The application must be signed by the owner (or his Kuthorized representative) of the property
to be served. The total charges must be paid to the District at the time the application is
submitted :
If a service lateral is required, it will be installed by the Leucadia County Water District.
The service lateral is that part of the sewer system that extends from the main collection line
in the street (or easement) to the point in the street (at or near the applicant's property line)
where the service lateral is connected to the applicant's building sewer.
The applicant is responsible for the construction, at the applicant's expense, of the sewer
pipeline (building sewer) from the applicant's plumbing to the point in the street (or easement)
where a connection is made to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be made by the
applicant at his expense. The connection must be made in conformity with the District's
specifications, rules and regulations; d it mus t be inspected and amroved bv the D istrict
before the sewer system may be used by the applicant. The applicant, or his authorized rep-
resentative, must notify the District at the time inspection is desired. Any connection made
to the service lateral or collection line without prior approval and inspection by the District
will be considered invalid and will not be acknowledged.
After Connection is complete, the property described above is subject to a monthly sewer serv-
ice charge. The-mte will be governed by the use of the-propmy - residential, commercial, or
multiple dwelling. Non-payment of the sewer service charge is subject to a 5% penalty per
month, plus disconnection if necessary.

This is to confirm our telephone convenation with Mr. Ray Green of the City of Carlsbad on
May 7, 1974. It is our opinion that footings placed at a minimum depth of 18 inches below
the lowest adiacent exterior final ground surface will be adequate for the marginally ex-
pansive soil conditions existing on the site. All other recommendations presented on poga 2
of our report dated May 6, 1974 should becomplied with during the construction of the
proposed structure.

Gentlemen:
This is to present revised recommendations for construction on the expansive soils existing in the
upper three feet of compacted filled ground placed on the subject site. The upper soils on the
cut portion of the site have been determined to be nonexpansive.
Subsequent to our "Final Report on Compacted Filled Ground'' dated May 1 , 1974, we were
authorized to perform expansion tests on the two types of soil placed in the upper three feet
below finished grade in the compacted filled ground area. The tests were performed on samples
molded to 90 percent of maximum dry density and the resul ts of these tests are presented as
fol I ows:

Based on the results of these testsf is c-clded that the soils exhibited less volumetric chase
with change in moisture content than thae in the "critically expansive" category. Therefore
we are presenting revised recommendations for the design of footings and floor slabs placed on the
compacted filled ground area at the subject site. These are on the following page.

Avoid the use of iso ated interior pien. Le continuous interconnected
reinforced footings throughout, and place these at a mlnimum depth of
of the footings.
Reinforce all concrete slabs with at least 6 x 6 - 10/10 welded wire fabric.
A moisture barrier should be placed over the subgrade soils and a 4 inch
thickness of clean sand should be placed over the moisture barrier and below
the bottom of the slab.
Separate garage slabs from perimeter footings by a 1/2 lnch thickness of con-
struction felt or equivalent, to allow independent movement of garage slabs
relative to perimeter footings. Assure complete separation by extending the
felt over the full depth of the front thickened edge of the garage slab. Also,
cut off the garage door stops at least 1/2 inch above the slab.
Provide positive drainage away from all perimeter footings with a vertical fall
of at least 5 inches in a horizontal distance of 5 feet outside the perimeter
walls of the building.

Gentlemen:
This is to report the results of tests and observattonr made in order to inspect the compaction of
fllled ground placed on a portion of Lot 156, La Costa South Unit No. 1, Carlsbad, California.
The fill was placed during the period between March 28 and April 3, 1974.
The opproxlmate area and depths of filled ground placed under our inspection in accordance
with the approved specifications are shown on the attached Drawing No. 1, entitled "Location
of Compacted Filled Ground." The grading plan used for the placement of filled ground wos
prepared by Rick Engineering Company and dated March 19, 1974.
Ths approximate locutfont at which the tests were tdten ore shown on Drawing No. 1 and the
final test results are presented on page 3, under the "Table of Test Results." The laboratory
determinations of the maximum dry densities and optimum moisture contents of the mafor fill
materials are presented on pcge 3, under the "Laboratory Test Results." Some of the maximum
dry dansitier shown in the "Table of Test Results" were combinations of these. The tests were
talcen on the dates indicated below:

The final results of tests and okrvatlons indicate hat the compacted fllled ground has been
placed at 90 percent of the mcufmum dry denity or graater. It ha been determimd that the
fill materials, campacted to 90 percent of ths meximum dry density, have a safe baring value
of 1510 pounds per square foot for om foot wide continoom btings founded at a mfnimum
depth and placed five feet or mure imide the top of compactud fllled ground slopes. If
footings are placed closer to the expcwsd slopes than 5 feet fnsfde the top of cosnpochd filled
ground slopes, these should be deepened one foot bel ow a 1 1/2 horizontal to 1 vertical linu
projected outward and downwatd from a &Ant 5 feet horizontally lnslde the top of compacted
filled ground slopes.
Critically expansive soils were placed in the upper three feet below finished grade. Therefore,
in order to minimize possible damoging effects due to differential movements of these potentially
sxpanstve soils, the following special design and precautions are recommended.
1. Avoid the use of isolated interior piers. Use continuous interconnected
reinforced footings throughout, and place thew at a minimum depth of
24 inches below the lowest adjocent exterlor final ground surface.
2. Reinfwce and interconnect continuously with steel bar all interior d
exterior footings with one 15 bcr at 3 inches above the bottom of the
footings ad one #5 bar placed 1 1/2 inches below the top of the srems
of the footings.
3. Raised wooden floors that span between continuow footings are best, or
use concrete SI& reinforced with at least 6 x 6 - 1v10 welded wire
fabric. A minimum of 4 inches of crushed rock, 3/4 to 1 inch in size,
should be placed beneath all concrete slabs and covered with a moisture
wnier. Two inohes of cisan sand should then be placed over the moistura
brier and below the bottom of the slab.
