Present California law mandates that residential construction comply with the 2001 edition of the California Building Code (Title 24), which adopts the following model codes: 1997 UBC, 2000 UPC, 2000 UMC and 1999 NEC (all effective 11/1/02). The above regulations apply to residential construction, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1997 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e.. plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Provide a statement on the Title Sheet of the plans stating that this project shall comply with the 2001 edition of the California Building Code (Title 24), which adopts the 1997 UBC, 2000 UMC, 2000 UPC and the 1999 NEC. • ROOFING 4. Specify on the plans the following information for the roof materials, per Section 106.3.3: Dibiten Poly? a) Manufacturer's name. b) Product name/number. c) ICBO approval number, or equal. 5. Carlsbad O4-4095 November 24, 2004 • FOUNDATION REQUIREMENTS 6. Provide a copy of the project soil report prepared by a California licensed architect or civil engineer. The report shall include foundation design recommendations based on the engineer's findings and shall comply with UBC Section 1804. 7. In Seismic Zone 4, each site shall be assigned a near-source factor. Identify this value in the soils report and on the plans. Section 1629.4.2. 8. Note on the plan the soils classification, whether or not the soil is expansive and note the allowable bearing value. Section 106.3.3. 9. If the soils engineer would recommend that he/she review the foundation excavations, please note on the foundation plan that "Prior to the contractor requesting a Building Department foundation inspection, the soils engineer shall advise the building official in writing that: a) The building pad was prepared in accordance with the soils report, b) The utility trenches have been properly backfilled and compacted, and c) The foundation excavations, the soils expansive characteristics and bearing capacity conform to the soils report." 10. Provide a letter from the soils engineer confirming that the foundation plan, grading plan and specifications have been reviewed and that it has been determined that the recommendations in the soils report are properly incorporated into the construction documents (when required by the soil report). • MECHANICAL (UNIFORM MECHANICAL CODE) 11. Show the location, type and size (BTU's) of all heating and cooling appliances or systems. 12. Every dwelling unit shall be provided with heating facilities capable of maintaining a room temperature of 70 degrees F at 3 feet above the floor in all habitable rooms. Show basis for compliance. UBC, Sec. 310.11. 13. Note on the plans that the FAD closet or alcove must be 12 inches wider than the furnace or furnaces being installed. UMC Section 904.1. 14. Show minimum 30" deep unobstructed working space in front of furnace. UMC Section 903. 15. Show source of combustion air to furnace, per Chapter 7, UMC. UBC, Section 3102.3.8. • ELECTRICAL (NATIONAL ELECTRICAL CODE) 17. Note on the plans that receptacle outlet locations will comply with NEC Art. 210-52(a). 18. For a single-family dwelling unit (and for each unit of a duplex), show that at least one receptacle outlet accessible at grade level will be installed outdoors at the front and back of the dwelling. NEC Art. 210-52 (e). This receptacle must be GFCI protected. • PLUMBING (UNIFORM PLUMBING CODE) 19. In Seismic Zones 3 and 4, show that water heater is adequately braced to resist seismic forces. Provide two straps (one strap at top 1/3 of the tank and one strap at bottom 1/3 of the tank). UPC, Section 510.5 • ENERGY CONSERVATION 20. The regulations require a properly completed and properly signed Form CF-1R to be either imprinted on the plans, taped to the plans or "sticky backed" on the plans, to allow the building inspector to readily compare the actual construction with the requirements of the approved energy design. 21.
