LOCATION AND SZP'i DESCRIPTION
The subject site is iocatec or. the north side of Altisma Way,
approximately 200 meters southwest 05 the intersection of Altisma
Way and Alicante Road, in the City cf Carlsbad, California (Figure
1).
The site is located on 8 sl.92~3 Fad created by cut-and-fill
grading operations. The slop :s 9rzdvai and descends toward the
east.
The site contains 4 inZ,ivituz.l 3-story buildings which are
approximately seven years 015. Each building contains 4 or 5
condominium units. The grounc l2vi.l of the buildings contain a
2-car garage for each unit. The 2?8 and 3rd floors provide the
living spaces. The 4 buildinccs 515 separated by concrete walkways
and landscape bushes and trees. A jacuzzi is, located between the
two northernmost units. Alonc; '-:>':% L:.~ .;'i=st and west sides of the site
are asphalt driveways.
The north, east, and west ?:-o?erty lines are bordered by
retaining walls. The west rctaiL?i.ag wail is to 9 feet high,
with the neighboring properr:! 12 -LO 15 feet above the subject
site. The west retaining wll is j to 4 feet high, with the
neighboring property 8 to 10 fset Oslow the . subject site. The
north retaining wall supports the :north walrs 'of the 2, northern
units. The retaining wall is Le 7 feet in height, with the

ly logged and bulk and urarsturkd samples were collected for
laboratory testing.

Boring No. 1 was located near tLe Rortheast side of Building
No. 2374. Total depth was' L? fee.<. A 7-inch 1 PVC sprinkler pipe
was broken at a depth of 2 feet.
Boring No. 2 was locate5 ? Li.;.t south of the north retaining
wall and 7 feet east of +'- ill~ 2564 5Y.Fiding. Total depth was 13
feet. At a depth of approximreiy l;', a 1-inch copper water pipe
broke during the excavation. A pluxber was contracted to repair
the PVC pipe in B-1 and the coppr pipe in B-2.

Test pit No. 1 was lochted near the northwest corner of
building 2364. It was dug to de-rernine the nature of the footing
support soils (total depth wU:i 3G iriches) . The boring and test
pit logs are included as Places IT through IV.
No groundwater was encountered 2nd no. caving oc.curred in the
excavations.
A manometer survey of .::?.s aor.&ernmost unit of Building No.
2374 is included as P1ate.V.

During construction, fill was placed against the retaining
wall north of the residentiai buildings to elevate the pad. The
sunken asphalt in the northern porcions of the parking lots and
the manometer survey of the northsrn unit of Building No. 2374,
which illustrates the northerly si~pe of the residence floor,
suggest the fill has settled alcng the northern perimeter of the
site. Consolidation tests revesl t!---- .&cL the fill is slightly prone
to consolidation, and has a ICW 1;~ medium potential for expansion.
The medium expansion potential as measured in the upper portion
of the fill (upper 6 feet). E:iptli?sive soil movement probably
caused the cracking and uplifzs irl the walkway slabs between the
buildings. The cracks an< scbsidi-nce of the asphalt, which
decreased the effectiveness of th2 dreins, then allowed more water
to enter the soil, acceleratin~ ,ch? consolidation of the fill.
The relative compactions masured in our borings are
generally above the minirnx:. required 90% amount, suggesting
adequate initial compaction cf .2>s fill in the distressed area.
The lower values in Boring 2 could be the result of the alterna-
ting expansion and contracticn cf the soil, which can lower the
relative compaction.

The potential for .future settlement of the northernmost
distressed condominiums could be reduced by underpinning the
footings in the area of distress isorthern side) with a friction
pile grade beam system foun6e5 in stiff alluvium. The following

by underpinning, the northern ?ortio~ of the building foundation
should be jacked up. The -~oids created between the undistressed
portions slab and the soil, subssqLent to lifting the footings,
should be filled with low pressers grout, injected horizontally
below the existing footings at 4 feet on center to refusal. The
distressed slabs should be replaced with new slabs; refer to
"Floor and Walkway Slabs Repair" CGK details.

Cosmetic Repair
After the underpinning Is ccn?lcted, the structure will
undergo readjustment of forces wLthin its members. This generally
takes four to six months or even ZGX~. Therefore, patching of
exterior stucco cracks, painticg s:>d otker cosmetic repairs should
not be done until six months aft?:: conlpletion of the underpinning
work.

Floor and Walkway Slabs Repair
The distressed floor and walkway slabs should be saw-cut, and
about one foot of underlying fiil should be removed and hauled off
the site. The removed soil shoula Se replaced by granular import,
having an expansion index less than 20, and compacted to 90
percent relative compaction hSTM D1557-70. The new concrete
slabs should be at least 4-inChEs :kick and reinforced with No. 3
bars at 16-inches on center, c~ch way. Floor slabs should be
protected by a 6 mil plastic vapcr bzrrier placed under one-inch
of wetted sand.
Replacement of Asphalt/Concrete DzlvewaJ
The distressed asphalt/consrete driveway 'should be removed
and excavated to one and a half ~OOC beiow current grade and the

inch thick concrete slab, reinfoxce2 with No. 3 bars spaced at 16-
inch on center, both ways, over cwc-inch of sand over the
compacted subgrade.
Drainaqe
Drains should be instali& so thar runoff is channeled away
from the buildings and to the s-izee+ - guttelrs or to an appropriate
disposal site. Gutters and non-sio%ibie drains should be provided
and maintained so that water CaTl?.Gt pond against the northern
wall.

Our records Indicate that your building permit will expire by limitation of time on September 25,
1990.
The provisions of UBC, Section 303(d) state: 'EXPIRATION. Every permit issued by the Building
Official under the provisions of this code shall expire by limitation and become null and void if
the building or work authorized by such permit is not commenced within 180 days from the date
of such permit, or if the building or work authorized by such permit is suspended or abandoned
at any time after the work is commenced for a period of 180 days. Before such work can be
recommenced, a new permit shall be first obtained so to do, and the fee therefore shall be one-
half the amount required for the original plans and specifications for such work; and provided
further that such suspension or abandonment has not exceeded one (a) year. Any permittee
holding an unexpired permit may apply for an extension of the time within which he may
commence work under that permit for good and satisfactory reasons. The Building Official may
extend the time for action by the permittee for a period not exceeding 180 days upon written
request by the permitee showing that circumstances beyond the control of the permitee have
prevented action from being taken. No permit shall be extended more than once. In order to
renew action on a permit after expiration, the permitee shall pay a new full permit fee.
