Dear Mr. Peterson:
Based on discussions with Richard Yen & Associates and White Construction, we request the City
of Carlsbad's assistance in modifying our original two-year plan for Title 24 compliance of One Carlsbad
Research Center to a six-year plan.
The tenant improvements which triggered Title 24 compliance, for Norwest Mortgage Co., were
completed at a total cost of $120,000.00. Our original budget anticipated 20% of the tenant improvement cost
($24,000.00) would be committed to Title 24 improvements. The two-year compliance plan approved by the
City represents full compliance plan for the entire complex, two buildings. The cost to complete this plan is
estimated to be $180,000.00 (150% of the Norwest Tenant Improvement).
Our current agreement for full compliance within two years is cause for economic hardship, We have
submitted revised plans to the City which propose completion of high priority upgrades to the parking areas,
to common area paths of travel, and to the second floor restrooms which service Norwest Mortgage. These
improvements would be completed in the near term at an estimated cost of $70,000.00. Based on our lease-up
projections, we respectfully request that our two-year agreement for full compliance of tl1e remaining items
be replaced with a six-year time horizon. Should the market accelerate our lease-up, we naturally would
comply with Code and provide Title 24 compliance on an as-needed basis.
We appreciate your consideration of this matter. Please advise me how we might revisit this issue.
