TELEPHONE(619)447-4747 November 26, 2001 Mrs. Natalie Nelms 2445 Pio Pico Drive. Carlsbad, CA. 92008-1040 Subject: Project No. 00-1 106E4 Report of Compacted Filled Ground Proposed Residential Building Site 2445 Pio Pico Drive Carlsbad, California Dear Mrs. Nelms : This report records. our observations of the grading and the results of tests performed in connection with our inspection of the compaction of fill soils placed on certain areas of the proposed residential building site on subject property, more specifically referred to as being Assesor's Parcel No. 156-351-12, in the City of Carlsbad, State of California. The grading reported hereinwas accomplished during the period between November 10 and 23, 2001, inclusive. Prior to grading, the site was cleared and grubbed. Existing loose upper soils to a maximum depth of 3 feet within 5 feet outside the foundation line of the proposed structure were removed. The bottom of the excavation was inspected and then scarified to a depth of 6 inches. The removed soils were properly moistened, and uniformly compacted in lifts on the order of 6 to 8 inches. The depths of fill at which the tests were taken and the final test results are presented on page T-1, under "Table of Test Results". The laboratory determinations of the maximum dry density and optimum moisture content of the fill soils are set forth On page L-1 under "Laboratory Test Results". The approximate location of the compacted filled ground and field density tests are presented on Figure No. 1, entitled, "Approximate Location of Compacted Filled Ground". Project No. 00-1 106E4 Mrs. Natalie Nelms 11/26/01 Page 2 2445 Pio Pico Drive The results of the tests and observations indicate that the fill soils placed and tested have been compacted to at least 90 percent of maximum dry density. Test results indicate that the building pad is adequate for its intended use as support to the proposed residential structure. It is recommended that a safe allowable soil bearing value of 1,500 pounds per square foot be used for the design of the foundation for the proposed residential structure. The soils encountered on the site possess low expansion potential (Expansion Index = 35). It is recommended that all continuous footings for the proposed residential structure be a minimum of 12 inches in width, and extend at least 12,inches (for single-story) below the lowest adjacent ground surface. All continuous footings should be reinforced with two #5 rebars, one rebar located near the top, and the other rebar near the bottom of the footings. Isolated pier footings should be a minimum of 24 inches square and embedded at least 12 inches below the lowest adjacent final grade. The isolated pier footings should be reinforced with two #5 rebars in both directions, located near the bottom of the footings. Any concrete slab should be 4 inches net in thickness, and be reinforced with #3 rebars @ 18 inches on center, placed at mid-height of the concrete slab. The concrete slab should be underlain by a minimum, of 4 inches of clean sand and a moisture barrier in moisture sensitive areas. Proper control of the site drainage and regular maintenance of all drainage facilities are important factors related to the overall stability of the soil mass. Surface water should drain into the street or into on-site drainage structures without intermediate ponding. Oversized meters are inaccurate during low-flow conditions. If it is oversized, for the life of the meter, the City will not accurately bill the owner for the water used. All single family dwelling units received "standard" 1" service with 5/8" service. H:WORDOCS\CHKl$flBuIflfl9 Plancheck Ckist Form (Generic).dOC 5 Rev. 7114100 BUILDING PLANCHECK CHECKLIST 1ST 2ND 3RD If owner/developer proposes a size other than the "standard", then owner/developer must provide potable, water demand calculations, which include total fixture counts and maximum water demand in gallons per minute (gpm). A typical fixture count and water demand worksheet is attached. Once the gpm is provided, check against the "meter sizing schedule" to verify the anticipated meter size for the unit. Maximum service and meter size is a 2" service with a 2" meter. If a developer is proposing , a meter greater than 2", suggest the installation of multiple 2" services as needed to provide the anticipated demand. (manifolds are considered on case by case basis to limit multiple trenching into the street). R. fl 12b. Irrigation Use (where recycled water is not available) All irrigation meters must be sized via irrigation calculations (in gpm) prior to approval. The developer must provide these calculations. Please follow these guidelines: If the project is a newer development (newer than 1998), check the recent improvement plans and observe if the new irrigation service is reflected on the improvement sheets. If so, at the water meter station, the demand in gpm may be listed there. Irrigation services are listed with a circled "I", and potable water is typically a circled "W". The irrigation service should look like: _i -.. STA 1+00 Install 2" service and I ' 1.5: meter (estimated 100 *gpm) If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (wl a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-ease irrigation demand (largest zone with the farthest reach). Typically, Larry Black has already reviewed this if landscape plans' have been prepared, but the applicant must provide the calculations to you for your use. Once you have received a good example of irrigation 'calculations, keep a set for your reference. In general the calculations will include: Hydraulic grade line Elevation at point of connection (POC) Pressure at POC in pounds per square inch (PSI) Worse case zone (largest, farthest away from valve Total Sprinkler heads listed (with gpm use per head) Include a 10% residual pressure at point of connection 3. In general, all major sloped areas of a subdivision/project are to be irrigated via separate irrigation meters (unless the project is only SFD with no HOA). As long as the project is located within the City recycled water H:WORDDOCSCHKLSTBuilthng Panthedc Cklst Form (Geneulc).dOc . 6 Rev. 7/14100 BUILDING PLANCHECK CHECKLIST 1ST 2ND 3RD service boundary, the City intends on switching these irrigation services/meters to a new recycled water line in the future. E E 12c. Irrigation Use (where recycled water is available) Recycled water meters are sized the same as the irrigation meter above. If a project fronts a street with recycled water, then they should be connecting to this line to irrigate slopes within the development. For subdivisions, this should have been identified, and implemented on the improvement plans. Installing recycled water meters is a benefit for the applicant since they are exempt from paying the San Diego County Water Capacity fees. However, if they front a. street which the recycled water is there, but is not live (sometimes they are charged with potable water until recycled water is available), then the applicant must pay the San Diego Water Capacity Charge. If within three years, the recycled water line is charged with recycled water by CMWD, then the applicant can apply for a refund to the San Diego County Water Authority (SDCWA) for a refund. However, let the applicant know that we cannot guarantee the refund, and they must deal with the SDCWA for this. E J . 13. In order to accomplish these objectives, three exploratOty boringsWere excavated and inspected, and representatfve samples of the subsurface soils were collected forlaboratoiy testing and analysis The data derived from our field observations and the laboratory test results were reviewed and ana1yed, land a summary of our preliminary findings, opinions and recommendations is presented in this report FIELD INVESTIGATION The field- exploratory phase of our investigation was performed on August 17, 2000, and involved the excavation of three exploratory borings at locations as determined by our field personnel. The exploratory borings were excavated with a truck-mounted continuous flight auger. The expipratory borings were excavated to a depth of 5.0 feet below existing ground surface. The apprOximate location of the exploratory borings is shown on Figure No. 2, entitled, "Approximate Location of Exploratory Borings". The drilling operation was perfbrmed under the direction of our field personnel, and a continuous log ofthesoil types encountered in the borings was recorded at the time of excavation, and is shown on Figure Nos 3 to 5, inclusive, each entitled, "Boring Prbject No. 00-1 106E4 .Bergmann 09/01/00 Page 3 2445 Piô Pico Drive Log Sheet". The soils Were visually and texturally classified by the field identification procedures set forth on the Unified Soil Classification Chart: Representative samples were obtained at varioug depths in the exploratory borings. LABORATORY TESTS The samples collected during our field investigation were subjected to various tests in the laboratory to evaluate their engineering characteristics. The tests were performed in accordance with current A.ST.M. testing standards or other regulatory agency testing procedures. A summary of the tests that were performed and the final test (esults are presented in Appendix II hereto The tests that were performed included determinations of the maximum dry densities and optimum moisture contents, as well as the Expansion Indices of the soils encountered. SITE DESCRIPTION - ------------- Subject property consists of a rectangular-shaped property of approximately 1 0 acre, located on the west side of Pio Pico Drive, between as Flores Drive and Forest Avenue. The property is relatively lev'el, with drainage in a general westerly direction. A single-family residence currently occupies the front, easterly portion of the site The proposed structure will be located westerly and rear of the existing residence Project No. 00-1 106E4 Bergmann 09/01/00 Page 4 71 2445 Pio Pico Drive REGIONAL GEOLOGY 1 The site is located within the southern coastal strip region of the Peninsular Range Geomorphic Province of California. This geomorphic province iis, characterized by mountainous terrain to the east composed mostly of Mesozoic igneous and metamorphic rocks and relatively low-lying coastal terraces to the west underlain by late Cretaceous, Tertiary and Quaternary sedimentary roéks. Most of the City ofiCarlsbad, including the site, occurs within the westerly portion of this coastal region and are underlain by sedimentary rocks.. . ::. . After the bulk of the sedimentary rocks were deposited the land surface was uplifted and was dissected by a system of canyon drainages. The primary system of drainages flows typically to the west and is fed by a system of secondary dra1inage, which generally enter these from the south and north. . . SITE GEOLOGY . . .. A review of geologic maps, as well as observations made during our subsurface' investigation, indicated that the site is underlain by Quaternary-age terrace deposits consisting of brown silty sands. The top 2.5 to 3.0 feet of these trrace deposits were found to be dry and loose. Beneath this topsoil layer, the terrace deposits were found to be medium dense to dense in cdsistency. GROUNDWATER No groundwater was encountered in the exploratory borings to the maximum Project No. 00-1106E4 Bergmann 09/01/00 Page 5 - 2445 Pio'Pico Drive depth of exploration at 5.0 feet. . TECTONIC SETTING No evidence of faulting was noted during our surface lconnaissance or in or explortory borings. It shOuld be noted that much of southern California, including the City of Carlsbad area, is characterized by a series of Quaternary-age fault zones which typically strike in a northerly to northwesterly direction. Sonic of these fault zbnes (and individaI faults within the zone) are classified as active while others are èlassified as only pOtentially active according to the criteria of the California Division of Mines and .Geology. A review of available geologic maps indicate that the subject property is approximately 37.9 km (23.7 miles) southwest of the active. Elsinore-Ju1an Fult Zone, and approximately 9.0 km (5.6 miles) southeast of the Newport-Inglewood Fault Zone.. GEOLOGIC HAZARDS . . -. Groundshaking - The most likely geologic hazard to affect the site is groundshakingas a result of movement along one of the active fault zones mentioned above. Construction in accordance with the minimum standards of theUniform Bi1ding Code and requirements of the governing jurisdiction should minimize potential structural damage due toseismic activity. Sei6ic soil coefficients. In accordance with the current Uniform Building Code were determined with the UBCSEIS Program and presented herein Liquefaction Potential - In consideration of the medium dense to dense terrace deposit Project No. 00-1 106E4 IBergmann 09/01/90 Page6 2445 Pio Pico Drive ' encountered on the site, and d lack of a near-surface groundwater table, it is our, opinion that soil liquefaction does not present a significant geotechnThal hazard to the proposed site development, 'provided that the recommendations presented herein are followed. Landslides - Subject property is located in relatively level terrain and underlain by stable soils No evidence of any ancient landslid was noted on subject and adjaceni properties, and the potential for any landslides is considered to be negligible Other potential geologic hazards such as tsunamis and seiches should be considered negligible or nonexistent CONCLUSIONS AND RECOMMENDATIONS - General. 1. No adverse soil conditions were encountered which would prohibit the currently proposed development-of the project site. H !' 2 All of the soils encountered on the site are suible for use as supporting matenals for the proposed structure and/or fill soils, provided that the recommendations contained herein are foilowed ' The soils ehcountered oñ'the site possess low expansion potential (Expansion Index 35). '.
