This plan review is limited to the technical requirements contained in the California version of
the International Residential Code, International Building Code, Uniform Plumbing Code,
Uniform Mechanical Code, National Electrical Code and state laws regulating energy
conservation, noise attenuation and access for the disabled. This plan review is based on
regulations enforced by the Building Department. You may have other corrections based on
laws and ordinance by the Planning Department, Engineering Department, Fire Department or
other departments. Clearance from those departments may be required prior to the issuance of
a building permit.
Present California law mandates that construction comply with the 2013 edition of the California
Code of Regulations (Title 24), which adopts the following model codes: 2012 IRC, 2012 IBC,
2012 UPC, 2012 UMC and 2011 NEC.
The above regulations apply, regardless of the code editions adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2012 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one
of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-
2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning,
Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by
the City Planning, Engineering and Fire Departments until review by EsGil Corporation is
complete.
• PLANS
All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code). Current set is signed.
This will be re -verified on final sets.
2. Please add the 2013 California Residential Code to codes note on C-1.
3. Please complete dimension from the addition to the north property line on the
site plan.
FIRE PROTECTION / GENERAL RESIDENTIAL REQUIREMENTS
4. A closet is being added to the rec room so it is now considered a bedroom.
a) Please show a smoke alarm and a carbon monoxide alarm in the area
giving access to the rec room and a smoke alarm in the rec room per
sections R314 and R315.
b) Please specify the use of the existing room adjacent to the rec room.
Garages are not permitted to open into a room used for sleeping
purposes. Section R302.5.1.
c) Rec room shall have a window or exterior door for emergency escape.
Section R310. Please see #9 below.
i) Windows must have an openable area of at least 5.7 square feet,
with the minimum openable width 20" and the minimum openable
height 24".
ii) The bottom of the clear opening shall not exceed 44" above the
floor. Do not measure to the window sill. This generally applies to
windows that have a height of 3' or less.

5. In existing buildings, when alterations, repairs or additions requiring a permit
occur (or when one or more sleeping rooms are added), the dwelling unit shall
be provided with smoke alarms located as required for new dwellings; the
smoke alarms shall be interconnected and hard wired. Exception: Smoke alarms
in existing areas need not be interconnected and hard wired where the
alterations or repairs do not result in the removal of interior wall or ceiling finishes
exposing the structure, unless there is an attic, crawl space, or basement
available which could provide access for hard wiring and interconnection without
the removal of interior finishes. Section R314.3.1. Please note on the plans for
the following existing areas:
a) Inside each bedroom.
b) Outside each separate sleeping area in the immediate vicinity of the
bedrooms.
c) On each story, including basements.
6. Specify on the plans that any existing smoke alarms that are more than 10
years old will be replaced. Section R314.3.2.
7. When alterations, repairs or additions are proposed for dwelling units within
which fuel -burning appliances are installed (and in dwelling units having attached
garages), the dwelling unit shall be provided with carbon monoxide alarms
located as required for new dwellings; the carbon monoxide alarms shall be
interconnected and hard wired. Exception: Carbon monoxide alarms in existing
areas need not be interconnected and hard wired where the alterations or repairs
do not result in the removal of interior wall or ceiling finishes exposing the
structure, unless there is an attic, crawl space, or basement available which
could provide access for hard wiring and interconnection without the removal of
interior finishes. Section R315.2. Please note on the plans for the following
existing areas:
a) Outside each separate sleeping area in the immediate vicinity of the
bedrooms.
b) On each story, including basements.
8. Please indicate on the plans whether the existing residence has a fire sprinkler
system installed. If so, then provide a note stating that any additions/alterations
will be provided with an automatic residential fire sprinkler system. Section
R313.2.

9. Please specify the size and operation of the existing window at the rec room.
The relocated sliding glass door cannot be used for light, ventilation and
emergency egress for the rec room unless the wall between the addition and
the existing rec room is 50% open to the area with the sliding glass door (ie. 1/2
(20'x8')) = 80 sq ft opening. Section R303.2
a) All habitable rooms shall be provided with aggregate glazing area of not
less than 8% of the floor area of such rooms, per Section R303.1.
b) Natural ventilation shall be provided for all habitable rooms, with the
minimum openable area to the outdoors of 4% of the floor area being
ventilated. Section R303.1.
• ROOFING
10. The ICC report imprinted on the plans for the Owens-Corning shingles is not a
currently active report. This product now has a UL approval ER 2453-01.
Please revise the plans to reflect this.
FOUNDATION / FRAMING REQUIREMENTS
11. Please dimension the height of the concrete curb at details 1 and 2 and show
clearly that wood shall be 6" minimum above finish grade. Section R404.1.6.
12. Note on plans that surface water will drain away from building and show drainage
pattern. The grade shall fall at 2% minimum. Section R401.3.
13. Foundation anchorage in Seismic Design Categories C, Do, D, and D2. In
addition to the requirements of Section R403.1.6, the following requirements
shall apply to wood light -frame structures in Seismic Design Categories Do, D,
and D2 and wood light -frame townhouses in Seismic Design Category C.
R403.1.6.1
a) Plate washers conforming to Section R602.11.1, 0.229"x3"x3", shall be
provided for all anchor bolts over the full length of required braced wall
lines. Properly sized cut washer shall be permitted for anchor bolts in wall
lines not containing braced wall panels. The plate washers called out on
the details do not comply.
14. It appears that the opening between the existing rec room and the addition was
existing (where the relocated sliding door was originally located). Please clarify
this on the plans. Any new openings or removed portions of walls must be
shown on the plans and may require additional corrections.

15. Please detail the attachment of the existing ledger (which supports the new roof
rafters) to the existing wall.
16. Please call out the size and spacing of the ceiling joists on the framing plans and
show them on details 6 & 7 /S2.
17. Please show how the addition is tied into the existing structure (ie strapping from
top plates to floor framing).
18. Details 5 and 6/S2 reference the shear wall schedule for A35 spacing and shear
panels. The shear wall schedule is not referenced to the plans and the shear
schedule calls for LTP4s, not A35s. Please coordinate.
19. It appears that the continuous Wood Structural Panel method of wall braching is
intended for the addition (this is the only method which would not require any
hold downs on the north wall). Please clarify that all walls (including above and
below windows) are to be sheathed with minimum shear wall 0 using the
nailed (not stapled) alternative. Siding cannot be used for this method. Section
R602.10
ELECTRICAL / PLUMBING
20. Include on the plans the following specifications for electrical devices installed in
dwellings: CEC Article 210 & 406
a) Tamper resistant receptacles for all locations described in 210.52 (i.e., all

more than 1.28 gallons of water per flush, kitchen faucets may not exceed 1.8
GPM, lavatories are limited to 1.5 GPM, and showerheads may not exceed 2.0
GPM of flow. CPC Section 403 and 408.
25. For additions or improvements to a residence built before 1994, note on the
plans that existing "noncompliant" fixtures (toilets that use more than 1.6 gallons
of water per flush, urinals that use more than one gallon of water per flush,
showerheads that have a flow capacity of more than 2.5 gallons of water per
minute, and interior faucets that emit more than 2.2 gallons of water per minute)
shall be replaced. Certification of compliance shall be given to the building
inspector prior to final permit approval. California S13407.
• RESIDENTIAL GREEN BUILDING STANDARDS
26. The California Building Standards Commission has adopted the Green Building
Standards Code which became effective January 1, 2011 and must be enforced
by the local building official. The following mandatory requirements for
residential construction must be included on your plans. CGC Section 101.3.
The Standards apply to newly constructed residential buildings, along with
additions/alterations that increase the building's conditioned area, volume or
size. CGC Section 303.1.1. Provide a sheet on the plans labeled "Green
Building Code Requirements" and include the following notes as
applicable.
a) Storm water drainage/retention during construction. Note on the
plans: Projects which disturb less than one acre of soil shall manage
storm water drainage during construction by one of the following: A.
Retention basins. B. Where storm water is conveyed to a public drainage
system, water shall be filtered by use of a barrier system, wattle or other
approved method. CGC 4.106.2.
b) Grading and paving. Note on the plans that site grading or drainage
system will manage all surface water flows to keep water from entering
buildings (swales, water collection, French drains, etc.). CGC 4,106.3.
Exception: Additions not altering the drainage path.
c) Recycling. Note on the plans that a minimum of 50% of construction
waste is to be recycled. CGC 4.408.1.
d) Recycling. Note on the plans that the contractor shall submit a
Construction Waste Management Plan to the jurisdiction agency that
regulates waste management, per CGC 4.408.2.

e) Operation and maintenance manual. Note on the plans that the builder
is to provide an operation manual (containing information for maintaining
appliances, etc.) for the owner at the time of final inspection. CGC
4.410.1.
f) Pollutant control. Note on the plans that during construction, ends of
duct openings are to be sealed, and mechanical equipment is to be
covered. CGC 4.504.1.
g) Pollutant control. Note on the plans that VOC's must comply with the
limitations listed in Section 4.504.3 and Tables 4.504.1, 4.504.2, 4.504.3
and 4.504.5 for: Adhesives, Paints and Coatings, Carpet and
Composition Wood Products. CGC 4.504.2.
h) Interior moisture control. Note on the plans that concrete slabs will be
provided with a capillary break. CGC 4.505.2.1.
i) Interior moisture control. Note on the plans that the moisture content of
wood shall not exceed 19% before it is enclosed in construction. The
moisture content needs to be certified by one of 3 methods specified in
Section 4.505.3. Building materials with visible signs of water damage
should not be used in construction. The moisture content must be
determined by the contractor by one of the methods listed in CGC
4.505.3.
j) Indoor air quality. Note on the plans that bathroom fans shall be Energy
Star rated, vented directly to the outside and controlled by a humidistat.
CGC 4.506.1.
k) Note on the plans that prior to final inspection the licensed contractor,
architect or engineer in responsible charge of the overall construction
must provide to the building department official written verification that
all applicable provisions from the Green Building Standards Code have
been implemented as part of the construction. CGC 102.3.

To address post -development pollutants that may be generated from development projects, the City requires that new development and
significant redevelopment priority projects incorporate Permanent Storm Water Best Management Practices (BMP's) into the project
design per the City's Standard Urban Stormwater Management Plan (SUSMP). To view the SUSMP, refer to the Engineering Standards
(Volume 4, Chapter 2) at www.carlsbadca.aov/standards.
Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision,
discretionary permits and/or construction permits). The results of the questionnaire determine the level of storm water standards that
must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to
`Standard Stormwater Requirements' or be subject to additional criteria called 'Priority Development Project Requirements'. Many
aspects of project site design are dependent upon the storm water standards applied to a project.
Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has
responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire
was incorrectly filled out and is subject to more stringent storm water standards than initially assessed by you, this will result in the return
of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the City.
If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the questions, please
seek assistance from Land Development Engineering staff.
A separate completed and signed questionnaire must be submitted for each new development application submission. Only one
completed and signed questionnaire is required when multiple development applications for the same project are submitted concurrently.
In addition to this questionnaire, you must also complete, sign and submit a Project Threat Assessment Form with construction permits
for the project.
Please start by completing Step 1 and follow the instructions. When completed, sign the form at the end and submit this with your
application to the city.

To determine if your project is a priority development project, please answer the following questions:

1. Is your project LIMITED TO constructing new or retrofitting paved sidewalks, bicycle lanes or trails that meet
the following criteria: (1) Designed and constructed to direct storm water runoff to adjacent vegetated areas, or
from
other non -erodible permeable areas; OR (2) designed and constructed to be hydraulically disconnected
paved streets or roads; OR (3) designed and constructed with permeable pavements or surfaces in
accordance with USEPA Green Streetsguidance?
2. Is your project LIMITED TO retrofitting or redeveloping existing paved alleys, streets, or roads that are
designed and constructed in accordance with the USEPA Green Streets guidance?
If you answered "yes" to one or more of the above questions, then your project is NOT a priority development project and therefore is
NOT subject to the storm water criteria required for priority development projects. Go to step 4, mark the last box stating "my
project does not meet PDP requirements" and complete applicant information.

To determine if your project is a priority development project, please answer the following questions: YES NO
1. Is your project a new development that creates 10,000 square feet or more of impervious surfaces collectively
over the entire project site? This includes commercial, industrial, residential, mixed -use, and public

2. Is your project creating or replacing 5,000 square feet or more of impervious surface collectively over the entire
project site on an existing site of 10,000 square feet or more of impervious surface? This includes commercial,

industrial, residential, mixed -use, and public development projects on public or private land.
3. Is your project a new or redevelopment project that creates 5,000 square feet or more of impervious surface
collectively over the entire project site and supports a restaurant? A restaurant is a facility that sells prepared

foods and drinks for consumption, including stationary lunch counters and refreshment stands selling prepared
foods and drinks for immediate consumption.
4. Is your project a new or redevelopment project that creates 5,000 square feet or more of impervious surface
collectively over the entire project site and supports a hillside development project? A hillside development
project includes development on any, natural slope that is twenty-five percent or greater.
5. Is your project a new or redevelopment project that creates 5,000 square feet or more of impervious surface
collectively over the entire project site and supports a parking lot. A parking lot is a land area or facility for the
temporary arkin or storage of motor vehicles used personally for business or for commerce.
6. Is your project a new or redevelopment project that creates 5,000 square feet or more of impervious surface
collectively over the entire project site and supports a street, road, highway freeway or driveway? A street,
road, highway, freeway or driveway is any paved impervious surface used for the transportation of
automobiles, trucks, motor - cycles, and other vehicles.
7. Is your project a new or redevelopment project that creates or replaces 2,500 square feet or more of
impervious surface collectively over the entire site, and discharges directly to an Environmentally Sensitive
Area (ESA)? "Discharging Directly to" includes flow that is conveyed overland a distance of 200 feet or less
from the project to the ESA, or conveyed in a pipe or open channel any distance as an isolated flow from the
project to the ESA i.e. not commin Ies with flows from adjacent lands).*
8. Is your project a new development that supports an automotive repair shop? An automotive repair shop is a
facility that is categorized in any one of the following Standard Industrial Classification (SIC) codes: 5013,
5014, 5541, 7532-7534, or 7536-7539.
9. Is your project a new development that supports a retail gasoline outlet (RGO)? This category includes RGO's
/
that meet the following criteria: (a) 5,000 square feet or more or (b) a project Average Daily Traffic (ADT) of
100 or more vehicles per day.
10. Is your project a new or redevelopment project that results in the disturbance of one or more acres of land and
are expected to generate pollutants post construction?
11.Is your project located within 200 feet of the Pacific Ocean and (1) creates 2,500 square feet or more of
impervious surface or (2) increases impervious surface on the property by more than 10%?
If you answered "yes' to one or more of the above questions, you ARE a priority development project and are therefore subject to
implementing structural Best Management Practices (BMP's) in addition to implementing Standard Storm Water Requirements such
as source control and low impact development BMP's. A Storm Water Management Plan (SWMP) must be submitted with your
application(s) for development. Go to step 3 for redevelopment projects. For new projects, go to step 4 at the end of this
questionnaire, check the "my project meets PDP requirements" box and complete applicant information.
If you answered "no" to all of the above questions, you ARE NOT a priority development project and are therefore subject to
implementing only Standard Storm Water Requirements such as source control and low impact development BMP's required for all
development projects. A Storm Water Management Plan (SWMP) is not required with your application(s) for development. Go to step

Instructions: Begin by reviewing the list of construction activities and checking the box to the left of any activity that will occur during the proposed construction. Add any other activity descriptions in the
blank activity description boxes provided for that purpose and place a check in the box immediately to the left of the added activity description. For each activity descrribed, pick one or more best
management practices (BMPs) from the list located along the top of the form. Then place an X in the box at the place where the activity row intersects with the BMP column. Do this for each activity that wa
checked off and for each of the selected BMPs selected from the list. For Example - If the project includes site access across dirt, then check the box to the left of "Site Access Across Dirt". Then review
the list for something that applies such as "Stabilized Construction Ingress/Egress" under Tracking Control. Follow along the "Site Access Across Dirt" row until you get to the "Stabilized Construction
