A pluxber was contracted to repair the PVC pipe in B-1 and the coppr pipe in B-2. .. Test pit No. 1 was lochted near the northwest corner of building 2364. It was dug to de-rernine the nature of the footing support soils (total depth wU:i 3G iriches) . The boring and test pit logs are included as Places IT through IV. No groundwater was encountered 2nd no. caving oc.curred in the excavations. A manometer survey of .::?.s aor.&ernmost unit of Building No. 2374 is included as P1ate.V. -. 8/25/88 INS 80624 Page 7 During construction, fill was placed against the retaining wall north of the residentiai buildings to elevate the pad. The sunken asphalt in the northern porcions of the parking lots and the manometer survey of the northsrn unit of Building No. 2374, which illustrates the northerly si~pe of the residence floor, suggest the fill has settled alcng the northern perimeter of the site. Consolidation tests revesl t!---- .&cL the fill is slightly prone to consolidation, and has a ICW 1;~ medium potential for expansion. The medium expansion potential as measured in the upper portion of the fill (upper 6 feet). E:iptli?sive soil movement probably caused the cracking and uplifzs irl the walkway slabs between the buildings. The cracks an< scbsidi-nce of the asphalt, which decreased the effectiveness of th2 dreins, then allowed more water to enter the soil, acceleratin~ ,ch? consolidation of the fill. The relative compactions masured in our borings are generally above the minirnx:. required 90% amount, suggesting adequate initial compaction cf .2>s fill in the distressed area. The lower values in Boring 2 could be the result of the alterna- ting expansion and contracticn cf the soil, which can lower the relative compaction. The provisions of UBC, Section 303(d) state: 'EXPIRATION. Every permit issued by the Building Official under the provisions of this code shall expire by limitation and become null and void if the building or work authorized by such permit is not commenced within 180 days from the date of such permit, or if the building or work authorized by such permit is suspended or abandoned at any time after the work is commenced for a period of 180 days. Before such work can be recommenced, a new permit shall be first obtained so to do, and the fee therefore shall be one- half the amount required for the original plans and specifications for such work; and provided further that such suspension or abandonment has not exceeded one (a) year. Any permittee holding an unexpired permit may apply for an extension of the time within which he may commence work under that permit for good and satisfactory reasons.
