Final Improvements in a Specul.ati ve Building
SITUATION:
A permit was issued in 1985 £or a speculative office building under the
first generation nonresidential energy standards. The permit included the
building shell and the central HVAC system. After the new standards became
mandatory, a tenant leases space in the building and :files for a building
permit to inst_al l interior finishes, a lighting system and final duct runs
:from the VAV boxes.
CODE APPLICATION:
Since the building was permitted 'before January l, 1987, no Certificate of
Compliance exists :for the building. Also, because the HVAC system had been
previously permitted, the tenant improvements would be treated as
· construction that does not increase the conditioned space of the building
~d only those building components or systems being altered would have to
comply with the new standards. The second generation standards, not the
:first, applg to the tenant improvements.
No upgrades would be required :for the building envelope or the HVAC system
since the tenant proposed to do no work on these systems •.
The lighting system would have to comp1y with the second genera'tion
nonresidential energy standards, since there is an increase in lighting
load, i.e. a new lighting system is being instal.led in a ·tenant space that
currently has no lighting system.
Had the building permit for the original building shell been issued without
the HVAC system, the proposed tenant improvements would have had to include
installation of an HVAC system. In this event, the tenant improvements
would be considered to increase the conditioned space of the building and
all requirements of the new standards would be triggered, including a
possible upgrade of the building envelope.

cooling coils are required if the exterior zone exceeds 20% of the total air quantity through the
cooling coil.

Constant volume dual·duct or multizone systems which utilize new energy to simultaneously
heat and cool air streams which are subsequently mixed for temperature control are prohibited
for buildings larger than 20,000 square feet of conditioned space. If used, the air leakage for
dampers utilized for the mixing of heating and cooling air shall be limited to a maximum leakage of
3'10 of the total air quantity handled by the dampers when operating at the maximum system
pressure to which the dampers will be subjected. Manufacturer's label or nameplate shall state

cooling coils are required if the exterior zone exceeds 20% of the total air quantity through the
cooling coil.. ,

Constant volume dual-duct or multizone systems which utilize new energy to simultaneously
heat and cool air streams which are subseQuently mixed for temperature control are prohibited
for buildings larger than 20,000 square feet of conditioned space. If used, the air leakage for
dampers utilized fort he mixing of heating and cooling air shall be limited to a maximum le.akage of
3~ of the total air Quantity handled by the dampers when operating at the maximum system
pressure to which the dampers will be subjected. Manufacturer's label or nameplate shall state

Electric Resistance Heating Systems -These systems shall not be used unless the total
installed electric resistance heat ~\)es not exceed 10% (ten percent) of the annual heating
