Newly enacted legislation (AB 163 [Gog1ri]), which became law on July 299
1983, provides builders new options and additional flexibility in complying with
the energy conservation standards for new residential buildings. The principal
features of the bill are described below:
GROUP AVAGING Builders may comply with the standards by averaging the
performance of groups of buildings. All buildings in an averaged group must,, be
in the same subdivision, and all must be based on the same model. Reverse plans
and different elevations of a model are regarded as the same model. Buildings
based on the model and with the same floorplan (including reverse plans) but
with different conservation features, such as shading, insulation levels, thermal
mass, etc, are still regarded as the same model. Different models maynot be
grouped together for averaging.
Builders who elect to average must apply for permits for all buildings in an
averaged group on the same day, and each application must indicate the group to
which the averaging approach is applied. The builder demonstrates compliance
by using either the Point System or any other approved calculation method, such
as CALPAS 1A or CALPAS 3, to show that a simple arithmetic average of the energy
performance of all buildings in the group meets the standards' energy budget.
hn the buildings are offered for sale, builders must also notify potential
buyers that compliance with the energy standards used averaging and that the
performance of a particular home relative to the performance standard is available.

NEW PACKAGES Builders .may also use new packages enacted by AB 163, in
place of Packages A, B, and C in the standards. The new packages for each
climate zone are summarized in the TABLE attached to this notice. Notes explaining
the packages appear on page 2 of this notice.
ALTERNATIVE PACKAGES AB 163 also allows builders to develop and use their
own packages of measures, provided such packages result in the same energy
performance as the new packages in AB 163. To use this approach, builders may
use either the Point System or another approved calculation method (e.g., CALPAS
1A or 3) and follow these steps:'
Calculate the energy consumption or point system total of the building
floor an including all of the components in an AB 163 package (see 'attached
TABLE). Assume the building has the maximum amount of glazing allowed in that
package and that this glazing is equally distributed north, east, south, and
west. This calculation sets the energy goal or standard that the proposed
building must meet. ,
Note: If 'the point system is,used,. this goal will not necessarily be zero
points.

Regardless of the method of compliance, every building must still comply with the mandatory features and devices requirements of the standards. The requirements appear in Section 2-5352 of Title 24, Clifoi-nj, OUlø,
Any application for a building permit pending on or after July 29, 1983, may
use any of the compliance methods in AB 163 to meet the new energy standards.
If a fireplace is not located hear an exterior wall, outside combustion air
is not required in climate zones 5, 6, 7, 8, 9, 10, 14, and 15. Note that this
provision of the bill is an express exemption for those climate zones from the
outside combustion air requirement in the standards. (The requirement in the
standards appears in Section 2-5352(d) of Title 24, California Administrative
Code.)
CPLANATIONS OF THE RiJIRETTS IN THE NEW AB 163 PACKAGES (See TABLE) The
following requirements apply if builders elect to use the packages in AB 163.
(For requireients of other packages or compliance methods, consult the standards
or the Energy Conservation Manual.)
All concrete slab floor buildings are required to have 25 percent of the
floor area directly exposed to the conditioned space. To determine the floor
area, count only the first floor in conditioned areas. Uncarpeted first floor
areas, such as linoleum or tiled entry ways, kitchens, bathrooms, and utility
closets may all be counted towards this requirement.
In some climate zones, a building with raised flOors (rather than concrete
slab) must also include thermal mass with an area exposed to the conditioned space
equal to a certain percentage of the ground floor floor area. The percentage for
each zone is listed in the attached TABLE. To qualify for thermal mass, the
material used must have a performance equivalent to masonry two inches thick, with
a volumetric heat capacity of 28 Btu per cubic foot per degree Fahrenheit per
hour, a thermal conductivity of one Btu per foot per foot per degree Fahrenheit
per hour, and a surface area directly exposed to the room air of the required
percentage of the ground floor floor space. A list of materials that 'meet these
requirements is being developed by the Commission.
3. The attic requirement means that an 'attic is installed under not less than
75 percent of the' roof that is over any conditioned space.
The air conditioner efficiencies must be met if an air conditioner is
installed, but AB 163 does not require that an air conditioner be installed.
If a heat pump is used, an automatic setback thermostat is required in
climate zones 1, 3, 5, 7, 15, and 16 if building permits are applied for on or
after August 1, 1983. In all zones, an automatic setback thermostat is required
for permits applied for on or after July 1, '1984.
Infiltration barriers and air-to-air heat exchangers are not required in any
climate zone by these packages.

Compacted filled ground was also placed on Levante Street and on certain othci areas westerly
of Spanish Village Unit No. 1. •Ihe fills were placed during the period between April 11 and
Doccmber 9, 1974.
The approximate oi cc4 and doptlis of fillLd ground placed under our inspection in accordance
with the approved specifications are shown on the attached Drawing No. 1, entitled "Location
of Compacted Filled Ground." The grading plan used for the placement of tilled around, doted
March 18, 1974, was prepared by Rick Enc,ineering Company.
The opproxiniate locations at which the tests were token and the final test results are presented
on paces 5 to 26, inclusive, under the "Table of Test Results." The laboratory dctermninotions
of the maximum dry densities and optmtun Illoituro contents of the major fill materials Pre pre-
sented on page 27, under the"Lgborotory Test Results." Some of the maximum dry densities
shown in the "Table of Test Rcsults" were combinations of these. The tests-were token during

Existing L.-c or porous upper soils were removed and recompacted to at least 90 percent of
maximum dry density In shol low cut areas and in certain previously specified alluvial areas
prior to placing compacted filled ground.
Compacted filled ground was placed on on area between Levcnte Street and Lots 31 and 32
of Spanish Village Unit No. 1 and on three othc:r areas adjacent.toLevante Street designated
as Fills "A', "B" and 'C". The approximate locations of these off-site fill areas are shown
on Drawing No. 1.
The final results of tests and observations indicate that the compacted filled ground has been
placed at 90 percent of the maximum &y density or greater. It has been determined that the
fill materials, compacted to 90 percent of the maximum dry density, have a safe bearing value
of 1658 pounds per square foot for one foot wide continuous footings founded at least one foot
below the final compacted ground surface and placed five feet or more inside the top of corn-
pocted filled ground slopes. lifoolings are placed closer to the exposed slopes than 5 feat in-
side the top of compacted filled ground slopes, these should be deepened one foot below a 1 1/2
horizontal to 1 vertical line projected outward and downward from a point 5 feet horizontally
inside the top of compacted filled around slopes. Tests indicate that the compacted filled
ground is'adcquate to satisfactorily support the proposed one and two story wood frame dwellings
'without detrimental settlements.
As was stated in our report of the preliminary soils investigation conducted on this subdivision,
(Project No. 73-3-168C dated May 10, 1973), expansive soils may exist in the upper three
feet below finished grade after the completion of grading. Expansive soil conditions were
observed to exist on the following lots:
Type A (Crlticamly expansive)
Type B (Marginally expansive)

In-order to minimize possible detrimental effects caused by these potentially expansive soils,
the following special design and precautions are recommended:
TYPE A LOTS
(Criflc'fly Expansive)
'1. Avoid the use of isolated interior piers. Use continuous' interconnected
reinforced concrete footings throughout, and place these at a minimum
depth of 24 inches below the lowest adjacent exterior final ground
surface. '
Reinforce and interconnect continuously with steel bars all interior and
exterior footings with one 115 bar at 3 inches above the bottom of the
footings and one #5 bar placed 1 1/2 inches below the top of the stems"
of the footings.
Raised woodcri floors that span between continuous footings are best, or
use concrete slobs reinforced with at least 6 x 6- 10/10 welded wire
fabric. A niinimum of 4 inches of crushed rock 3/4 to 1 inch in size
should be placed beneath all concrete slobs and covered with a moisture
barrier. Two inches of clean sand should then' be placed over the
moisture bonier and below the bottom of the slab.
' Separate garage slabs from perimeter footings by a 1/2 inch thickness of
construction felt or equivalent, to allow -independent movement of garage
slobs relative to peilnieter footings. Assure complete separation by ex-
tending the felt over the full depth of the front thickened edge of the
garage slab. Also, cut off the garage door stops at least 1/2 inch above
the slab.
' Exercise every- effort to assure that the soil under the concrete slabs has
a uniform moisture content at least 1 to .3 percent greater than optimum
throughout the top 1.5 fcct below finished grade at the time of placing
the foundations and slabs.
Provide positive drainage awcy from all perimeter Footings with a vertical
fall of at least 5 inches to a horizontal distance of 5 feet outside the' house
walls.
TYPE B LOTS.
(Marginally Expansive) '
1 • 'Use the some design. as recommended for Type A lots except for the
following changes:
a) Footings may be placcd.ot a minimum depth of 1 .5 feet
below the final ground surface.

All other lots in this unit were classified us noncxpcinsivc and therefore no special design for
'expansive soil conditions will be required on these lamalning lots.
Loose fill soils, approxmatoly three Feet in thickness, were placed on the slope areas on the
north side of Levantc Street between Ste. 7.5 '50 und Ski. 7/100. It is undc,stood that these
:loose.soils will be removed and rccompactcd to at least 90 percent of maximum dry density
S during the future grading of the adjacent area on the north side of Levante Street.
All buried exterior utility lines should be City of Carlsbad approved plastic lines due to the
rrosive characteristics of the soils, unless sufficient field tests are taken to establish that
noncorrosive soils exist in the utility trench areas.

Chapter 54
GLASS AND GLAZING
Scope.
Sec. 5401. (a) General. The provisions of this chapter apply to:
I. Exterior glass and glazing in all occupancies except Groups R and M not
over three stories in height; and
2. Interior and exterior glass and glazing in all occupancies subject to human
impact as specified in Section 5406.
(b) Standards. Standards for material shall be as specified in this chapter and
U. B.C. Standard No. 54-I.
Standards for glazing subject to human impact (hazardous location) as spec-
ified in Section 5406 shall be as specified in U.B.C; Standard No. 54-2.
(C) Other Provisions. See Part IV of this code for additional glass require-
ments where openings are required to be fire protected and Section 5204 for
openings glazed with plastics.
Identification
Sec. 5402. Each light shall bear the manufacturer's label designating the type
and thickness of glass. When approved by the building official, labels may be
omitted, provided an affidavit is furnished by the glazing contractor certifying
that each light is glazed in accordance with approved plans and specifications.
Identification of glazing in hazardous locations shall be in accordance with
Section 5406.
Area Limitations
Sec. 5403. Exterior glass and glazing shall be capable of safely withstanding
the loads set forth in =

, acting inward or outward. The area of
individual lights shall b set forth in Table No. 54-A or as adjusted
by Table No. 54-B.
Glazing Support
Sec. 5404. Glass firmly supported on all four edges shall be glazed with
minimum laps and edge clearances set forth in Table No, 54-C. For glass not
firmly supported on all four edges, design shall be submitted to the building
official for approval. Glass supports shall be considered firm when deflection of
the support at design load does not exceed Y173 of the span.
Louvered Windows
Sec. 5405. Regular plate, sheet or patterned glass in jalousies and louvered
windows shall be no thinner than nominal 7/32 inch and no longer than 48 inches.
When other glass types are used, design shall be submitted to the building official
for approval. Exposed glass edges shall be smooth.
Wired-glass with wire exposed on longitudinal edges shall not be used in
jalousies or louvered windows.
Safety. Glazing
Sec. 5406. (a) General. Glazing subject to human impact shall comply with
this section.
EXCEPTION: Louvered windows or jalousies complying with Section 5405
need not comply with Subsection (c) of this section.
(b) Identification. Each light of safety glazing material installed in hazardous
locations as defined in Section 5406 (d) shall be identified by a label which will
specify the labeler, whether the manufacturer or installer, and state that safety
glazing material has been utilizedin such installation. For additional identifica-
tion requirements and for limitation on size and use by category classification, see
U.B.C. Standard No. 54-2, Part I.
Each unit of tempered glass shall be permanently identified by the manufac-
turer. The identification shall be etched or ceramic fired on the glass and be visible
when the unit is glazed. Tempered spandrel glass is exempted from permanent
labeling but such glass shall be identified by the manufacturer with a removable
paper label.
(C) Human Impact Loads. Individual glazed areas in hazardous locations
such as those indicated in Section 54.06(d) shall pass the test requirements of Part
I of U.B.C. Standard No. 54-2 or by comparative tests approved by the building
official which shall be proved to produce at least equivalent performance.
EXCEPTION: Polished wired glass complying with Part II of IJ.B.C. Standard
No. 54-2 may be used in fire assemblies and in locations specified in Items Nos. 6
and 7 of Section 5406(d).
Plastic glazing used in exterior applications also shall comply with the weather-
ing requirements in Part I of U.B.C. Standard No. 54-2.
(d) Hazardous Locations. The following shall be considered specific haz-
ardous locations for the purposes of glazing:
I. Glazing in ingress and egress doors except jalousies.
Glazing in fixed and sliding panels of sliding-type doors other than ward-
robe doors. -
Glazing in storm doors.
Glazing in all unframed swinging doors.
Glazing in shower and bathtub doors and enclosures.
Glazing, operable or inoperable adjacent to a door in all buildings and
within the same wall plane as the door whose nearest vertical edge is within
12 inches of the door in a closed position and whose bottom edge is less
than 60 inches above the floor or walking surface.
Glazing in fixed panels other than those covered by Item No.6 which have
a glazed area in excess of square feet and the lowest edge is less than 18
inches above the finished floor level or walking surface within 36 inches of
such glazing. In lieu of safety glazing, such glazed panels may be protected
with a horizontal member not less than 1½ inches in width when lOcated
between 24 and 36 inches above the walking surface.
EXCEPTION: The following products, materials and uses are exempt from the above hazardous locations:
I. Openings in doors through which a 3-inch sphere is unable to pass.
Assemblies of leaded glass or faceted glass and items of carved glass when
used for decorative purposes indoors or in locations descri,ed in Section 5406 M. Item No. 6or7, above. L Jb"IuA4)&— S
Glazing materials used as curved glazed panels in revolving doors. "l
Commercial refrigerated cabinet glazed doors.
(e) Wardrobe Doors. Glazing in wardrobe doors shall meet the impact test
requirements for safety glazing as set forth in U.B.C. Standard No. 54-2, Part Ii.
Laminated glass must also meet the boil test requirements of U. BC. Standard
No. 54-2, Part U.
EXCEPTION: The impact test shall be modified so that if no breakage occurs
when the impacting object is dropped from the height of 18 inches, the test shall
progress in height increments of 6 inches until the maximum of 48 inches is reached.
Hinged Shower Doors .
Sec. 5407. Hinged shower doors shall open outv(ard.

Sec. 3305.
(j) Handrails. Stairways shall have handrails on each side, and every
stairway required to be more than 88 inches in width shall be provided
with not less than one intermediate handrail for each 88 inches of required
width. Intermediate handrails shall be spaced approximately equal within
the entire width of the stairway.
EXCEPTIONS: I. Stairways 44 inches or less in width and stairways serv-
ing one individual dwelling unit in Group R, Division I or 3 Occupancies may,
have one handrail, except that such stairways open on one or both sides.shall
have handrails provided on the open side or sides.
2. Private stairways 30 inches or less in height may have handrails on one
side only.
Handrails shall be placed not less than 30 inches nor more than 34
inches above the nosing of treads. They shall be continuous the full length
of the stairs and except for private stairways at least one handrail shall ex-
tend not less than 6 inches beyond the top and bottom risers, and ends
shall be returned or shall terminate in newel posts or safety terminals.
Handrails projecting from a wall shall have a space of not less than 11/2

inches between the wall and the handrail. The handgrip portion of hand-
rails shall be. not less than 11/4 inches nor more than 2 inches in cross-sec-
nonal dimension and shall have a smooth surface with no sharp corners.

Existing loose or porous upper soils were removed and recompacted to at least 90 percent of
'maximum dry density in shallow cut areas and in certain previously specified alluvial areas
prior to placing compacted Filled ground.
Compacted filled 9round was placed on an area between Levante Street and Lot's 31 and 32
of Spanish Village Unit No. 'I and on three other areas adjacent to Levante Street designated
as Fills "A", "B" and "C". The approximate locations of these off-site fill areas (ire shown
on Drawing No. 1.
The final results of tests and observatons indicate that the compacted filled ground has been
placed at 90 percent of the maximum dry density or greater. It has been determined that the,
fill materials, compacted to 90 percent of the maximum dry density, have a safe bearing value
of 1658 pounds per square foot for one foot wide continuous footings founded at least one foot
below the final compacted ground surface and placed five feet or more inside the top of com-
pacted filled ground slopes. If footings are placed closer to the exposed slopes than 5 feet in-
side the top of compacted filled ground slopes, these should be deepened one foot below a 1 1/2
horizontal to 1 vertical line projected outward and downward from a point 5 feet horizontally
inside the top of compacted filled ground slopes.. Tests indicate that the compacted Filled
ground is adequate to satisfactorily support the proposed one and two story wood frame'dwellings
without detrimental settlement's. , •
As was stated in our report of the preliminary soils investigation conducted on this subdivision,
(Project No. 73-3-16BC dated May 10, 1973), expansive soils may exist in the upper three
feet below finished rad aficr the completion of grading. Expansive soil conditions were
observed to exist on the following lots:
Type A (Critically cxpqrisive) ' Lots 7, 95, and 107
Type B (Marginally expansive) Lots 48, 66, 67, 80, 87,
92, 96, and 100

In order to minimize possible detrimental elfecrs caused by these potentially expansive soils,
the follow ing spechil design and precautions c-c recommended:
TYPE A LOTS
(Criticclly Expansive)
Avoid the use of isolated'interior piers. Use continuous interconnected
reinforced concrete footings thmughout, and place these at a minimum
depth àí 24 inches below the lowest adjacent exterior final ground
surface.
Reinforce and interconnect continuou31y with steel bars all interior and
exterior footir.gs with one' 115 bar at 3 inches above the bottom of the
footings and one 5 bar placed 1 1/2 inches below the top of the stems
of the footings.
Raised wooden floors that span between continuous footings are best, or
use concrete slabs reinforced with at let 6 x 6- 10/10 welded wire
fabric. A minimum of 4 inches of crushed rock 3/4 to 1 inch in size
should be placed beneath cil concrete slabs and covered with a moisture
barrier. Two inches of clean sand should then be placed over the
moisture barrier and below the boUorn.of the slob.
Separate garage slobs from pe*neFer footings by a 1/2 inch thickness of
construction felt or equivalent, to allow independent movement of garage
slabs relative to perimeter footings. Assure complete separation by ex-
tending th felt over the full depth of the front thtckened edge of the
garage slab. Also, cut off t}'.e garage door stops at.Ieost 1/2 inch above
the slab.
Exercise every effort to assure that the soil under the concrete slabs has
a uniform moisture content at ecst 1 to 3 percent greater than optimum
throughout the top 1 .5 feet below finished grade at the time of placing
the foundations and slabs.
Provide positive drainage away from all perimeter footings with a vertical
fall of at least 5 inches to a kaizontaI distance of 5 fee outside the house
walls.
TYPE LOTS
(MarginaIy Expcnsive)
1. Use the same design as recomnded for Type A lots except for the
following changes:
a) Footings may be placed ct a minimum depth of 1 .5 feet
below the final ground rfcce.

b) 114 steel bars may be used in lieu of the 115 bars described
in the above paragraph 2.
All other lob in this unit were classified as nonexponsive and therefore no special design for
expansive soil conditions will be required on these remaining lob.
Loose fill soils, approximately three Feet in thickness, were placed on the slope areas on the
north side of Levante Street between Sta. 75+50 and Sta.. 77+00. It is understood that these
loose soils will be removed and recompacted to at least 90 percent of maximum dry density
during the future grading of the adjacent area on the north sida of Levante Street.
All buried exterior utility lines should be City of Carlsbad approved pIasic lines due to the
corrosive characteristics of the soils, unless sufficient field tesb are taken to establish that
noncorrosive soils exist in the utility trench areas.

FEATURES
ELECTRICAL RANGE—All single-phase units offered in 208-
230-volts except 048 & 060 sizes which are 230-volt only.
Three-phase 208-230-volt and 460-volt 060-size unit are

WEATHER-PROTECTIVE CABINET—Steel is protected with a
heavy coating commonly called "nalvanizing." then coated with
a layer of zinc phosphate to which a coat of alkyd melamine
enamel is applied and baked-on. This provides each unit with a
hard, smooth finish that will last for many years in any surround-
ing. All screws on cabinet exterior are stainless steel for a long-
lastino, rust-resident, quality appearance.
TOTALLY ENCLOSED FAN MOTOR—Means greater reliability
under rain and snow conditions, dependable performance for
many years. Permanent-split- capacitor- type motors provide
more economical operation.
UNIT DESIGN—Large wrap-around conden;u.r coil is designed
for optimum heat transfer. Verifical air discharge carries sound
and hot condenser air up and away from adjacent patio areas
and foliage. Electrical controls are near top of unit for easy
access during, installation and servicing. The condenser fan
motor, which is mounted to the top grille, is removed with the
top servicing is required. A 38-inch space is pro-
vided between rows of composite coils to permit cleaning with a
common garden hose. A divider panel is installed between the
compressor and coil section so unit can be checked and serv-
iced while operating
APPLICATION VERSATILITY—The 569D can be combined
with a wide variety of evaporator coils and blower packages to
provide quiet. dependable comfort. Unit can be installed on a
roof or at around le-.'el on a slab. -
EXTERNAL SERVICE VALUES—Both service valves are brass
and are externally located so re'ricierant tube connections can
he made quickly and easily. Each valve has a service port for
ease of checking opcnafinci refrigerant pressures.
EASY SERVICEABILITY—One acc°ss panel provides access to
electrical controls and compressor J-box. Removal Of top gives
access to ban motor and coil. Removal of corner panel gives
complete access to compressor and refrigerant piping.
COMPRESSOR PROTECTION—Each compressor is protected
with temperature-and current-sensitive overloads. An internal
Pressure relief valve provides high-pressure protection to the
ref rgeration syatem
STANDARD FEATURES—Crankcase heater, filter-drier, and

VENTING—Tire ANSWER TWO' Induced-Draft Furnace oper-
atcst zero or slightly negative static pressure at the furnace-to-
flue inc.tion: therefore, it can be vented into any approved
chimney or B 1 vent. and like a natural-draft furnace, common-

induced-draft or forced-draft furnaces require installing an

The application must be signed by the owner (or his authorized representative) of
the property to be served. The total charges must be paid to the District at the
time the application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends from
the main collection line in the street (or easement) to the point in the street (at
or near the applicant's property line) where the service lateral is connected to
the applicant's building sewer. The applicant is responsible for the construction,
at the applicant's expense, of the sewer pipeline (building sewer) from the appli-
cant's plumbing to the point in the street (or easement) where a connection is made
to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be
made by the applicant at his expense. The connection must be made in conformity
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT.
THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
'TIME INSPECTION IS DESIRED. ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC-
TION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDERED
INVALID AND WILL NOT BE ACKNOWLEDGED.
The prorated sewer service fee is based upon the date the District estimates that
service will begin and covers the balance of the fiscal year. There will be no
additional fee or refund if service actually commences on a different date. For
succeeding fiscal years, the sewer service fee will be collected on the tax roll
in the same manner as property taxes.
