The developer must provide these calculations Please follow these guidelines' 1 If the project is a newer development (newer than 1998), check the recent improvement plans and observe if the new irrigation service is reflected on the improvement sheets If so, at the water meter station, the demand in gpm may be listed there Irrigation services are listed with a circled "I", and potable water is typically a circled "W" The irrigation service should look like STA 1+00 Install 2" service and 5 meter (estimated 100 gpm) If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (w/ a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-case irrigation demand (largest zone with the farthest reach) Typically, Larry Black has already reviewed this if landscape plans have been prepared, but the applicant must provide the calculations to you for your use Once you have received a good example of irrigation calculations, keep a set for your reference In general the calculations will include • Hydraulic grade line • Elevation at point of connection (POC) • Pressure at POC in pounds per square inch (PSl) • Worse case zone (largest, farthest away from valve • Total Sprinkler heads listed (with gpm use per head) • Include a 10% residual pressure at point of connection In general, all major sloped areas of a subdivision/project are to be irrigated via separate irrigation meters (unless the project is only SFD with no HOA). Installing recycled water meters is a benefit for the applicant since they are exempt from paying the San Diego County Water Capacity fees However, if they front a street which the recycled water is there, but is not live (sometimes they are charged with potable water until recycled water is available), then the applicant must pay the San Diego Water Capacity Charge. If within three years, the recycled water line is charged with recycled water by CMWD, then the applicant can apply for a refund to the San Diego County Water Authority (SDCWA) for a refund However, let the applicant know that we cannot guarantee the refund, and they must deal with the SDCWA for this D D D 13 Additional Comments: H \WORDOOCfflCHiaSTiBuiWfna PCancfwc* CUU Farm <Gederfc).<toc X,v ENGINEERING DEPARTMENT FEE CALCULATION WORKSHEET n Estimate based on unconfirmed information from applicant CI Calculation based on building plancheck plan submittal Address Bldg Permit No Prepared by_Q2£ Date (&^l 4i/Uf Checked by Date EDU CALCULATIONS: List types and square footages for all uses Types of Use \)u flt&X Sq Ft/Units &~~ EDU's __ Types of Use Sq Ft/Units EDU's APT CALCULATIONS1 List types and square footages for all uses Types of Use ^)n()l^ Sq Ft/Units fl ADT's _ Types of Use Sq Ft/Units ADT's FEES REQUIRED: WITHIN CFD D YES (no bridge & thoroughfare fee in District #1, reduced Traffic Impact Fee) D NO D 1 PARK-IN-LIEU FEE PARK AREA &# FEE/UNIT X NO UNITS =$ TRAFFIC IMPACT FEE ADT's/UNITS X FEE/ADT j V -3 BRIDGE AND THOROUGHFARE FEE (DIST #1 ±_ DIST #2 DIST #3 ADTs/UNITS (T- X FEE/ADT "4 FACILITIES MANAGEMENT FEE ZONE UNIT/SQ FT (7^ X FEE/SQ FT /UNIT SEWER FEE EDU's X FEE/EDU BENEFIT AREA EDU's X FEE/EDU SEWER LATERAL ($2,500) DRAINAGE FEES PLDA HIGH /LOW ACRES X FEE/AC =$ 8 POTABLE WATER FEES UNITS CODE CONNECTION FEE METER FEE SDCWA FEE IRRIGATION 1 of 2 F \FEE CALCULATION WORKSHEET doc Rev 7/14/00 ENGINEERING DEPARTMENT FEE CALCULATION WORKSHEET D 9 RECLAIMED WATER FEES UNITS CODE CONNECTION FEE METER FEE TOTAL OF ABOVE FEES* $ * NOTE: This calculation sheet is NOT a complete list of all fees which may be due Dedications and Improvements may also be required with Building Permits 2 of 2 F \FEE CALCULATION WORKSHEET doc Rev 7/14/00 Sq City of Carlsbad ^ ^P^P^^^^I^^MI^^^^^PHH^MH^^^^^^^^^^^^^MPlanning Department November 12, 2002 Jo MacKenzie 1578 Palomar Drive San Marcos, CA 92069 SUBJECT: HDP 02-03 - SACADA II The City has completed a review of the application for a Hillside Development Permit for a two- unit duplex located at 2416 Sacada Circle (APN 216-190-48), Carlsbad, California It is the Planning Director's determination that based on the attached conditions, the project is consistent with the City's hillside development regulations (Chapter 21 95) and with all other applicable City Ordinances and Policies Further, the project has been found to be categorically exempt from environmental review according to Section 15303(b) of the California Environmental Quality Act and a Notice of Exemption will be filed on project approval This letter, including the listed findings and conditions, constitutes APPROVAL of HDP 02-03 - Sacada II, as shown on Exhibit A - E dated November 12, 2002, on file in the Planning Department and incorporated herein by reference Findings: 1. Kennedy Dear Ladies and Gentlemen. In accordance with your request, we have prepared this letter to present pertinent seismic/geotechmcal information regarding the project site The scope of our limited study consisted of a review of the referenced soils report, a review of other pertinent literature, and the preparation of this letter that includes our findings. GENERAL GEOLOGIC SETTING: The project site is located in the Coastal Plains Physiographic Province of San Diego County and is underlain by Tertiary-age sediments, associated surficial soils, and artificial fill The near-surface materials at the site are described in the referenced report by Soil Testers. SEISMIC DESIGN PARAMETERS: Based on a maximum magnitude (Mmax) earthquake of 6.9 along the nearest portion of the RJDSC Canyon Fault Zone, the Maximum Bedrock Acceleration at the site would be approximately 027 g For structural design purposes, a damping ratio not greater than 5 percent of critical dampening, and Sofl Profile Type Sc are recommended (UBC Table 16-J) Based upon the location of the site at approximately nine kilometers from the Rose Canyon Fault Zone (Type B Fault), Near Source Factors N* equal to 1.0 and H-equal to 1 04 are also applicable. Tliese values, along with other seismically related design parameters from the Uniform Building Code (UBQ 1997 edition, Volume II, Chapter 16, utilizing a Seismic 4925 Mercury Street + San Diego, CA 92111 4- 858-496-9760 -* FAX 858-496-975: CWE 202 050 January 24, 2002 Zone 4 are presented in tabular form below UBC- CHAPTER 16 TABLE No 16-1 1H 16-Q 16-R 16-S 16-T 16-U SEISMIC PARAMETER Seismic Zone Factor Z Soil Profile Type Seismic Coefficient G, Seismic Coefficient O Near Source Factor Na Near Source Factor Nv Seismic Source Type RECOMMENDED VALUE 0.40 Sc 0.40 Na 056 R 1.0 104 B LIQUEFACTION: Liquefaction is the phenomenon that may result in large total and/or differential ground surface settlement and possible lateral ground spreading during an earthquake. Liquefaction occurs when loose, saturated, generally fine sands and silts are subject to strong ground shaking The sod loses all shear strength and becomes a viscous liquid for a short penod of time, and then usually solidifies Settlement of the ground surface and failure of foundations caused by liquefaction is usually only affected by the soils that liquefy within the upper 30 feet, the effect of liquefaction of soils below this depth is not usually manifested at the ground surface Four conditions usually must be present before liquefaction can occur 1) The soil is below the groundwater table, i e , saturated, 2) The soil is composed predominantly of fine sand and silt, 3) The sod is in a loose to medium dense state, 4) The soil is subject to a sufficient magnitude and duration of strong ground shaking Based on the available information, it appears that the ground water table is relatively deep and that the native materials at the site below the foundation elevation are generally medium dense to dense and are not subject to liquefaction. SEISMIC DESIGN PARAMETERS: Based on a maximum magnitude (Mmax) earthquake of 6.9 along the nearest portion of the Rose Canyon Fault Zone, the Maximum Bedrock Acceleration at the site would be approximately 0.27 g For structural design purposes, a damping ratio not greater than 5 percent of critical ng, and Sofl. Profile Type Sc are recommended (DEC Table 16-J). Based upon the location of the site at approximately nine kilometers from the Rose Canyon Fault Zone (Type B Fault), Near Source Factors N, equal to 1 0 and Nvequal to 1 04 are also applicable Triese values, along with other seismiralry related design parameters from the Uniform Bu3ding Code (UBQ 1997 edition, Volume n, Chapter 16, utilizing a Seismic 4925 Mercury Street -f San Diego, CA 92111 •*• 858-496-9760 4- FAX 858-496-9758 CWE 202 050 January 24, 2002 Zone 4 are presented in tabular form below UBC- CHAPTER 16 TABLE No 16-1 i*J 16-Q 16-R 16-S 16-T 16-U SEISMIC PARAMETER Seismic Zone Factor Z Soil Profile Type Seismic Coefficient C Seismic Coefficient O Near Source Factor Na Near Source Factor Nv Seismic Source Type RECOMMENDED VALUE 040 Sc 040 Na 056 Nv 10 1,04 B LIQUEFACTION: Liquefaction is the phenomenon that may result in large total and/or differential ground surface settlement and possible lateral ground spreading during an earthquake Liquefacuon occurs when loose, saturated, generally fine sands and silts are subject to strong ground shaking The soil loses all shear strength and becomes a viscous liquid for a short penod of time, and then usually solidifies Settlement of the ground surface and failure of foundations caused by liquefaction is usually only affected by the soils that liquefy within the upper 30 feet, the effect of liquefaction of soils below this depth is not usually manifested at the ground surface Four conditions usually must be present before liquefaction can occur 1) The sod is below the groundwater table, i e , saturated, 2) The soil is composed predominantly of fine sand and sdt; 3) The soil is in a loose to medium dense state, 4) The soil is subject to a sufficient magnitude and duration of strong ground shaking Based on the available information, it appears that the ground water table is relatively deep and that the native materials at the site below the foundation elevation are generally medium dense to dense and are not subject to liquef action.
