Dear Mr. Osburn: We are pleased to report to you that the subject condominium project has been completed in its entirety and our Board of Directors have formally accepted the public water system for the entire development. By memorandum dated December 18, 1973, we had released Lot No. 1 and 2 of the condominium (Lots No. 236 and 237 of the original tract), and a second letter of June 3, 1974, released building No. 4 of Lot No. 3 of the condominium (Lot 235 originally). Accordingly, this final release provides for the clearance for buildings No. 5 and No. 6 of Lot No. 3. This has been a very lengthy project and we have from time to time had to avail ourselves of your special assistance, so that we could bring this project to a conclusion. We are indeed grateful to you for all the help you have given us. This may come aKa shock to you, "BUT YOU ARE USING WATER FROM AN ILLEGAL CONNECTION1 TO THE XM w D SYSTEM". No! It is not your fault in any way! You are not responsible for any wrong- doing, but you will be the innocent victims as we have no alternative but to discontinue water service to the Seaview Condominiums for non-payment of bills assigned to the builder of said units. The builder was assigned a 2" meter, V No. 21817498, for construction purposes only. Somehow, without knowledge of this District, the living units are being ser- viced through the construction meter and no one wants to pay for the water used. The first wrongdoing was to allow occupancy of any building without first hav- ing properly completed utilities. At this point in time, the water system is unacceptable to our standards for your protection. We have spent a great deal of time and money trying to get the work completed so you folks can be assured of proper service, but everyone, seemingly, responsible for your welfare chooses" not to be attentive to the situation. We are aware that the action we are going to take will inconvenience everyone living in the Seaview Condominiums, however, it is absolutely essential that the situation be corrected.
