Gentlemen:
This is to present the results of the pier drilling inspection of the subiect property.
On August 17, 1982 ten piers were drilled and inspected by our field engineer. The field
observations were summarized on our standard ''Field &port" form, a copy of which was left
at the site for pur field inspector doing the foundation inspections.
The piers were numbered as described on our Field Report, which are the some numbers as
shown on the calculations prepared by Mr. Rabert Fefferman, Structurul Engineer, dated
&gust 9, 1982. Piers 9 and 10 were not included on the Foundation plan, but were drilled
10 feet and 20 feet, repsectively, south of Pier 8, on the Same easterly building line.
The boring for Pier 2 'MIS drilled prior to the arrival of our field engineer and wo9 mistakenly
drilled to only 17.0 feet, whereas, the plans indicate a depth of 19.0 feet. All other piers
were drilled to the specified depths or deeper.
The vertical capacity for each pier was determined by using one-sixth of the bearing copacity
of the soil timer the contact area of the pier shaft and the surrounding undisturbed firm soils,
as provided by the 1979 Edition of the Uniform Building Code, Section 2-i). In this
instance, the bearing copacity of the natural soil was calculated lo be at least 2000 pounds
per square foot as reported in our Preliminary Soils Report, dated March 3, 1968. The shear
strength was taken as 333 pounds per square foot times the surface area of the pier below Ftll or loose and froctured top soils at eoch pier location. -

GRADING VIOLATION - 2428 BADAJOZ PLACE
It has come to the attention of the City Engineer that a grading violation may have
occurred on your property. The grading plan available for La Costa South Unit No. 1 DWG
No. 168-10A exhibits a cut at elevation 200 on the western property line and 222 on the
southern property line. The grading day lights along this line. No manufactured slopes
are approved on this property.
The existing manufactured slopes on the property are greater than 2:l. The grading
substantially increased the buildable portion of the lot.
A grading violation will be recorded on your property on July 13 unless it can be proven
that the grading was done in accordance with an approved grading permit.
If the grading was not done legally then the property owner must prepare appropriate
grading plans and soils reports, pay grading plancheck and permit fees and do any remedial
grading necessary to stabilize the slope and comply with all City ordinances.
If you have any questions regarding this violation, contact Sherri Howard at 438-1161
extension 4427.

Gentlemen:
TELEPHONE I 714) 565-1855
Please be advised that we have reviewed the foundation plans prepared by Mr. Stephen G.
Davis, AIA, dated June 17, 1982 for the subject property.
Although we have not as yet inspected the site, we tentatively see no reason that a building
permit should not be issued at this time.
We have made arrangements to visit the site as soon as the piers are being drilled. We will
inspect and possibly obtain undisturbed soil samples for laboratory tests if critical soils or
conditions are encountered that were not investigated during the preparation of our Preliminary
Soils Report dated March 8, 1968.
It appears that the piers have been designed for end bearing. We have advised Mr, Larry
Lanquish, Mr. Fred Mills, and Mr. Stephen Davis that it will be necessary to clean out the
bottoms prior to placing the reinforcing and pouring the concrete. As an alternative to end
bearing, we suggest using the sheor strength of the soil along the perimeter of the shaft. This
will alleviate the need for cleanwt ai the bottom. If this procedure is used, precautions must
be taken to protect the soil around the pier from eroding. Or, it may be easier to extend the
depth of the pier to an elevation where the slope is less subject to erosion.
Following our inspection of the site, and possible testing of the soils surrounding the piers, we
will be able to determine if the depths are sufficient, and if not, how much deeper the piers

must be drilled to develop the required strength. Thqse findings and recommendations will be
sent to you and the architect in a report as soon as they are known.

PROJECT: HANDEL RESIDENCE

CARLSBAD, CALIFORNIA
Gentlemen$
This letter has been prepared in response to your request at our
site meeting of June 28, 1991. A visual review of the existihg slope conditions at the above referrenced site was made by Stetfen Bradley and Richard Kushner of PSI American Engineering, Alphohae Virgilio from the City of Carlsbad, and Mr. Hendel the ownet. The site and slope review included a brief inspection of the interior walls and foundation, the exterior improvements, and Stltficidl slope conditions. The slope evaluated is located on the horth atld east side of the two story, two unit residence. The structure is located at the top of a north-easterly sloping ridge, with access
to the residence on the upper level.
As observed during our site review the residence was appatehtiy constructed utilizing standard cut and fill grading techniques. The slbpe evaluated is evidently a fill slope composed of fine sand
and silty materials. The slope had a maximum verticle height of-
approximately 25 feet with an estimated over-all slope Lath of-.
1.75 to 2.0 to 1.0 (horizontal to verticle). It is our Under-
standing that the building pad and slope was constructed appfox-
imately 6 years ago, with the addition of a concrete drainage swale
in the upper portion of the slope 2 to 3 years ago. The swale dnd
bench is approxirnetely 3 to 4 feet wide and drains to the north and
west.
Based upon our cursory evaluation of the above referrenced structure and adjacent slope there is no indication of distress or instability of the structures foundation. A detailed subsurface investigation would be required to confirm our opinion, hotretrer such an in-depth evaluation was beyond the scope of Selviccis
intended. There were several indications and observed conditions
of surficial slope instability noted. Settlement and l.ht$rdl
movement of the exterior sidewalks and the concretedraifiage sWile;
and deep erosion of the slope face was observed. These cohditiohs
are common in slopes where over-steepening of cohesionl&sG fill
materials has taken place.

JULY 5, 1991
Some local slope areas were observed with 1.0 to 1.0 (horizontal to
verticle) slope ratios. This increase in the slope ratio is most
likely due to the addition of the drainage swale without proper
extension of the toe of the slope.
In summary there was no indication of gross structural or slope
instability at the time of our site evaluation. However, should
the existing surficial slope instability progress unchecked, the
potential for future structural distress will increase. It is further recommended that the drainage swale be kept clear of debris to prevent blockage and overspilling down the slope face. There are numerous options the homeowner may choose from in order to .properly stabilize the slopes. We would welcome the opportunity to
assist the owner in developing measures for mitigation of the
existing slope conditions.

- ~- The application must be signed by the owner (or his authorized representative) of the property to be served. The total charges must be paid to the District at the time the application is submitted.
If a service lateral is required, it will be installed'by the Leucadia County Water District. The service lateral is that-part of the sewer system that extends from the main collection line in the street (or easement) to the point in the street (at or near the applicant's property line) where the service lateral is connected to the applicant's building sewer. The applicant is responsible for the construction, at the applicant's expense, of the sewer pipeline (building sewer) from the appli- cant's plumbing to the point in the street (or easement) where a connectSon is made to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be made by the applicant at his expense. The connection must be made in conformity with the District'% specifications, rules and regulations; and IT MUST BE INSPECTED AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE'USED BY THE APPLICANT. THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE

The prorated sewer service fee is based upon the date the District estimates that service will begin and covers the balance of the fiscal year. There will be no additional fee or refund if service actually comnences on a different date. For succeeding fiscal years, the sewer service fee will be collected on the tax roll in the same manner as property taxes.
The undersigned hereby agrees that the above information given is correct and agrees to the conditions as stated.
