This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinances enforced by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Code sections cited are based on the 1994 UBC. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1994 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. Please make all corrections on the original tracings, as requested in the correction list. Submit three sets of plans for commercial/industrial projects (two sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: 1. Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA 92009, (619) 438-1161. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. 2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (619) 560-1468. Deliver all remaining sets of plans and calculations/reports directly to the City of Carlsbad Building Department for routing to their Planning, Engineering and Fire Departments. NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the City Planning, Engineering and Fire Departments until review by EsGil Corporation is complete. 2. Indicate on the Title Sheet of the plans, the name of the legal owner and name of person responsible for the preparation of the plans. Section 106.3.3. 3. Each sheet of the plans must be signed by the person responsible for their preparation, even though there are no structural changes. Business and Professions Code. 4. Provide a statement on the Title Sheet of the plans that this project shall comply with Title 24 and 1994 UBC, UMC and UPC and 1993 NEC. 5. On the first sheet of the plans indicate: • The floor area of the remodeled area, (1,950 sq ft Tl space) • Type of construction of the existing building, ? • Present and proposed occupancy classifications of the remodel area, (B) • The floor level where the tenant improvement is located, (ground floor) • The occupant load of the remodel area(s). (20) 7. Provide a fully dimensioned floor plan showing the size and use of all rooms or areas within the space being improved or altered. Draw the plans to scale and indicate the scale on the plan. Show any existing fire rated area separation walls, occupancy separation walls, demising walls, shafts or rated corridors. Identify and provide construction details for proposed new fire rated walls. 10. Provide a note on the plans indicating if any hazardous materials will be stored and/or used within the building which exceed the quantities listed in UBC Tables 3-D and 3-E. 11. The tenant space and new and/or existing facilities serving the remodeled area must be accessible to and functional for the physically disabled. See the attached correction sheet. Provide complete plumbing plans, including: a) "Complete drain, waste and vent plans. b) Provide gas line plans and calculations, showing pipe lengths and gas demands. UPC Section 1217.0 c) Provide complete water line sizing calculations, including the water pressure, pressure losses, water demands, and developed pipe lengths. When alterations, structural repairs or modifications or additions are made to an existing building, that building, or portion of the building affected is required to comply with all of the requirements for new buildings, per Section 1134B.2. These requirements apply only to the area of specific alteration, repair or addition and shall include: a) A primary entrance to the building and the primary path of travel to the area in question, and include the following items which serve the area in question: i) Sanitary facilities. ii) Drinking fountains, iii) Public telephones. 2. If an unreasonable hardship finding is granted, priority should be given to those elements that will provide the greatest access, per Section 1134B.2.1 Exception #1. The order of priority shown below should be followed: a) An accessible entrance. b) An accessible route of travel. c) At least one accessible restroom for each sex. d) Accessible telephones. e) Accessible drinking fountains. f) When possible, additional accessible elements such as parking, storage and alarms. 3. For areas under the control of a single tenant, the obligation to provide access may not be evaded by performing a series of small alterations to the area served by a single path of travel, if those alterations could have been performed as a single undertaking. If an area has been altered without providing an accessible path of travel to that area, and subsequent alterations of that area, or a different area along the same path of travel are undertaken within three (3) years of the original alteration, the total cost of alterations to the areas along that path of travel during the preceding three year period shall be considered in determining unreasonable hardship. 4. Certain types of privately funded, multi-story buildings that were previously exempt from providing access are no longer exempt from providing access, per Section 1134B.2.1 Exception #2. In alteration projects involving buildings previously approved and built without elevators, areas above and below the ground floor are subject to the unreasonable hardship provisions, even if the valuation of the project exceeds the valuation threshold (ENR US20 Cities). These types of buildings include: a) Office buildings of three or more stories or ^3000 ftz in area, per floor. b) Passenger vehicle service stations. c) Offices of physicians, surgeons, and other health care providers such as dentists, optometrists, etc. d) Shopping centers. e) Other buildings and facilities of £3 stories and £3000 ft2 per floor, if a reasonable portion of services are available on an accessible level. 5. Projects which consist only of heating, ventilation, air conditioning, reroofing, electrical work (not involving placement of switches and receptacles), cosmetic work that does not affect items regulated by Title 24 (i.e. painting, carpeting), etc. are not considered alterations for the purpose of accessibility and are not subject to these requirements, per Section 1134B.2.1 Exception #4.
