This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
1. Please make all corrections on the original tracings and submit two new sets of prints to:
Esgil Corporation or the jurisdiction's building department.
2. To facilitate rechecking, please identify, next to each item, the sheet of the plans
upon which each correction on this sheet has been made and return this sheet

5. Comment to City: Fire Department approval is required per Section 311.8.
7. See the original comments for disabled access. Show the parking, path of travel from
the parking to the remodeled area, the sanitary facilities (and drinking fountains and
public telephones) serving the remodeled areas, and the new construction all comply
with the current Title 24 disabled access requirements.

8. Sheet A2 should clarify if the opening in key note 11 is existing or new. Indicate the
required rating, and provide complete structural details and calculations if the opening is
new.
9. Recheck the note 4 reference on sheet A-2. Note 4 appears to be referenced to some
racks. See grid lines 1 and 2 on A2.
10. Note on the plans that a minimum 6" clearance will be provided from the racks to the
existing building columns.
13. Provide a two-level distribution for the seismic loads in the pallet rack. Section 2237.5.
14. Recheck the revised lateral loading to the frames. To be consistent with the design, the
frame stiffness should be calculated with P/A = 12EI/L3. The "C" factor should be 2.75.
15. With the lateral loads the same as the original calculations per comment 14, the base
plate is still overstressed on the compression side of the plate.
16. Recheck the weld capacities at all connections. The beam to bracket weld capacity is
not increased by 1.6 for the partial weld on the other side of the beam (the weld on the
other side only increases the capacity by » 15%).
Include calculations for the combined P/A + M/S for the column to base plate weld.
18. Recheck the weak axis bending on the columns. The total transverse seismic load is 1.3
kips per the calculations. The weak axis moment M = (1.3K/2)(8") + (1.3k)(3") = 9.1"K,
The first component is the lateral load from the base to the horizontal strut and the
second component is the lateral load from the horizontal strut to the diagonal.
The column allowable load is only 9.4 kips per calculation sheet 5 (18.08K/1.92 = 9.4).

4. UBC Section 107.2 requires the Building Official to determine the total value of all
construction work proposed under this permit. Please provide a signed copy of the
designer's or contractor's construction cost estimate of all work proposed.

6. Plans and calculations shall be signed by the California state licensed engineer or
architect where there are structural changes to existing buildings or structural additions.
Please include the California license number, seal, date of license expiration and date
plans are signed. Business and Professions Code.
7. The tenant space and new and/or existing facilities serving the remodeled area must be
accessible to and functional for the physically disabled. See the attached correction
sheet. Title 24, Part 2.
8. Recheck the type of construction and allowable area of the building. Based on the type
of construction of the building and available site yards, the building appears to exceed
the allowable area in Chapter 5 unless there are area separation walls (are there existing
area separation walls that are modified?).
9. Recheck the note 4 reference on sheet A-2. Note 4 appears to be referenced to some
racks.
10. Indicate the clearance from the new racks to the existing building walls and building
columns per Section 1631.2.11. The clearance must be at least 3RJ8 times the
deflections of both the rack and the building.
11. Provide forklift protection per Section 2231.4.
12. The rack elevation sheet 2 of 2 dated 8/28/96 should indicate the "hand stack" rack beam
is a LH201 per the calculations.
13. Provide a two-level distribution for the seismic loads in the pallet rack. Section 2237.5.
14. The allowable column load should be determined from Section 2230 C4.2 equation C4.2-
1. Also input the correct column allowable load in the combined stress ratio formula on
calculation sheet 5.
15. Based on the anchor bolt tension formula, the moment in the base plate on calculation
sheet 5 will be (3.7k + .15k)(3" -1.5") = 5.8"k. Therefore, the base plate bending stress
on the compression side of the plate is 5.8/0.082 = 70 ksi.
16. Recheck all connections on sheet 7 as follows:
a) Provide calculations for all beam to bracket weld capacities per Section 2330
(allowable weld stress is the member thickness times 26 ksi times 1.33, or the
weld capacity, whichever is lower). Also include the column to base plate welding.
b) Increase the moments by the PA effects, or provide a complete frame analysis for
combined vertical load fixed-end moments plus seismic.
17. Check the slab stress for the maximum transverse overturning axial load. Check the
maximum slab stress under the base plate per Section 1915.4.2.

18. Provide calculations for the column weak axis bending plus axial for transverse seismic
loading. The axial load is the maximum compression load at the base from vertical plus
overturning. The column moment will probably be maximum for the lateral load from the
base plate to the first diagonal brace (not only to the first horizontal member).

DISABLED ACCESS REQUIREMENTS FOR REMODELS1
(alterations, structural repairs, additions, tenant improvements and occupancy changes)
A. GENERAL
Full access compliance is required for remodels, including:
1. Existing elements in the path of travel to the remodeled area. Either note on the plans that the existing
path of travel fully complies with the current Title 24 disabled access requirements, or indicate what is
required to bring the path of travel into full compliance.

2. Entrance to the remodeled area.
3. Existing sanitary facilities serving the remodeled area:
a. Indicate the requirements for the new lavatory shown in 1/A-2.

4. Existing drinking fountains and telephones serving the remodeled area.
5. The existing hallway door in 1/A-2 should show an 18" strike edge clearance.
B. REMODELS VALUED LESS THAN S81.8962
When remodels are valued at less than $81,896, the total access compliance may be limited to the specific
area being remodeled (i.e., "new" work), provided the following conditions are satisfied:
1. The cost to upgrade the existing elements {described in A.1 through A.4 above) exceeds 20% of the
cost of the proposed project, and
2. The enforcing agency determines that "an unreasonable hardship" exists (see the attached Form HA-
1, to be completed by the applicant), and
3. The plans must still show upgrades to the existing elements, but only to the point where the cost to do
so will equal 20% of the cost of the proposed project. In choosing which elements to upgrade, the
