Dear Mr. Seymour:
This report summarizes my inspection of foundation repairs recently undertaken at the subject
residence by RAD Construction. I inspected the repairs on July 13 and 24, 2016. I was also
provided with photos of the finished repairs by RAD Construction.
The foundation repairs consisted of the following:
• A new, deepened footing was constructed around most of the residence, except for the
garage, as recommended in the above referenced report. The new footing was 4 to 4-1/2
feet deep and extended through the upper fill soils and at least 1 foot into dense, siltstone/
claystone bedrock. The new, deepened footing was reinforced and doweled to the existing
footings as recommended in my report.
Based on my inspections, the foundation repairs were performed satisfactorily, in accordance
with my recommendations.
Please note that there is still a possibility of some additional settlement and damage in areas of
the building not supported on deepened footings.
As stated in my previous report, this report provides no warranty, either expressed or implied,
concerning future building performance. Future damage from geotechnical or other causes is a
possibility.

In accordance with your request, I have conducted a geotechnical inspection of the subject
residence. The purpose of the inspection was to evaluate reported building damage. My
inspection was performed on December 6, 2013.
SITE AND BUILDING DESCRIPTION
For the purpose of this report, the front of the residence is assumed to face north. The
residence is an approximately 1,600 square feet, one-story, wood frame building with attached
garage, constructed in 1978.
The house is situated on a graded lot. Adjacent residences are at about the same elevation as
the subject residence. At the rear (south side) of the residence, a graded slope descends about
25 feet to Olivenhain Road.
The residence is supported on conventional, shallow footings and has a slab floor. Exterior
improvements include a concrete driveway and sidewalks, and a rear, concrete tile patio.
There is a low, masonry block wall at the top of the rear slope.
RESULTS OF BUILDING INSPECTION
1. There are some interior wall and ceiling cracks, 1/32 to 1/16-inch wide, at various locations
throughout the house, and particularly in the living room and dining room.
2. There is a reported floor slab crack extending through the living room and dining room in a
northwest-southeast direction. The crack was not observed but could be felt beneath the
carpet.

3. Please note, floor coverings were not removed and other floor slab cracks may exist
elsewhere. There is a 1/16-inch wide crack in the garage slab, oriented north-south.
4. There are some patched cracks in the exterior wall stucco.
INSPECTION OF EXTERIOR IMPROVEMENTS
There are moderate cracks in the concrete driveway. The concrete sidewalks and other exterior
improvements are in generally good condition.
FLOOR LEVEL SURVEY
As part of my inspection, I performed a floor level survey across the residence slab floor using a
Technidea Ziplevel. Survey readings were adjusted for different floor coverings. The garage slab
was not surveyed.
The results of the survey are shown on the attached Figure 1 and indicate that the floor has an
elevation difference of 2.4 inches. As shown by the floor level contours, the floor generally
slopes down to the south and southeast. The high point is located at the northeast corner of
the living room. The low point is located at the southwest corner of the dining room.
The floor differential exceeds normal, floor level construction tolerance (about 1 inch) and is
indicative of soil/foundation settlement. The amount of settlement is in the moderate range.
DRAINAGE
Surface drainage is locally poor and there are areas where water can collect and pond next to
foundations. Roof gutters and downspouts have been installed; however, a downspout on the
west side of the house is disconnected. A downspout on the east side of the house has been
connected to a flex pipe that discharges on the front lawn. There are some surface area drains,
but it is not known if the drains are operative.
SUBSURFACE SOIL CONDITIONS
As part of my inspection, I excavated three test borings to a maximum depth of 5 feet using a
hand auger. The approximate locations of the test borings are shown on Figure 2. Logs of the
borings are presented in Figure 3.
The soils encountered in the test borings consisted of an upper, 3 to 4-foot thick, fill layer
comprised of dry to moist, loose to medium dense, silty sand, underlain by dense to very dense,
siltstone bedrock. The fill soils are low expansive.

From published geologic maps, the lot is underlain by siltstone and claystone bedrock of the
Santiago Formation. There are no mapped, earthquake faults at the site. However, the
residence is subject to ground shaking and possible damage from earthquakes on nearby or
more distant, active faults.
SLOPE STABILITY
There are no indications of rear slope instability. Vegetation consists of moderate groundcover
and some trees.
CONCLUSIONS
1. The building damage and sloping floor condition appear to be due to settlement of the
upper, 3 to 4-foot thick fill layer underlying the residence. As determined from the test
borings, the fill layer is loose and poorly compacted.
2. The observed damage is in the low to moderate range. The amount of settlement is in the
moderate range.
3. Soil settlement is typically activated by infiltration of surface water. Rainfall and landscape
irrigation water seeping beneath exterior foundations are the most likely water sources.
Leaking water or sewer pipes can sometimes provide an additional water source.
4. The residence appears sound, from a geotechnical standpoint, and there are no indications
of building or foundation instability.
S. In view of the age of the residence (35 years), future, major settlement is unlikely.
However, some minor to moderate, additional settlement is still possible, especially with
heavy water infiltration.
FOUNDATION AND FLOOR SLAB REPAIR RECOMMENDATIONS
1. The residence can be strengthened against possible, additional settlement by constructing a
continuous, deepened footing adjacent to and beneath the existing, exterior footings as
shown on Figure 4. Continuing the footing around the garage is not considered necessary
(although some garage settlement is possible). The new, deepened footing should extend
through the upper fill layer and at least 1 foot into the underlying bedrock for an estimated,
total depth of 4 to 5 feet. Typical deepened footing details are shown on Figure 5.

2. If desired, the house can be releveled by jacking the existing footings against the bottom of
the deepened footing excavation. Some additional building damage is possible from
jacking and it will be necessary to replaced portions of the existing floor slab with a new
floor slab. Recommendations for floor slab replacement are presented in Appendix A.
3. Alternatively (instead of jacking), floors can be surface leveled with a floor topping
compound such as Ardex cement. Floor slab cracks should be repaired in accordance with
the floor slab repair recommendations presented in Appendix A.
4. All foundation and floor slab repairs should be inspected and approved during construction
by the undersigned.
5. Floor tiles should preferably be replaced with other, more flexible floor coverings such as
wood laminate or carpeting. If new floor tiles are placed, they should be underlain by a
slip-sheet.
ALTERNATE FOUNDATION REPAIR RECOMMENDATIONS
Alternatively, provided you are willing to accept the sloping floor condition and the possibility
of some minor to moderate, additional settlement and building damage, the above foundation
repairs may be waived. Floor slab cracks should be repaired as above. It is recommended that
you monitor the house for signs of additional settlement for a further period of about one year
and have me perform an additional floor survey at that time.
DRAINAGE AND OTHER RECOMMENDATIONS
1. Water should not be allowed to pond next to building foundations. The ground surface
should be sloped away from foundations at a minimum gradient of 4 percent (2 inches in 4
feet). Surface drains should be installed in low or ponding areas and discharged to the
street or rear slope by means of a solid, outlet pipe. Alternatively, concrete sidewalks can
be constructed next to foundations.
2. Roof gutters and downspouts should be connected to a solid, outlet pipe that discharges to
the street or rear slope.
3. Water and sewer pipes should be tested for possible leaks.
4. Landscape irrigation should be maintained at moderate to low levels.
5. Rear slope landscaping should be maintained.

GENERAL RECOMMENDATIONS FOR FLOOR SLAB REPAIRS
1. PRESSURIZED INJECTION OF FLOOR SLAB CRACKS WITH EPOXY CEMENT
Floor slab cracks, 1/32-inch to 1/8-inch wide, should be repaired by pressurized injection with
epoxy cement. Floor slab cracks less than 1/32-inch wide should be surface sealed with epoxy
cement.
2. FLOOR SLAB CRACK STITCHING
Floor slab cracks more than 1/8-inch wide but less than 3/8-inch wide should be repaired by
crack stitching, whereby 2-foot lengths of No. 5 rebars are placed in 1 inch wide and 1-1/2 inch
deep slots saw cut or drilled across the crack at spacings of 2 feet maximum along the
alignment of the crack, and epoxy cemented in place. The remainder of the crack should then
be pressure injected or gravity filled with epoxy cement.
3. SAW CUTTING OF FLOOR SLAB CRACKS
Floor slab cracks more than 3/8-inch wide, or with a vertical displacement in excess of 1/8 inch,
should be repaired by saw cutting on either side of the crack for a minimum width of 3 feet, and
replacing the damaged slab section with a new slab section. The new slab section should be at
least 6 inches thick and reinforced with No. 4 rebars spaced at 12 inches on centers in two
directions, and placed at mid-height in the slab. The new slab section should be doweled to the
existing slab with No. 4 rebars, spaced at 12 inches on centers, and extending at least 6 inches
into the adjacent slab. New slab sections should be underlain by 4 inches of clean sand, with a
10-mil visqueen moisture barrier placed at mid height in the sand layer.
4. TOTAL OR PARTIAL FLOOR SLAB REPLACEMENT
Total or partial replacement of living area or garage floor slabs may be necessary if the slab
damage is extensive or if the house is releveled by jacking. Floor slabs should be saw-cut as
close as possible to exterior or interior footings. New floor slabs should extend continuously
beneath interior, non-bearing walls. New floor slabs should be at least 6 inches thick and
reinforced with No. 4 rebars spaced at 12 inches on centers in two directions, and placed at
mid-height in the slab. New slabs should be doweled to the existing footings with No. 4 rebars,
spaced at 12 inches on center, and extending at least 6 inches into the footing. New slabs
should be underlain by 4 inches of clean sand, with a 10-mil visqueen moisture barrier placed at
mid height in the sand layer.

New exterior slabs should be at least 5 inches thick and reinforced as for interior floor slabs.
Slabs should be constructed with construction joints 5 to 10 feet apart.
6. REPAIR OF FOOTING CRACKS
Footing cracks to approximately ¼-inch wide should also be repaired by pressurized injection
with epoxy cement. Wider footing cracks will require special repairs.
7. CONCRETE STRENGTH AND CURING
To minimize the potential for slab shrinkage cracking, it is recommended (but optional, since
this may require special inspection) that new concrete have a minimum strength of 3,000 psi.
Concrete should be poured with a maximum slump of 4 inches. New concrete slabs should be
maintained moist by light sprinkling for the first 48 hours after construction, to aid the curing
process. Some slab shrinkage cracking of new slabs is possible.
