This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that residential construction comply with the 2001 edition of the California Building Code (Title 24), which adopts the following model codes: 1997 UBC, 2000 UPC, 2000 UMC and 1999 NEC (all effective 11/1/02). The above regulations apply to residential construction, regardless of the code editions adopted byordinancé. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1997 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Submit three sets.of plans for commercial/industrial projects (two sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602- 2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. Clearly dimension building setbacks from property lines, street centerlines, and from all adjacent buildings and structures on the site plan. Section 106.3.3. . FIRE PROTECTION 2. Show locations of permanently wired smoke detectors with battery backup: Inside existing master bedroom. Centrally located in corridor or area giving access to new bedroom 2,3,4,5 at upper floor and existing study at first floor sleeping rooms. 3. When the valuation of a room addition or repair exceeds $1,000, or when sleeping rooms are created, smoke detectors shall be provided per the above, except that smoke detectors added at existing construction need only be battery powered. Section 310.9.1.2. . ROOFING 4. Specify on the plans the following information for the roof materials, per Section 106.3.3: Manufacturer's name. - Product name/number. ICBO approval number, or equal. 5. Provide skylight details to show compliance with Sections 2409 and 2603, or specify on the plans the following information for the skylight(s), per Section 106.3.3: Manufacturer's name. Model name/number. ICBO approval number, or equal. City of Carlsbad 05-2059 6/15/05 6. Show the required ventilation for attics. The minimum vent area is 1/150 of attic area (or 1/300 of attic area if at least 50% of the required vent is at least 3 feet above eave vents or cornice vents). Show area required and area provided. Section 1505.3. 7. Where eave vents are installed, insulation shall not block the free flow of air. A minimum of 1" of air space shall be provided between the insulation and the roof sheathing. To accommodate the thickness of insulation plus the required 1" clearance, member-sizes may have to be increased for rafter-ceiling joists. Section 1505.3. 8. Note on the plans:, "Attic ventilation openings shall be covered with corrosion-resistant metal mesh with mesh openings of 1/4-inch in dimension." Section 1505.3: . FOUNDATION REQUIREMENTS 9. Provide a copy of the project soil report prepared by a California licensed architect or civil engineer. The report shall include foundation design recommendations based on the engineer's findings and shall comply with UBC Section 1804. (City policy) 10. In Seismic Zone 4, each site shall be assigned a near-source factor. Identify this value in the soils report and on the plans. Section 1629.4.2. 11. Investigate the potential for seismically induced soil liquefaction and soil instability in Seismic Zones 3 and 4. This does not apply to detached, single- story dwellings. Section 1804.5 12. Note on the plan the soils classification, whether or not the soil is expansive and note the allowable bearing value. Section 106.3.3. 13. -The soils engineer recommended that he/she review the foundation excavations. Note on the foundation plan that "Prior to the contractor requesting a Building Department foundation inspection, the soils engineer shall advise the building official in writing that: The building pad was prepared in accordance with the soils report, The utility trenches have been properly backfilled and compacted, and The foundation excavations, the soils expansive characteristics and bearing capacity conform to the soils report." 14. PrOvide a letter from the soils engineer confirming that the foundation plan, grading plan and specifications have been reviewed and that it has been determined that the recommendations in the soils report are properly incorporated into the construction documents (when required by the soil report). If required, show size, embedment and location of hold down anchors on foundation plan. Section 106.3.3. If hold downs are required, note on plan that hold down anchors must be tied in place prior to foundation inspection. Section 108.5.2. FRAMING Please provide evidence that the engineer-of-record (or architect) has reviewed the truss calculation package prepared by others (i.e., a "review" stamp on the truss calculations or letter). Section 106.3.4.1. Provide calculations for lateral loads, shear panels, shear transfer and related. Section 106.3.3. (no lateral force analysis for the project was provided) Specify nail size and spacing for all shear walls. Indicate required blocking. Maintain maximum diaphragm dimension ratios. I have been asked by the homeowner, Brian Martin, to address several of the geotechnical related correction items as listed by David Yäo, plan checker for Esgil Corporation. The correction items I would like to address are: No. 9, No. 10, No. 11, No. 12, No. 13, and No. 14. The existing residence is a two-story, wood framed, slab on grade building. Proposed construction consist of an expansion of the first floor kitchen and family room and the addition of two bedrooms and a bathroom on the second floor. The proposed construction will consist of wood framed roof, wall and floors on the second floor. The proposed construction on the first floor will consist wood framed walls, slab-on-grade floor and reinforced concrete footings. The subject site located on the north side of La Tinada Court. The building pad is underlain by compacted fill soils. A report prepared by Woodward-Clyde and Associates, "Final Report of Engineering Observation and Compaction Testing Rancho del Ponderosa Unit No.1 and Offsite Fills (Carlsbad Tract 73-18) Lots 1 through 63 Carlsbad, California" dated February 13, 1976, documents that the subject site was filled with non-expansive soils which compacted from 91.1 to 92.5% of relative maximum compaction (see Appendix for copy of the report). ,The proposed construction is conventional and special foundation requirements are not necessary. The foundation was designed using an allowable soil bearing value of 1,000 psf. The Final Report by Woodward-Clyde identifies the fill soils placed on the subject lot as being non-expansive and states that foundations be designed for a bearing pressure of 2,000 psf at a depth of 12 inches below compacted fill of undisturbed cut lot grade, that footings should have a minimum width of 12 inches and that the bearing pressure may be increased by one- third for loads that include wind or seismic forces. Reviewing the Compaction Test Results included in the Final Report reveals that the subject lot (Lot 52) was filled with 28 feet of compacted, non-expansive fill soils. Seismically induced soil liquefaction and soil instability is most likely not a factor with the subject site. Seismically induced soil liquefaction typically requires bodies of loose, relatively fine, uniform sand below the water table, "especially if the duration of the quake is long enough for the occurrence of a large number of oscillations involving repeated reversals of shearing strains of large amplitude. After a violent earthquake has been in progress for a sufficient time, a loose zone at moderate depth may liquefy, whereupon the excess water will rise to the surface, often in more or less equally spaced sand boils. The sand above the liquefied zone is subjected to an upward hydraulic gradient and also loses its shearing resistance; consequently, footings supported on the sand may sink into the ground (lISEE 1965). Dense sands are less likely to experience liquefaction under these circumstances because the duration of most violent earthquakes is not long enough to encompass the required number of repetitions' (Terzaghi, K. and Peck, R. These services included: Engineering observation of the grading operation. Observation of the removal of loose surface and alluvial soil where encountered prior to placing fill. Observation of the removal of potentially expansive soil from rough lot grade where encountered and replacing it with nonexpansive soil. Taking field density tests in the fill placed and compacted. Performing laboratory tests on representative samples of the material used for fill. Periodic engineering and geologic inspections of the cut slope areas. General Site Grading Site preparation, compaction, and testing were done between November 12, 1975 and January 27, 1976 in accordance with the "Specifications for Controlled Fill" in the Woodward-Gizienski & Associates report entitled "Rancho Del Ponderosa Development (Weigand Property) San Diego County, California", dated September 13, 1973. SlOb. 21. 56 Ponderosa Homes Page 2 Project No. 72-253 Febuary 13, 1976 '1 Fill was placed, compacted and tested on Lots 4 through 53. The grading operation essentially consisted of excavating and compacting loose surface and alluvial soils where encountered, undercutting expansive soil encountered at finish grade and rolacina it with comoacted nonexpansive fill, and making design cuts and fills in accordance with grading plans. This included the placing of fills adjacent to the site in the area of Unit 2 and Constructing a large fill in a canyon area in future Unit 3. As the site grading progressed, the compaction procedures were observed, and field density tests were made to determine the relative compaction of the fill in place. Field observations and field density test results indicate that the fill has been compacted to 90% or more of maximum laboratory density. The approximate locations of field density tests and the limits of compacted fill have been recorded on a copy of the grading plan for reference. The results of field density tests and of relative compaction, expressed as a percent of maximum laboratory density, are given on the attached forms. Laboratory tests to determine moisture-density relationships, maximum dry density, optimum moisture content, grain size distribution, plasticity characteristics, and strength characteristics were performed on representative samples of the material used for fill. The results of laboratory tests are given on the attached forms. The following lots are fill lots either as a result of design fills as a result of undercutting at finish grade: Lots 4 through 15 an 17 through 53. The following lots are cut lots at the end of the grading period: Lots 1, ? 3 and 54 through 63. Lot 16 is a cut-fill lot. Special Finish Grade Treatment During the grading operation certain lots were specially treated to provide a specified depth of selected soil at rough grade. Laboratory tests and visual inspection indicate that nonexpansive fill was pTaced within 3 feet of rough grade on all fill lots and on the fill portion of the cut-fill lot noted herein. On Lots 4 through 7, 9 through 15, the cut portion of 16, 20 through 26, 36,37 and 38 potentially expansive soil was excavated and replaced with nonexpansive fill to a depth of 2 feet below rough lot grade and within the limits of the entire level lot. - WQODWIIRD.CLYDE CONSULTANTS Ponderosa Homes Page 3 P'roject No. 72-253 February 13, 1976 Rough lot grade is defined as that grade set in the field by the grade checker from reference stakes established by the surveyor and represents rough grade at the time we were inspecting the removal and replacement of expansive soils. Likewise the depths of undercutting of expansive soil and/or depths of placement of nonexpansive soil were in accordance with measurements made by and grades set by the contractor's grade checker. A visual inspection of cut Lots 1, 2, 3, and 54 through 63 at completion of grading indicate that potentially expansive soi1is not evident at rough grade surface. Geologic Inspections Geologic inspections were made of the cut slopes on site during the grading period. The purpose of these inspections was to determine whether any adverse geologic conditions are apparent in the slope. The cut slope bordering Olivenhain Road was examined on November 17, 1975 by an engineering geologist of our firm. This inspectio.n revealed that the 'slope is a, combination cut-fill slope with an approximate 2 to 1 (horizontal to vertical) inclination and approximately 30 feet high at the maximum point. The cut portion of the slope is composed of interbeddea greenish- grey claystone and siltstone with some sandstone similar to materials found in Tertiary sediments-common to the area. The orientation of the strata in the slope was essentially horizontal and jointing and fracturing were not intense. No clay seams or groundwater was noted in the slope. There were no apparent geologic conditions exposed in the slope that are considered, in our opinion, adverse to the relative stability of the slope. The cut-fill slope between Lots 9 - 10, and 7 - 8 was examined on December 12, 1975. This slope is approximately 15 feet in height oriented in an east west direction and inclined on 2 to 1. The slope generally incorporated interbedded sandstone and cTaystone of Tertiary age. A thin and very stiff, discontinuous clay seam was noted in the approximate mid-height of the slope. Measurement of the orientation of the seam revealed that it varied from horizontal to approximately 2 to 3 degrees to the west. The compacted fill portion of the slope thickens rapidly towards the west and the slope becomes a-fill slope at the western edge of Lot 8. It is our opinion that this compacted fill provides a resisting mass against possible movement in a westerly direction. We have reviewed our previous slope stability analysis taking into consideration the presence of the clay seam. It is our opinion that the presence of this seam does not significantly effect the relative overall stability of the slope. WOODWIUW-CI.YOC CONSIJ1T1NIS Ponderosa Homes Page 4 Project No. 72-253 February 13, 1976 A final inspection of the subdivsion was made by the project engineer on January 23, 1976. This inspection revealed several small wet areas in the slope; however, no free seeping or standing water was noted. The most noticeble' wet area was at the toe of the slope at the rear of Lot 14. Here the wetness, extended approximately 6 inches above the lot level and generally covered an area approximately 5 feet wide by 15 feet long paralleling the slope. A toe drain consisting of a perforated pipe placed in a shallow trench at the slope toe and embedded in a filter material may be employed to help minimize the problem. This system could exit between lots to a curb outlet. Details of drain construction can be issued upon request. The wet area may dry up in time and depending on construction schedule, .it may be convenient to observe the seep for a period of time before making a decision to install the drain. Foundation Recommendation - All Lots Foundations for single or two-story residential structures placed .on nonexpansive undisturbed soil or nonexpansive properly compacted fill may be designed for a bearing pressure of 2000 psf (dead plus live loads) ata depth of 12 inches below compacted fill or undisturbed cut lot grade. Footings should have a minimum width of 12 inches. The bearing pressure may be increased by one-third for loads that include wind or seismic forces. Structures'.that will not tolerate differential settlements (such as foundations, swimming pools, concrete decks, walls, etc.) should not ,be located within 5 feet of the top of a slope. Footings located closer than 5 feet from the top of a slope should be extended in depth until the outer bottom edge ofthe footing is 5 feet horizontally from the outside' face of the slope. It is recommended that expansive soils be considered in the design of other structures that may be placed on the lots below grade such as swimming poOls. 0 Limitations and Backfil.ling The elevations of compaction tests shown as finished grade (FG) tests correspond to the elevations shown on the grading plans for "Carlsbad Tract No. 73-18, (Rancho Del Ponderosa) Unit No. 1" dated August 15, 1974, prepared by Rick Engineering Company, San Diego, California. Project No; 72-253 February 13, .1976 This report covers the fill placed under our observation during the dates specified herein. Additional fill placed after these dates, as well as the backfill in utility trenches located within 5 feet of a building and greater than 12 inches deep, or any trench 5 feet or more from a building and inexcess of 5 feet in depth, should be compacted under the observation of this office and tested to assure compliance with the earthwork specifications for the project. This office should be contacted at least 24 hours. prior to backfilling operations. Utility service trenches within 5 feet of. a building that are perpendicular to the building footings and are--less than 12 inches wide and less than 3 feet deep are not subject to this recommendation. The inspections of foundation preparation, types of materials and soil placement and compaction as well as tests of compaction made during the period of our services on the subject site were in accordance with the local acceptable standards for this period. The conclusions or opinions drawn from the tests and site inspections apply only to our work with - respect to grading and represent conditions at the date of our final inspection. - We will accept no responsibility for any subsequent changes made to the site by others or by uncontrolled action of water or by failure of others to properly repair damages caused by uncontrolled action of water.
