Geocon Incorporated, February 20, 1987 (Project No D-2981-M05) The referenced report encompasses the mass grading operations for the subject lot and surrounding subdivision The site visit included an observation of the proposed building addition footprint and surrounding improvements Additionally, the soil within the footprint of the proposed addition was hand-probed to perform a qualitative evaluation of the depth of soil disturbance due to landscape activities In general, the soil probed relatively loose to a depth of approximately 12 inches The recommendations presented in this report are based on an analysis of the data presented in the referenced report and our experience with similar soil and geologic conditions The site currently consists of a single-family residence located on Lot 44 within the Rising Glen (now called Brentwood Heights) development m the City of Carlsbad, California Grading of the lot occurred in 1986 in conjunction with the overall grading operations for the Rising Glen development The property is a fill lot with the rear of the building pad located at the top of an approximately 100- 6960 Flanders Drive • San Diego California 92121 2974 • Telephone (858) 558-6900 • Fax (858) 558-6159 foot-high fill slope It is understood that the existing residence was constructed roughly 12 to 13 years ago A pool, spa, and existing flatwork surrounding the pool, are located in the backyard Two, approximately 1 5-foot-high, cobblestone-faced planter walls are located on the southeast side of the pool, near the top of the slope and roughly parallel to the northwest property line A hairline to 1/16- mch crack was observed in the crack control joints surrounding the spa Three cracks with separations from % to 3/4 inch were observed within the cobblestone wall located southeast of the pool One crack with a separation of approximately '/z inch was observed in the cobblestone wall located in the vicinity of the northwest property line An approximately 1,200 square-foot two-story addition (600-square-foot footprint) is proposed adjacent to the southeast side of the existing residence The roughly triangle-shaped addition will be extended to within approximately 7 feet of the top of the slope Due to the height of the fill slope, and the relatively close proximity of the addition to the top of the slope, deepened foundations are recommended for the building addition as discussed in Conclusions and Recommendations Based on a review of the referenced geotechmcal report, the building pad is underlain by compacted fill soil consisting of sandy clay and silty to clayey, fine- to medium-grained sand The fill soil is underlain by dense sandstone of the Santiago Formation Due to its generally loose condition, the upper approximately one foot of the fill soil beneath the grass will require remedial grading as discussed m the ConclusiotiS-and^Recommendations portion of this report The soil was identified in the referenced report asviavmg a low expansion potential as defined by the Uniform Building Code (UBC) Table 18-I-B ^ —-* A review of geologic literature and our experience with the soil and geologic conditions in the general area indicate that no active faults are located within the property boundaries The nearest known active fault is the offshore portion of the Rose Canyon Fault, located approximately 6 miles southwest of the subject site The Rose Canyon Fault is capable of generating the largest maximum credible site acceleration Estimated Maximum Credible and Maximum Probable peak site accelerations are 0 32g and 0 16g, respectively In view of the dense/compacted nature of the fill soil underlying the site and the lack of near-surface groundwater, the potential for liquefaction within the property limits is considered very low Because the proposed addition will be constructed in close proximity to the top of the approximately 100-foot-high fill slope, a discussion of potential risks is in order Slopes that are comprised of clayey soils, such as the slope at the rear of the this residence, can, under certain conditions be subject to a phenomenon called "lateral fill extension" or "lateral slope relaxation " Generally this involves the saturation or soaking of the fill soils over time, usually from irrigation water, resulting m subsequent movement of the top of the slope down and out from its original position This condition tends to be more pronounced at the top of the slope, becoming less prevalent the farther back from the edge of the building pad that construction occurs A typical recommendation provided by Geocon Project No 06286-31-03 - 2 - July 14, 2000 Incorporated for newly graded slopes is to construct improvements a distance behind the top of the slope equal to a minimum of 1/3 the height of the slope In this case, that would be a minimum of approximately 35 feet from the top of the slope This is not considered possible based on the configuration of the existing residence It should be noted that the setback recommendation typically applies to newly constructed slopes and the existing embankment may have already undergone a large portion of the ultimate relaxation In this regard, however, some risk associated with building within the zone affected by this phenomenon exists Accordingly, future cosmetic maintenance may be necessary Our observations of the cracks within the cobblestone walls indicate that some lateral fill extension may have already occurred Because the addition is proposed within 7 feet of the top of the slope, foundation recommendations have been provided to include additional reinforcing steel and greater foundation widths and depths Recommendations are also provided to structurally connect the addition to the existing foundation system It has been our experience that this is typically accomplished by doweling into the existing system using reinforcing steel and a structural resin It is critical that an appropriate connection system be designed by the project architect or engineer and that adequate field quality control be provided to assure proper construction The following recommendations are provided to reduce the potential for damage to occur to the addition due to lateral fill extension or settlement CONCLUSIONS AND RECOMMENDATIONS I 0 General II It is the opinion of Geocon Incorporated that no soil or geologic conditions exist at the site that would preclude the construction of the building addition as presently planned, provided that the recommendations of this report are followed 1 2 The subject site is underlain by compacted fill soil and sandstone of the Santiago Formation The fill was placed and compacted m late 1986 and early 1987, and was tested and observed during placement by Geocon Incorporated as discussed in the previously referenced geotechmcal report The upper approximately one foot of fill has been disturbed by landscaping and irrigation, therefore, recommendations follow for recompactmg the upper one foot of fill Project No 06286-31-03 -3- July 14,2000 2 0 Grading 2 1 Grading at the site should be in accordance with the Recommended Grading Specifications provided in Appendix A and the City of Carlsbad Grading Ordinance Where the recommendations of Appendix A conflict with this section of the report, the recommendations of this section shall take precedence 2 2 Site preparation should begin with the removal of all deleterious material and vegetation (including grass, tree stumps and roots) within the area of proposed improvement The removed material should be properly disposed of and should not be used as fill material at the site The depth of removal should be such that material exposed is relatively free of organic matter 2 3 After removal of unsuitable materials as described above, the upper approximately one foot should be processed and recompacted to at least 90 percent of maximum dry density at approximately 2 percent over optimum moisture content, as determined in accordance with ASTM Test Procedure D 1557-91 The processing should be accomplished by thoroughly scarifying the soil to provide a uniform acceptable moisture content prior to applying compactive effort In the event that unsuitable soils are observed to extend deeper than approximately one foot, the depth of processing may be increased The site should then be brought to final subgrade elevation with structural fill compacted in layers In general, soils native to the site are suitable for re-use as fill if free from vegetation, debris and other deleterious material Layers of fill should be no thicker than will allow for adequate bonding and compaction Fill materials near and/or below optimum moisture content will require additional moisture conditioning prior to placing additional fill Overly wet soil will require drying and/or mixing with drier soils to facilitate proper compaction 2 1 Seismic Design Criteria 2 1 1 The following table summarizes site specific seismic design criteria obtained from the 1997 Uniform Building Code (UBC) The values listed in Table 2 1 are for the Rose Canyon Fault (located approximately characteristics only and is not intended to be in lieu of the reinforcement required for structural loading An allowable beanng pressure of 2000 psf (pounds per square foot) is recommended for foundations designed as discussed above This value is for dead plus live loads and may be increased by one-third when considering transient loads due to wind or seismic forces The foundations, designed as recommended above, are anticipated to have an estimated total settlement of 1 inch and differential settlement across the addition of !/2 inch Project No 06286-31-03 -5-July 14, 2000 3 6 All footing excavations should be observed by a representative of Geocon Incorporated prior to placing reinforcing steel or concrete to witness that the excavations are in compliance with recommendations and the soil conditions are as anticipated 3 7 Lateral loads may be resisted by a passive pressure equivalent to that generated by a fluid weighing 300 pcf If the ground surface is not covered with concrete or asphalt the upper 12 inches of the soil profile should not be included in the calculation of the passive pressure A coefficient of 0 35 may also be used to calculate the resistance to sliding along the concrete/ soil interface These values are presented as allowable values having incorporated a factor of safety of 1 5 3 8 The foundation system for the proposed addition should be structurally connected to the existing building foundation 4 0 Concrete Floor Slab 4 1 The interior floor slab should be at least 5 inches thick and be reinforced with No 4-i=^ -, 3 concrete slabs Even with the incorporation of the recommendations of this report, foundations, stucco, and at-grade concrete slabs may still exhibit cracking due to shrinkage of the concrete during curing The occurrence of shrinkage cracks is independent of the supporting soil characteristics The potential for shrinkage cracks may be reduced by limiting the slump of the concrete, proper circumstances should water be allowed to pond adjacent to footings The building pad should be properly graded to insure that water is directed away from foundations and concrete slabs and into controlled- dramage devices 6 0 Limitations and Uniformity of Conditions 6 1 The recommendations of this report pertain only to the site investigated and are based upon the assumption that the soil conditions do not deviate from those disclosed in the investigation If any variations or undesirable conditions are encountered during construction, or if the proposed construction will differ from that anticipated herein, Geocon Incorporated should be notified so that supplemental recommendations can be given The evaluation or identification of the potential presence of hazardous or corrosive materials was not part of the scope of services provided by Geocon Incorporated 6 2 This report is issued with the understanding that it is the responsibility of the owner, or of his representative,
