Site on La Costa Avenue, Carlsbad, California

In accordance with your request, we have performed compaction
tests on the compacted fills placed on the subject site lo-
cated on Lot 4, La Costa South, Unit No. 1, Map 6117 City
of Carlsbad, County of San Diego, California. The tests were
performed on December 20 and 22, 1977, during grading operations.
The results of the tests and our findings are presented in this
report.
Site grading consisted of modifying an existing previously
graded building site to the rough configuration indicated on
the attached site plan (Plate No. 1). Original site grading,
prior to that providing the basis of this report, was inspect-
ed by Benton Engineering, Inc., as evidenced by review of their
reports "Final and Supplement Report on Compacted :filled Ground,
La Costa South Unit No. 1, Rancho La Costa, California", Project
No. 68-ll-2JD, June 23, 1969 and November JO, 1970, respectively.

Prior to the placement of any fill, the areas to receive fill
were cleared of sparse natural :vegetation, Loose surficial soils
were scarified a minimum depth of six inches, moistened and
re-compacted, Natural ground soils located in the toe area of
the proposed fill were excavated in order to provide flat
bench in firm natural soil,
The fill materials, consisting of light green sandy clayey silts
to silty soils native to the site, were moistened, placed in
six to eight inch lifts on the building site area and compact-
ed to a minimum of 90% of the maximum dry density as evidenced
by the field in-place density tests performed at the locations
indicated on the attached Plate No. l, Compaction was achieved
with a sheepsfoot roller and heavy construction equipment.
The additional fill placed north of the proposed building site
area, delineated on the attached Plate '1~o. l, was compacted to
relative compaction values less than 90% as evidenced by the
test results tabulated on the attached Plate No. 2, It is
recommended that these fill soils are recompacted to a minimum
of 90% prior to the placement of structures or additional fills
thereon, It is our understanding that this is to be accomplished
during dryer weather conditions,
Field density tests were performed according to A,S,T,Ni, Test
Method D-1556-64. Moisture content determinations were made
for each of the density tests. The results of the tests are
presented on the attached Plate No, 2,

Foundation design and construction should be accomplished
in accordance with the recommendations of Benton Engineering,
Inc., presented in the above referenced reports. Clayey
foundation soils should not be allowed to dry and should be
maintained in moist to wet condition immediately prior to the
placement of concrete thereon,
Structures that will not tolerate differential settlements
(foundations, concrete decks, swimming pools, walls, etc.)
should not be located within 5 feet of the top edge of a slope,
Foundations located outside the 5 feet slope setback should be
extended in depth such that the bottom outside edge of the foot-
ing is a minimum horizontal distance of 5 feet from the slope
face,

In accordance with your request, we have reviewed the plans for the proposed residence
to be constructed on Lot 4 of La Costa South Unit No. l In Carlsbad, California.
It is concluded that the proposed construction Is In accordance with the recommendations
presented In our soils report on Pro ;ect No. 68-11-23D, dah,d June 23, 1969. One
exception was noted in Section 15 on Sheet No. 15; It is recommended that the footing
for the patio should also be founded 5 feet horizontally inside the face of the slope as
Indicated on Section 22. It is also recommended that the vlsqueen moisture barrier be placed
in the mldJle of the 4 inches of sand beneath the floor slab~.
Expansive soil conditions exist on the subiect lot and the updated current practice now
requires presaturation of these soils In the upper three feet below finished subgrade In order
to Increase the moisture content in these soils to at least 3 percent greater than optimum
moisture. This procedure minimizes the future movements of these potentially expansive soils
caused by any Increase change In moisture content.

(c) Expiratiim of Plan Check. Applications for which no permit is
issued within 1.80 days following the date of application shall expire by
limitation and plans submitted for cht:cking may thereafter be returned to
the applicant or destroyed by the Building Official. The 11,u'llding Official
may extend the time for action by the applicant for a period not exceeding
180 days upon written request by the applicant showing that circumstances
bf!yond the control of the applicant have prevented action from being
taken. In order to renew action on an application after expiration. the ap-
plicant shall resubmit plans and pay a new plan-cht:ck fee.

The application·must be signed by the owner (or his authorized representative) of the
property to be served~ _The total charges must be paid to the District at the time the
application is submitted.

. If a· service lateral is required, it will be installed by the Leucadia county Water
District. The service lateral is that part of the sewer system that extend~ from the
main collection line in the street (or easement) to the point in the street (at or near ·
, the applicant's property line) where the service lateral is·connected eo the applicant's
building sfu,,er. The applicanD. :fs responsible for the construction; at the applicant,s·.
eJCpense, of the sewer pipeline (building sewer} from the applicant's pl\ll1lbing to the
point in the street (or easement) where a connection is made to the service lateral.
The connection of the applicant's building sewer to the service lateral shali be made
by the applicant at his expense. The connection must be made in conformity with the
District's specifications, rules and regulations; and IT MUST BE INSPECTED AND APPROVED
BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT. THE APPLICANT, OR
HIS AtrrHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE TIME INSPECTION IS DESIRED,
ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLECTION LINE WITHOUT-PRIOR APPROVAL AND
INSPECTION BY THE DISTRICT WILL BE CONSIDERED INVALID AND WILL NOT BE ACKNOWLEDGED.
After connection is complete, the property described above is subject to a monthly
sewer service charge, billed bi-monthly in advance. The rate will be governed by the
use of the property, single family, multiple dwelling or commercial._ Non-payment of
the sewer service charge is subject to a 5% penalty per month, plus disconnection if
necessary.
