposed in the footing excavations. All continuous footings should be reinforced with top and bottom reinforcement to provic structural continuity and to permit spanning of local irregularities. Post construction differential settlements of the proposed buildings are expected to be negligible. To assure that footings are founded in material of sufficient load bearing capacity, it is essential that the soil engineer inspect the footing excavations prior to placing rein- forcing steel or concrete. April 11, 1979 ~ 218-8A, 2678 Page 4 D. Slabs-On-Grade Building floor slabs may be supported directly on the existing on-site soils prepared as recommended previously under "Site Earthwork." Slab reinforcing should be pro- vided in accordance with the anticipated use of and loads on the slabs. As a minimum, however, we recommend that the slabs be reinforced with 6x6-10/10 wire mesh for control of shrinkage cracks. In areas where moisture-sensitive floor coverings are to be utilized and in other areas where floor dampness would be undesirable, we recommend that consideration be given to providing an impermeable membrane beneath the slabs. The membrane should be covered with 2 inches of sand to protect it during construction. The sand should be lightly moistened just prior to placing the concrete. Poorly graded imported sands and/or gravels (such as pea gravel) should not be used in areas where slabs will be subjected to concentrated heavy loads such as would be im- posed by loaded fork lifts. E. Lateral Loads Lateral load resistance for building foundations may be developed in friction between the base of the foundations and the supporting subgrade. An allowable friction coefficient of 0.35 is recommended for use in design. An additional allowable uniform passive resistance of 2,000 psf acting against the foundations may be used in design provided the footings are poured neat against the adjacent undisturbed formational materials. F. Pavements Based on our recent inspection of the site along with our past experience in providing R-value test results for similar soils within the business park, we have developed the following recommended pavement sections using Procedure 301-F of the State of Cali- fornia Department, Department of Transportation. The recommended pavement sections contained in Table 1 should provide a pavement life of 20 years with a normal amount of flexible pavement maintenance. The pavement sections presented below assume that a minimum of 12 inches of non-expansive sandy soil will be provided at the finished subgrade level in pavement areas.
