OWNER-BUILDER DECLARATION
0 1 hereby affirm that I am exempt from the Con-
tractor's License Law for the following reason
(Sec. 7031.5,Business and Professions Code), Any
city or county which requires a permit to con-
struct, alter, improve, demolish, or repair any
structure, prior to Its Issuance also requires the
applicant for such permit to file a signed state-
ment that he Is licensed pursuant to the provi-
sions of the Contractor's License Law (Chapter 9
commencing with Section 7000 of Division 3 of
the Business and Professions Code) or that Is ex-
empt therefrom and the basis for the alleged ex-
emption. Any violation of Section 7031.5 by an ap-
plicant for a permit subjects the applicant to a
civil penalty of not more than five hundred dollars
($500).

the work, and the structure is not intended or of-
fered for sale (Sec. 7044, Business and Profes-
sions Code: The Contractor's License Law does
not apply to an owner of property who builds or

fered for sale. If, however, the building or improve-
ment is sold within one year of completion, the
owner-builder will have the burden of proving that

Last Inspection: January 1983
Our records indicate that your building pennit will ·expire by limitation of time
on July 30, 1983.
The provisions of UBC Section 303{c.1) state: (d) Expiration. Every permit issued by
the building official urrler the provisions of this code shall expire by limitation and
be.cane null and void if the building or work authorized by such permit is not comnenced
withlll 180 days from the date of such permit, or if the building or wrk authorized
by such pennit is suspended or abandoned at any time after the \..Ork is comnenced for
a period of 180 days. Before such work cari l::e recomrenced, a new· permit shall be first
obtained so to do, and the fee therefor shall be one-half the arrount required for a
new permit for such \<X>rk, provided no changes have beer1 made or will be made in the
original plans and specifications for such v.ork; and provided further that such sus-
pension or abandonment has not exceeded one year. Any permittee holding an unexpired
pennit may apply for an extension of the tirre within which he may ccmnence \'Ork under
that pennit when he is unable to carrmence work within the time required by this section
for good and satisfactory reasons. The building official may extend the time for action
by the pennittee for a period not exceeding 180 days upon written request by the
permittee showing that circumstances beyond t..rie control of the permittee have prevented
· action fran being taken. No perrrdt shall be extended rooie than once. In order to renew
action on a permit after expiration, the permittee shall pay a new full permit fee.

Masonry Footing Inspections
Alta Verde Condominiums
La Costa, Carlsbad, California
Dear Mr. Davis:
As per the request of Mr. William Tadlock, we have performed the footing
excavation inspections on all excavations for the concrete footings support-
ing the masonry walls on the aforementioned project. This also satisfies
our requirements per our Limited Soil Investigation for the same project,
dated February 29, 1980, our Project No. 00001.
All footings were excavated to specified depths and widths. The bottoms
of the excavations were neat and cleaned. All masonry footings inspected
were approved and signed off by our Staff Geologist on the stamped sheets
for the project.
Inspections were made on November 23, 1981 on exterior masonry footings
for Buildings A, D, F, and C. On December 1, 1981, exterior masonry
footings for Buildings B and E were inspected. On December 7, 1981, in-
terior masonry footings for Buildings C and F were inspected. On December
9, 1981, interior and exterior masonry footings for Buildings B and E were
inspected.
