The above regulations apply, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. Per Sec. 105.4 of the 2015 International Building Code, the approval of the plans does not permit the violation of any state, county or city law. Submit FOUR new complete sets of plans for commercial/industrial projects (THREE sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: 1. Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. 2. Bring TWO corrected set of plans and calculations/reports to EsGil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets of plans and calculations/reports directly to the City of Carlsbad Building Department for routing to their Planning, Engineering and Fire Departments. Provide a statement on the Title Sheet of the plans stating that this project shall comply with the 2016 California Residential Code, which adopts the 2015 IRC, 2015 UMC, 2015 UPC and the 2014 NEC. Section R106.1. 3. All sheets of plans to once again be signed by the person responsible for their preparation on re-submittal. (California Business and Professions Code). 4. Please indicate on the plans whether the existing residence has a fire sprinkler system installed. If so, then provide a note stating that any additions/alterations will be provided with an automatic residential fire sprinkler system. Section R313.2. 5. Play room is noted as "Studio" in plans submitted. Studios require fire and sound separation. 6. If Play Room is also to be used for sleeping (napping) please show smoke alarm in room. 7. The plans do not address how walls at existing garage door opening will maintain required 6" clearance to earth and/or stucco screed to be a minimum of 2" above concrete and 4" above earth etc. For example, generally some type of stem wall required across the opening to meet criteria above or re-pouring slab so level? Detail and reference size, width of stem where applicable and the positive connections i.e. retrofitting steel into existing slab/footings below and to existing stem walls at sides. If required, note on the plans that special inspection will be provided for the anchor rods retrofitting. (CBC Chapter 17 and Section 107.2) a) Expansion/Epoxy anchors. Periodic special inspection should be provided for anchors installed in hardened concrete. Section 1705.3. 9. If not re-pouring slab to the floor height of existing dwelling, then plans to reflect the elevation difference between garage and dwelling and where elevation difference is to occur. It cannot occur where door would swing over a step unless exterior landing is not more than 1 ½ inches lower than the top of the threshold. R311.3.1. 10. If proposing to rip floor joist to level floor and/or to match elevation difference, then the following must be addressed: a) The floor framing as well as the floor diaphragm must be pressure treated (to prevent dry rot. b) The floor must be provided with some type of water proofing (to prevent moisture from wicking up thru the slab and/. or provide under floor ventilation. c) A stem wall would still be required where garage opening occurred to elevate framing and weep screed above existing exterior grade and/or existing driveway slab. 11. Garages floors are typically at a lower grade than the residence, please note on the plan grade difference between rooms. 12. If special inspection is required, the designer shall complete the city's "Special Inspection Agreement form at the end of this list. • MECHANICAL, ELECTRICAL, PLUMBING 13. Show on the plans the location, type and size (Btu's) of all heating and cooling appliances or systems. 14. Show on the plan the amperage of the electrical service, the location of the service panel and the location of any sub-panels. If the service is over 200 amperes, submit a single line diagram, panel schedules, and provide service load calculations. 15. The following mandatory requirements for residential construction must be included on your plans. CGC Section 101.3. The Standards apply to newly constructed residential buildings, along with additions/alterations that increase the building's conditioned area, volume or size. CGC Section 301.1.1. Provide a sheet on the plans labeled "Green Building Code Requirements" and include the following notes as applicable. 17. Indoor water use. Show compliance with the following table, per CGC Section 4.303.1. CGC 102.3. • ENERGY CONSERVATION 26. For plans submitted for plan check on or after 1/03/17, provide an energy design detailing compliance with the Mandatory Measures and either the Performance or Prescriptive Methods of compliance.
