This plan review is limited to the technical requirements contained in the Uniform Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinance by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Present California law mandates that residential construction comply with Title 24 and the
following model codes: 1994 UBC (effective 12/28/95), 1994 UPC (effective 12/28/95), 1994
UMC (effective 2/23/96) and 1993 NEC (effective 12/28/95).
The above regulations apply to residential construction, regardless of the code editions
adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

• PLANS
1. Please make all corrections on the original tracings, as requested in the
correction list.
Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be.
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to
the City of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA
92009, (619) 438-1161. The City will route the plans to EsGil Corporation
and the Carlsbad Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (619)
560-1468. Deliver all remaining sets of plans and calculations/reports directly to
the City of Carlsbad Building Department for routing to their Planning,
Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not
be reviewed by the City Planning, Engineering and Fire Departments until review
by EsGil Corporation is complete.
2. Clearly show the maximum building height based on the definition in Section
209. Plot the finish grade (as defined) on the elevations and dimension the
distance to the floor above, for story determination.
• GENERAL RESIDENTIAL REQUIREMENTS
3. Habitable rooms, other than kitchens, shall contain at least 70 square feet of
floor area. At least one room shall have not less than 120 square feet of floor
area. Section 1207 (b).
4. _ No habitable room, other than a kitchen, shall be less than 7'0" in any
dimension. Section 1207 (c).
5. Show safety glazing on floor plan, in the following locations, per Section
5406(d):
a) Glazing in shower and tub enclosures (including windows within 5 feet of
tub or shower floor. Master bath location.

• FOUNDATION REQUIREMENTS
6. Provide a copy of the project soil report prepared by a California licensed
architect or civil engineer. The report shall include foundation design
recommendations based on the engineer's findings and shall comply with UBC
Section 1804. ·
• ROOFING
7. Specify roof slope.
8. Specify I.C.B.O. or U.L. approval number for roof materials not covered in
U.B.C., e.g., tile, etc. Section 107.
9. Show attic ventilation. Minimum vent area is 1/150 of attic area (or 1/300 of attic
area if at least 50% of the required vent is at least 3 feet above eave vents or
cornice vents). Show area required and area provided. Section 3205 (c).
10. Note on the plans: "Altic ventilation openings shall be covered with
corrosion-resistant metal mesh with mesh openings of 1/4-inch in dimension."
Section 3205(c).
• FRAMING
11. Detail all post-to-beam and post-to-footing connections and reference the detail
to the plan. Section 2516 (m).
12. Provide truss details and truss calculations for this project. Specify truss
identification numbers on the plans. City of Carlsbad does not defer truss calc's.
13. Show location of attic access with a minimum size of 22"x30", unless the
maximum vertical headroom height in the attic is less than 30". Access must be
provided to each separated attic area, shall be located in a hallway or other
readily accessible location and 30" headroom clearance is required above the
opening. Section 3205(a).
14. Show FB-1 beam call out on floor framing plan, size and location.

• MECHANICAL (UNIFORM MECHANICAL CODE)
15. Show the BTU rating and type of all heating and cooling appliances or systems
16. Show source of combustion air to furnace, per Chapter 6, UMC.
• ELECTRICAL (NATIONAL ELECTRICAL CODE)
17. Show on the plan the amperage of the electrical service, the location of the
service panel and the location of any sub-panels. If service is over 200 amps,
submit single line diagram, panel schedule and load calculations.
18. Note on the plans that receptacle outlet locations will comply with 1993 NEC Art.
210-52(a).
19. Show on the plans that countertop receptacle outlets comply with 1993 NEC Art.
210-52(c).
20. Show on the plan that ground-fault circuit-interrupter protection complies with
1993 NEC Art. 210-8, which reads as follows:
All 125-volt, single-phase, 15-and 20-ampere receptacles installed in
bathrooms, garages, basements, outdoors and within 6 feet of a kitchen sink.
• PLUMBING (UNIFORM PLUMBING CODE)
21. Note on the plans that "combustion air for fuel burning water heaters will be
provided in accordance with the Uniform Plumbing Code".
22. Show T and P valve on water heater and show route of discharge line to
-exterior. UPC, Section 1007 (e).
23. Show that water heater is adequately braced to resist seismic forces. UPC,
Section 1310.
24. Show shower stall can accommodate a 30" circle and has a minimum floor area
of 1,024 sq. in. UPC Section 909 (d).
25. Provide a note on the plans: In showers and tub-shower combinations, control
valves must be pressure balanced or thermostatic mixing valves. UPC Section
410.7

• ENERGY CONSERVATION
NOTE: Plans submitted after January 1, 1993 must comply with the new energy
standards.
26. Provide plans, calculations and worksheets to show compliance with current
energy standards.
27. The regulations require a properly completed and properly signed Form CF-IR to
be either imprinted on the plans, taped to the plans or "sticky backed" on the
plans, to allow the building inspector to readily compare the actual construction
with the requirements of the approved energy design.
28. All energy items shown on the plans must be in agreement with the information
shown on the properly completed Form CF-IR.
29. Specify on the building plans all of the mandatory energy conservation
requirements as listed on the enclosure titled, "Mandatory Measures Checklist".
30. Show the make, model, type, size and efficiency of the space heating (or
cooling) system.
31. Provide fluorescent general lighting (40 lumens per watt minimum) in kitchen(s)
and bathrooms.
• Carlsbad City Requirements
32. Energy conservation design should be for Zone 7.
33. Show on the Title Sheet on the plans, the information required by the attached
Developmental Services Sheet 112383.
34. -All new residential buildings, including additions, require a soils report. Please
submit two copies. Exception:. If a room addition is limited to one story and
1000 sq. ft. in area, then a soils report is not required. Esgil Corporation will
advise the City to place their soils notice stamp on the plans.

Pat -I am the architect for an addition to Mike and Sandi Franklin's residence
at 2323 Kimberly Court. The plan is currently in plan check at Esgil.
We have more than 1,000 SF of addition and part of the addition is a 2nd story -
both factors that trigger the need for either a soils report or a letter of update.
After I reviewed the original soils report I feel comfortable in asking for a waiver
to relieve us of the requirement for either an additional report or update letter.
The report by GEOCON, File No D-2981-MO5, dated Feb. 20, 1987, I believe, is
being held for you to review. The report is entitled Final Report of Testing and
Observation Services During Mass Grading Operations for Rising Glen,
Carlsbad, CA
2323 Kimberly is lot 63 of CT 83-20. In the report the lot is referenced as Que, or
an undercut lot The 5'" page of the introductory summary refers to lot 63 as part
of a Category 1 (Shallow fill & cut pads) and calls for an allowable soil pressure
of 2,000 psf. Table Ill (last page of the report) indicates lot 63 as having an
expansion index of 24 and a classification of 'low expansion· potential
Based on the soils report which indicates soil of low expansion and good bearing
capacity and a lot made up from a cut rather than fill, I don't think this is a lot that
poses a danger of expansion or differential settlement. Our foundation details
are the same details as what was originally called out for.
The time and expense involved in either an additional soils report or update letter
would be a hardship for the Franklins and I believe the outcome would be as we
have shown on the construction drawings.
We appreciate your consideration for a waiver for the report.

The lots within this category include cut lots, transition cut
lots with less than approximately 15 feet of fill, and fill lots
with less than approximately 30 feet of fill and less than 15
feet of differential fill thickness.
It is recommended that foundations within this category have a
minimum depth of 12 inches and a minimum width of 12 inches for
one-story residential structures. The minimum foundation depth
should be increased to 18 inches for two-story residential
structures. Foundations so proportioned may be designed for an
allowable soil bearing pressure of 2,000 psf (dead plus live
load). This bearing pressure may be increased by up to one-
third for transient loads such as wind or seismic forces.
Continuous footings should be reinforced with two No. 4
reinforcing bars, one placed near the top of the footing and one
near the bottom.
D. Concrete slabs-on-grade should have a nominal thickness of 4
inches and should be reinforced with 6x6-10/10 welded wire mesh
throughout. It has been our experience that the mesh must be
physically pulled up into the slab after the placement of third
of the slab. Proper mesh positioning is critical to future
performance of the slabs. The slab should be underlain by at
least 4 inches of clean sand and, where moisture sensitive floor
coverings are planned, a visqueen moisture barrier covered by at
least l inch of the sand cushion should also be provided. It is
recommended that a licensed concrete inspector verify proper
placement of slab reinforcement.
