SUBJECT: 2420 La Costa Avenue, APN: 216-160-06
It has come to our attention that the construction site at the above
referenced address is abandoned. There does not exist any active
plan check or permit with the City of Carlsbad Building Department.
Please see the attached letter dated December 8, 1988, that notified
the contractor of the impending expiration of the active permit. This
office has received a complaint regard.ing the property and the current
condition of the open abandoned structures. Compliance can be made
by obtaining an active plan check and permit and continuing with the
construction; or remove all existing structures and debris from the
building site. Thirty (30) days is a reasonable length of time in which
to submit plans for the structures and pursue the permit process.
Please contact me at 438-1161 to informally discuss this matter.

2420 La Costa Ave, BUILDING PERMIT 87-485, SINGLE FAMILY DWELLING
This building permit was issued on October 13, 1987.
Revised plans were submitted on January 21, 1988.
A correction list was sent to you on February 2, 1988, which said in part:
"Entire plan to be revised to clearly reflect changes. As shown,
plans are too incomplete to check. A complete plan check will be
done when plans are revised to show what is actually being constructed."
There was no response from you to the above correction, and the
plan check invoice at that time was $164 which is still due.
No request was made for an extension of the permit and the permit
expired on April 12, 1988. -
Our files show that a staff member sent you an extension of PLAN CHECK
thinking that the Miscellaneous Receipt you filed with us was for
a lan check instead of a change of plans to an existing permit.
ehon red that because it was our error, and that change of plans
appl 'cation expired on September 10, 1988.

Plan check is limited to technical requirements
contained in the Uniform Building Code, Uniform
Plumbing Code, Uniform Mechanical Code, National
Electrical Code and state laws regulating energy
conservation, noise attenuation and access for the
handicapped. The plan check is based on
regulations enforced by the Building Inspection
Department. You may have other corrections based
on laws and ordinances by the Planning Department,
Engineering Department or other departments.
Present California law mandates that residential
construction comply with Title 24 and the following
model codes:
ADDRESS: 2-4-ZO ' 4uJE
1988 UBC (eff. 1/1/90)
1988 UPC (eff. 1/1/90)
1987 NEC (eff. 10/28/87)
1988 UMC (eff. 1/1/90)
The above regulations apply to residential
construction, regardless of the, code editions
adopted by ordinance.
The circled items listed need clarification,
modification or change. All items have to be
satisfied before the plans will be in conformance
with the cited codes and regulations. Per Sec.
303(c), 1988 Uniform Building Code, the approval of
the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, note on this list

This is in ans of your letter of Feb 15, as to the drainage
problem, I do not feel that I Have one as when it rains and when
you use your sprinklers water flows to my side and without my
attepts to solve ,this the bottom of my lot would be in a mud heep
as it was before• I built.
It is a great shame that you continue to try not to be a good
neighbor, and are trying to again cost me money trying to
interfere with the sale of my house, don't you think you have
caused us enough grief in the last four years.
If you :still want to do something at the top side
(remember) you drain towards us, first the trees which are on our
property and the wood fence a small retaining wall could be
built. And I have asked you to remedy the fact that
all the trees and bushes in the 20ft set back are now over 3ft
high and block the. vision from our driveway when we try to see up
La Costa Ave as you know this is a bad street and an bad accident
is waiting to happen and I would hate for this to be the cause of
this.

SUBJECT: 2420 La Costa Avenue, APN: 216-160-06
It has come to our attention that the construction site at the above
referenced address is abandoned. There does not exist any active
plan check or permit with the City of Carlsbad Building Department.
Please see the attached -letter dated December 8, 1988, that notified
the contractor of the impending expiration of the active permit. This
office has received a complaint regarding the property and the current
condition of the open abandoned structures.

No request was made for an extension of the permit and the permit
expired on April 12,1988.
Our files show that a staff. member sent you an extension of PLAN CHECK
thinking that the Miscellaneous Receipt you filed with us was for
a lan check instead of a change of plans to an existing permit.
e hon red that because it was our error, and that change of plans
appFcatlon expired on September 10,1988.

Dear Mr. Hobson:
This letter is to bring your attention again to the drainage problem you have on the upper
east side of your property. We first spoke to you regarding this more than a year ago and
our gardener more recently.
With each storm more of our property is washing away due to the run off from your lot.
We notice yourhouse is listed for sale. We wish you success, but this drainage problem
should be remedied before any sale is completed.
We would. appreciate your immediate attention to this matter.
A copy of this letter will be sent to your realtor.
