Following our recent phone conversation and your architect's application for the above
building permit, I would like to take the opportunity to explain the process you have
begun. Your company has a desire to improve its regulatory position with the City by
legalizing much of the tenant improvement work that has been done over many years
without benefit of building permits. The City supports that corporate position in as much
as public safety is best served when the building owner and the City share that same
philosophy. Seasilver USA Inc, as per your comments, now is very interested in being an
active participant in the regulatory process as an applicant.
That being stated, Seasilver USA Inc has a desire to acquire the permits on the above
property to facilitate a sale of the property to a new owner. Seasilver ideally would
prefer the City issue a building permit and sign-offs by November 30, 2004. That date is
may be achievable given the normal processing times and the volume of permits the City
has for pending permits.
Preliminarily, it appears that the plans can eventually become the basis for a permit to be
issued. The plan check for the building department may result in minor changes to the
floor plan to accommodate exiting. Those comments, and any other building code related
will be sent to the contact person as soon as they become available. A timely response
will be necessary to complete this process by your due date. The Planning Department
has preliminarily reviewed the site plan provided, and assuming the number of parking
spaces shown is accurate, it appears there is adequate parking for the additional 4,977
square feet of office space.
There are a number of other items to address as a part of this permitting and field
inspection process:
1. A sprinkler plan should be processed through the Fire Marshal's office. That
sprinkler permit and associated inspection will have to be completed prior to a
building inspector signing off on the T-I work.

2. Once the building permit is issued, field inspection should be scheduled for the
following in-place work:
a. Underground waste - remove all concrete and soil covering the waste
system installed as part of this permit.
b. Place the drain, waste, and vent system under test required by the UPC.
3. Remove all the drywall and insulation from one side of every new partition wall
or furred wall.
4. Remove all ceiling tile for the dropped ceiling and show all mechanical, and
electrical systems above the ceiling.
5. Open all new electrical panels for inspection.
Preparation for the above inspection may begin at any time, however the inspections will
not be made until the permit is issued. Anticipate that the in-place construction will have
to match the plans processed for the permit. It would be wise to make this comparison
and process and correction or revisions to the plans prior to requesting inspections. The
Building Inspectors generally do not sign off on work that does not match the approved
plans.
