Subject: Confirmation of City Fees for Building Permit Plan File
Dear Carter
As we discussed on the phone, we currently have an Interior tenant Improvement In the
plan check process for the Puritan-Bennett Corporation located at 2320 Camlno Vida
Roble. Currently the 2320 building Is occupied by the Puritan-Bennett Corporation and
has been previously permitted as office and manufacturing space under several permits,
as they have taken over increasing portions of the building.
They are now proposing, In the plans submitted, to reconfigure existing space by opening
up the manufacturing area and expanding a burn-In test room, all within the confines of
the building In existing developed space.
In the particular space In question, substantial city fees were paid during the last
reconfiguration of the space. A large part of these fees were for bridge fees, traffic
impact fees, etc. As we dlcsussed, these fees are paid once for a given space and should not
need to be repaid for future reconfigurations with the same use. Bob Beeler of our
office, while recently Inquiring about the plan check fee for this fairly minor revision,
was told the total city fees were $23,000. We do not as yet have a breakdown of this fee.
however, these seem very high and It appears that there has been miscommunlcation as
to the nature qf the tenants Improvements and fees may have been calculated for an
empty shell building.
Per this letter, we are requesting that you look into this matter and assist us In
obtaining the proper calculated fees.
Enclosed Is a form which you provided for Bob and some construction cost backup
Information provided by Puritan-Bennett. Please review and If you have any questions
please do not hesitate to contact us.
Very truly

MR. BOB BEELER
DEAR BOB I
I AM WRITING THIS LETTER IMMEDIATELY FOLLOWING OUR EARLY MORNING
TELEPHONE CONVERSATION CONCERNING THE PROPOSED PERMIT FEE FOR
TENANT IMPROVEMENT AT BUILD INS 2320 CAM I NO Vl'DA ROBLES, CARLSBAD.
AS I EXPLAINED, THE TOTAL CAPITAL APPROPRIATION FOR WORK ON THE
TENANT IMPROVEMENT WAS $150,000.
OUR SCOPE OF WORK, ON THIS PROJECT, WAS DIRECTED TO RELOCATING
THE PRODUCTION GROUP INTO ONE BUILDING, AND OPENING THE AREA, TO
BETTER FACILITATE MANUFACTURING ACTIVITIES, I DO NOT FEEL THIS
WAS A CONSTRUCTION PROJECT. AS YOU ARE AWARE, WE REMOVED WALLS
TO OPEN THE AREA, AND OUR MAJOR WORK WAS MAINTENANCE, IN THAT WE
ONLY RELOCATED PRODUCTION FUNCTION FOR BETTER LINE FLOW. NOTHING
EXISTING CHANGED. INTER-RELATION BETWEEN DEPARTMENTS TO IMPROVE
PRODUCTION WAS THE OBJECT OF THIS VENTURE.
ENCLOSED PLEASE FIND A COPY OF THE ORIGINAL CAPITAL APPROPRIATION
REQUEST FOR $150,000. WHICH STATESi "REMOVAL OF WALLS", "REPAIR
OF CEILINGS. DUCTINS, PAINTING" "NEW FLOORS (INDICATING
REPLACEMENT OF FLOOR TILE) IN INTERNATIONAL AREA", "NEW HOT ROOM
W/CLOSED LOOP TEMPERATURE CONTROL" (ACTUALLY AN EXPANSION OF
EXISTING UNIT-MOT NEW), "RELOCATION OF ELECTRICAL ft AIR", AND
ETC.
ALL. OF THE FORE GOING SCOPE OF WORK INDICATES "REPAIR",
"REPLACEMENT", "RELOCATION" ftAJ^FESTING _ A__PyRE,_J1AINTENANCE
A£I££LDjL I SINCERELY HOPE YOU WILL BE ABLE TO EXPLAlF'THE
DIFFERENCE TO CARLSBAD BUILDING DEPARTMENT OFFICIALS AND ACHIEVE
A REASONABLE PERMIT FEE REDUCTION.
PLEASE CONTACT ME WITH THE RESULT OF YOUR NEGOTIATION. OR IF,
MORE INFORMATION IS REQUIRED.
MOST SINCERELY,
C. L. DQREN, SR.
