The California Energy Commission staff considers an energy performance or budget approach as "equivalent energy documentation" as that term is used above. Note that new nonresidential standards were adopted in January 1984, and became effective in October 1985. These standards included the adoption of a new set of Mandatory Features (Sections 2-5311 to 2-5319) which became mandatory on the October 1985, effective date. Also, new standards for office buildings (Sections 2-5341 to 2-5343) went into effect on that date and were one compliance option from October 1985 to January 1987 when they became the only applicable standards for office buildings. If used, the air leakage for dampers utilized for the mixing of heating and cooling air shall be limited to a maximum leakage of 3% of the total air quantity handled by the dampers when operating at the maximum system pressure to which the dampers will be subjected.
