The fire walls of the FS Series Building consist of three (3) layers of Fire Resistance Gypsum Wall Board. The design calculations enclosed cover the structural members used in the FS Series buildings and reflect the largest building in the series. The Length x Width x Height dimensions used in these calculations reflect the dimensions of a Model 5012FS. All smaller buildings in this series use the same structural members and are covered under this design. The calculations have been prepared using, at a minimum, the loads required by the 1994 Uniform Building Code. This calculation set may be used where the 1991 Uniform Building Code is specified. Where a multiple number of similar members are used such as roof purlins or wall stiffeners, the worst case member that governs the design is checked. When explosion vent panels are included in the unit, the structure is designed to resist an internal pressure of 100 psf without rupturing or tearing. HAZARDOUS MATERIALS SUMMARY for 117 Square Foot Hazardous Materials Enclosure AND COMPLETE INVENTORY SORTED BY HAZARD CLASS The Ontogen Corporation will be placing a Hazardous Materials Enclosure in the west end of their parking lot at 2325 Caraino Veda Roble Carlsbad, CA 92009. The Hazardous Materials Enclosure is for the use, dispensing, and mixing of bulk new and waste hazardous materials including flammable and combustible liquids and water reactive compounds. Water reactive material will be stored in closed watertight containers. The containers inside the enclosure will normally be closed except during waste additions and when a new product is dispensed from drums. Upon examination of the Ontogen summary report and according to section 307.1.3 "Liquid Use, Dispensing, and Mixing Rooms" of the 1994 Uniform Building Code, the proper occupancy classification for the 117 square foot Hazardous Materials Enclosure is "H-2." A building permit is required for this enclosure. Attached is the summary for both the physical hazards and health hazards at 2325 Camino Vida Roble Carlsbad, CA 92009. We divided each summary report into hazard classes and listed the amount of hazardous material in each class. The amounts are in units of pounds, gallons, or cubic feet. The summary tables are compared with the exempt amounts listed in Tables 3-D and 3-E of the 1994 Uniform Building Code. Also attached is the complete inventory broken down by hazard class and listing each chemical within each classification. The following controls will be installed within the 117 square foot Hazardous Materials Enclosure: 1. Special Fire Extinguishing Equipment [1994 UFC §7901.5.2] The primary fire extinguishing system, due the presence of water reactive compounds in the 117 Sq. Ft. Hazardous Materials Enclosure, will be an approved dry chemical fire extinguishing system. A remote pull activator will also be installed. The secondary fire extinguishing system to be installed will be an automatic sprinkler system that is not plumbed with water. Fire Resistive Rating.[1994 UBC §307.1.3 (2).] The enclosure will be built as a two (2) hour fire rated construction. 3. Exit Doors [1994 UBC §1018] Panic Hardware will be on the fire rated double door with dual door coordinator and self closer and open in the direction of exit travel. 4. Spill Control [1994 UFC §7901.8.2] The enclosure will be equipped with a liquid tight sump designed for secondary containment of greater than 150% of the largest single container which is 55 gallons. The sump will be at least 4" deep. The sump will be equipped with a sump overflow fitting with a cap. 5. Alarm System [1994 UFC §8003.1.16] The enclosure will be equipped a supervised alarm system and a local visual and audible emergency alarm. 6. Mechanical Ventilation System [1994 UFC 8003.1.8.2] a. The enclosure will be equipped with an explosion proof exhaust ventilation system that exhausts at a rate of 1 CFM per square foot of floor area. b. The enclosure will include an emergency shut-off switch of the break-glass type and labeled as "VENTILATION SYSTEM EMERGENCY SHUTOFF" c. The enclosure will include exhaust ventilation taken within 12 inches of the floor. d. The enclosure exhaust system will operate continuously. 7. Explosion Control [1994 UBC §307.10, & 1994 UFC 7902.1.5] An explosion vent panel will be installed. The venting device will discharge vertically. The vent panel will be mounted on the roof. 8. Standby Power [1994 UBC §307.2.7] The enclosure will be equipped with standby power in accordance with the Electrical Code when the normal electrical supply system is interrupted. 9. Electrical Wiring [1994 UFC §8001.9.4] The enclosure will be equipped with electrical wiring and equipment in accordance with the Electrical Code. Shelving and Lips/Guards [1994 UBC §307.1.3 (3) and 1994 UFC §8003.1.4] The enclosure will be equipped with shelving of substantial noncombustible construction, adequately braced and anchored, and coated with a chemical resistant coating. Shelves will be provided with a lip or guards. Shelf storage of hazardous materials will be maintained in an orderly manner. 11. Separation of Incompatible Materials [1994 UFC §7902.1.6] Incompatible materials will be separated from each other on shelving, and in waste collection containers. 12. sources of Ignition [1994 UFC §7901.10] In locations where flammable vapors could be present, precautions will be taken to prevent ignition by eliminating or controlling sources of ignition. Adequate grounding and bonding will be provided to prevent the accumulation of static electricity wherever Class I or II liquids are transferred or dispensed. A grounding bar will be inserted outside of the enclosure to facilitate grounding. 13. Empty Containers [1994 UFC §7902.3.9] The storage of empty containers and containers previously used for the storage of flammable or combustible liquids, unless free from explosive vapors, will be stored as required for filled containers and tanks. Tank and containers, when emptied will have the covers or plugs immediately replaced in openings. 14. Protection from Vehicles [1994 UFC §8001.9.3] The enclosure will be equipped with guard posts to protect the structure and its contents from vehicular damage. 15. As a part of that project we will be separately submitting a small H occupancy hazardous materials enclosure for permit. This will be a self-contained, manufactured unit. The design of the enclosure includes a code-required integral sump for secondary containment. Due to the depth and structure of the sump, the unit will be approximately 11" above the pavement. The 1994 UBC indicates that all H occupancies will be accessible as required by Chapter 11. Under the requirements of that chapter, any change in grade greater than 1/2" must be achieved by means of a ramp with a slope no greater than 1:12 (8%). The enclosure will be located outside the lab building, in the parking lot, within a screened yard. The enclosure will be used fc: the storage of bulk chemicals which will be dispensed into smaller sized containers. This activity will require an employee who is capable of moving and manipulating 55-gallon drums, operating a vertically oriented pump and moving carts loaded with several filled one and two gallon containers. These operations are ones which can only be safely achieved by a person possessing full mobility. A mobility-impaired employee would be in great danger performing these tasks and would be exposed to a greater level of risk than a fully mobile person. For these reasons, we respectfully request exemption from the requirement for a handicapped- accessible ramp. In lieu of the accessible ramp we propose the use of the code-allowed ramp of 1:8 (12%). All other accessibility requirements will be met including the size of the landing, door hardware, audio/visual alarm, etc. As construction is underway on the lab portion of the project, initiation of the construction of this component of the project is essential to ensure that proper storage facilities are available at the time of the move-in to the lab building.
