disabled access path of travel to the remodeled area. 2. Note on the plans that there is not
change to the HVAC equipment and no change to the lighting load. If this is not the case then
energy compliance documentation is required. 3. Provide DWV plumbing plans for the new
plumbing system. 4. Show on the plans the required exhaust ventilation for the new bath rms. 5.
Show on the plans the location of the supply & return air registers in the new Galley and note
the outside fresh air will equal 15 CFM per occupant per the '94 UBC.

This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department,
Fire Department or other departments. Clearance from those departments may be required
prior to the issuance of a building permit.
Code sections cited are based on the 1997 UBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.

• PLANS
1. Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
a) Deliver all corrected sets of plans and calculations/reports directly to the
City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA
92008, and (760) 602-2700. The City will route the plans to EsGil
Corporation and the Carlsbad Planning, Engineering and Fire Departments.
b) Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123,
and (858) 560-1468. Deliver all remaining sets of plans and
calculations/reports directly to the City of Carlsbad Building Department for
routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not
be reviewed by the City Planning, Engineering and Fire Departments until
review by EsGil Corporation is complete.
2. Indicate on the Title Sheet of the plans, the name of the legal owner and name
of person responsible for the preparation of the plans. Section 106.3.3.
3. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes. Business and
Professions Code.
4. Plans and calculations shall be signed by an engineer or architect licensed by
the State of California where there are structural changes to existing buildings or
structural additions. Please include the California license number, seal, date of
license expiration and date plans are signed. Business and Professions Code.
5. Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 2001 edition of the California Building Code (Title 24), which
adopts the 1997 UBC, 2000 UMC, 2000 UPC and the 1999 NEC.
6. On the first sheet of the plans indicate, differs from the application:
• The floor area of the remodeled area,
• Type of construction of the existing building,
• Sprinklers: Yes or No
• Present and proposed occupancy classifications of the remodel area,
• The story where the tenant improvement is located,
• The occupant load of the remodel area(s).

7. Show any existing fire rated area separation walls, occupancy separation walls,
demising walls, shafts or rated corridors. Identify and provide construction details
for proposed new fire rated walls.
8. Provide a note on the plans indicating if any hazardous materials will be stored
and/or used within the building which exceed the quantities listed in UBC Tables
3-D and 3-E.
9. Glazing in the following locations should be of safety glazing material in
accordance with Section 2406.4 (see exceptions):
a) Fixed and sliding panels of sliding door assemblies and panels in swinging
doors other than wardrobe doors.
b) Fixed or operable panels adjacent to a door where the nearest exposed
edge of the glazing is within a 24-inch arc of either vertical edge of the door
in a closed position.
10. Provide an exit analysis plan (may be 8 1/2" x 11" or any convenient size). Show -
in this analysis the occupant load of each area, the general exit flow patterns (by
using arrows), accumulated occupant loads and required exit widths.
11. Exits should have a minimum separation of one-half the maximum overall
diagonal dimension of the building or area served. Section 1004.2.4.
12. Exits shall not pass through kitchens, store rooms, or spaces used for similar
purposes. Section 1004.2.2.
13. Exit signs are required whenever two exits are required. Show all required exit
sign locations. Section 1003.2.8.2.
14. If exit signs are required, provide the following notes on the plans, per Section
1003.2.8.2:
a) Exit signs shall be located as necessary to clearly indicate the direction of
egress travel. No point shall be more than 100 feet from the nearest
visible sign.
b) Exit signs shall be readily visible from any direction of approach.
15. Note on the plans: "All exits are to be operable from inside without the use of a
key or special knowledge." In lieu of the above, in a Group B, F, M or S
occupancies, you may note "Provide a sign on or near the exit door, reading
THIS DOOR TO REMAIN UNLOCKED DURING BUSINESS HOURS." This
signage is only allowed at the main exit. Section 1003.3.1.8.

• ELECTRICAL

Policy 84-36.
• MECHANICAL
27. Show the location, type and size (BTU's) of all heating and cooling appliances or
systems.
28. Provide mechanical ventilation in all rooms, capable of supplying outside air at a
minimum rate of 15 cubic feet per minute per occupant. UBC, Section 1202.2.1.
29. Provide mechanical plans, showing existing and proposed HVAC equipment,
ducts and access to equipment.
30. Detail access and working clearances to HVAC equipment.
31. Detail ladder access to roof mounted HVAC equipment.
32. Detail disposal of main condensate drainage from air conditioning units. (UMC
Section 309)
33. Detail overflow (secondary) condensate discharge from air conditioning units that
are in a ceiling space, to a readily observable location. (UMC Section 1105.12)

34. Provide plans, calculations and worksheets to show compliance with current
energy standards.
35. Provide complete energy designs for the proposed changes in envelope, lighting,
and mechanical systems. Provide the completed ENV-, LTG-, and MECH- forms
showing energy compliance.
36. On the plans clearly show the wall and roof insulation locations, thickness, and
R-values, as per the energy design.
37. The completed and signed ENV-1, LTG-1, and MECH-1 forms must be imprinted

The following disabled access items are taken from the 2001 edition of California Building
Code, Title 24. Per Section 101.17.11, all publicly and privately funded public
accommodations and commercial facilities shall be accessible to persons with disabilities.
NOTE: All Figures and Tables referenced in this checklist are printed in the California
Building Code, Title 24.
• REMODELS. ADDITIONS AND REPAIRS
1. When alterations, structural repairs or modifications or additions are made to an
existing building, that building, or portion of the building affected, is required to
comply with all of the requirements for new buildings, per Section 1134B.2. These
requirements apply as follows:
a) The area of specific alteration, repair or addition must comply as "new"
construction.
b) A primary entrance to the building and the primary path of travel to the
altered area, must be shown to comply with all accessibility features.
c) Existing sanitary facilities that serve the remodeled area must be shown to
comply with all accessibility features.
d) Existing drinking fountains (if any) must be shown to comply with all
accessibility features.
e) Existing public telephones (if any) must be shown to comply with all
accessibility features.
2. If an unreasonable hardship finding is granted, priority should be given to those
elements that will provide the greatest access, per Section 1134B.2.1 Exception
#1. The order of priority shown below should be followed:
a) An accessible entrance.
b) An accessible route of travel.
c) At least one accessible restroom for each sex.
d) Accessible telephones.
e) Accessible drinking fountains.
f) When possible, additional accessible elements such as parking, storage
and alarms.

• SITE PLAN REQUIREMENTS
3. Clearly show that the site development and grading are designed to provide
access to all entrances and exterior ground floor exits, as well as access to normal
paths of travel, per Section 1127B.1. Where necessary to provide access, shall
incorporate pedestrian ramps, curb ramps, stairways and handrails, etc.
4. Show, or note that at every primary public entrance, and at every major function
area along, or leading to, an accessible route of travel, there is to be a sign
displaying the international symbol of accessibility. Signs are required to indicate
the direction to accessible building entrances and facilities, per Sections 1117B.5.7
and1127B.3.
WALKS AND SIDEWALKS
5. If any proposed walks slope >1:20 (5%) they must comply with ramp requirements,
per Section 1133B.5.1.
6. Walks along an accessible route of travel are required to be >48" minimum in width
and have slip resistant surfaces, per Section 1133B.7.
7. The maximum permitted cross slope shall be VT per ft., per Section 1133B.7.1.3.
8. Show or note that any abrupt level changes will be ^" along any accessible route
of travel. When changes do occur, they shall be beveled with a slope of ^:2.
Level changes of ^" may be vertical.
NOTE: If level changes >Yz\ they must comply with the requirements of curb
ramps.
9. Show that a 60" x 60" level area is provided at areas where a door (or gate) swings
toward the walk in the accessible route of travel, per Section 1133B.7.5. Show that
the walk extends >24" beyond the strike edge of the strike edge of any door (or
gate) that swings toward the walk.
10. Show or note that >80" headroom is to be provided from all walkway surfaces to
obstructions, per Section 1133B.8.2.
11. Show that walks with continuous gradients are provided with level areas >5'0" long
at intervals of 400'0" maximum, per Section 1133B.7.6.
12. If grated openings are to be provided in the path of travel, they are to be limited to
:£" in the direction of travel, per Section 1133B.7.2. Revise plans to show, or
note, compliance.
13. Show that a 36" wide detectable warning material is provided at boundaries
between walkways and vehicular ways. Material shall comply with criteria of
Sections 1133B.8.3 through 1133B.8.5, per Section 1133B.8.5.
14. Plans indicate that more than one route of travel is to be provided. Revise plans to
show that all routes are to be made accessible, per Section 1127B.1.

• PEDESTRIAN RAMPS
15. Show that any path of travel with a slope >1:20 (5%) complies with pedestrian
ramp requirements, per Section 1133B.5.
16. The allowable slope for an accessible ramp is ^:12 (8.33%), per Section
1133B.5.3. Revise plans to show the least possible slope is being provided for all
ramps, per Section 1133B.5.1.
17. The allowable cross slope at pedestrian ramps shall be 3A" per ft (2%), per
Section 1133B.5.3.1.
18. Show or note that ramp surfaces will be slip resistant.
19. Ramps shall have a minimum width of 48 inches, per Section 1133B.5.2.2. Where
a ramp serves a building having an occupant load of 300 or more, the minimum
clear width shall be 60 inches.
20. Revise plans to show required landings at the top and bottom of ramps, per
Section 1133B.5.4.
a) The bottom landing shall be >72" in the direction of travel.
b) The top landing shall be a >60" x 60".
21. Show that the required intermediate landing is provided, per Section 1133B.5.4 as
follows:
a) >60" long where the elevation change is >30".
b) >72" long at direction changes >30°.
22. Revise plans to show the minimum required depth of landing where a door swings
over the top landing. The minimum depth of the landing is required to be equal to
the door width, plus 42", per Section 1003.3.4.4.
23. Plans shall show that the strike edge distances at doors comply with the
requirements of Section 1133B.5.4.4, as follows:
a) >24" at exterior ramps.
b) >18" at interior ramps.
24. Show handrails at each side of ramp(s) which are shown to be >1:20 (5%) in
slope, per Section 1133B.5.5.
25. Show that handrails are >W but ^%" in any cross sectional dimension.
Additionally, show that the handrails are placed a >11/2H from any wall, per Section
1133B.5.5.
26. Show or note that handrails meet the following requirements, per Section
1133B.5.5:
a) Are continuous.
b) Are to be located >34" but ^8" above the ramp surface.
c) Extend >12" beyond both the top and bottom landings.

the ramp.

• DOORS
29. Revise plans, or door schedules, to show that every required passage door has
>32" clear width, per Section 1133B.2.
30. Show, or note, that there is a level floor or landing on each side of all doors. The

• If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verily the anticipated meter size for the unit.
• Maximum service and meter size is a 2" service with a 2" meter.
• If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand, (manifolds are considered on case by case basis to limit
multiple trenching into the street).
12b. Irrigation Use (where recycled water is not available)
All irrigation meters must be sized via irrigation calculations (in gpm) prior
to approval. The developer must provide these calculations. Please follow
these guidelines:
1. If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W". The irrigation service should
look like:

If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:
• Hydraulic grade line
• Elevation at point of connection (POC)
• Pressure at POC in pounds per square inch (PS!)
• Worse case zone (largest, farthest away from valve
• Total Sprinkler heads listed (with gpm use per head)
• Include a 10% residual pressure at point of connection
In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA), As long as the project is located within the City recycled water

1. Recycled water meters are sized the same as the irrigation meter above.
2. If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, but is not live (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWA for this.
