BOX 2004 RANCHO SANTA FE, CA 92067 756-3064 SUBJECT: Report of Compaction Tests, Proposed Residential Site, ~a Costa Boulevard, La Costa, California Dear·Mr. Elmore: In accordance with your request, we have performed compaction tests on the compacted fills placed on the subject site located on Lot 12, La Costa South, Unit 1, La Costa, California. The tests were per- formed from August 10 to August 13, 1981, during the grading opera- tion. The results of the tests and our findings are presented in this report. Site grading consisted of both cut and fill operations required to construct a flat rad area for the proposed residential structure. The configuration of the graded site is shown on the attached Plate No. 1. Prior to the placement of any fill, the a.reas to receive fill were cleared of vegetation and debris. Loose surficial soils were scar- ified a minimum depth of six inches, moistened and recompacted. The fill materials, consisting of brown silty clay native to th~ site, were moistened, placed in six to eight inch lifts and com- pacted to a minimum of 90% of the maximum dry density as evidenced by the field in-place density tests performed at the locations in- dicated on the attached Plate No. 1. ----q--------···- SDE 2262 August 17, 1981 Page Two Compaction was achieved with heavy construction equipment. Field density tests were performed according to A.S.T.M. Tests Method D-1556-64. Moisture content determinations were made for each of the density tests. The results of the tests are presented on the attached Plate No. 2. A maximum cry density determination was made on representative soils used in the compacted fill. The test was performed according to A.S.T.M. Test Method D-1557-70. The results of the tes~ are pre- sented on Plate No. 2. Structures that will not tolerate differential settlements such as foundations, concrete decks, swimming pools, walls, etc., should not be located within 5 feet of the top edge of a slope. Foundations located outside the 5 feet slope setback should be extened in depth such that the bottom outside edoe of the footing is a minimum hori- zontal distance of 5 feet from the slope face. The expansion potential of a sample of representative soils used in the compacted fills placed on the site was determined by allowing the material, remolded to 90% of its maximum dry density, to swell against a surcharge of 150 psf when brought into contact with water. The expansion of tr.e sampl9 from the air-drv to saturated conditions indicates the soils are hicrhlv expansive. The following provisions are recommended for the design of foundations and slabs for the pro- posed structure in order to reduce the probability of structural damage due to expansive so L1 conditions. POOTINGS Jill footings for the propo,;ed structure should be founded a mini.num depth of 24 inches below lowest adjacent finish grade. Footing ,Jidths should be determined in accordance with current building code design criteria and should be a minimum cf 12 inches. PROPOSED DEVELOPMENT The proposed development is understood to comprise of a cut-fill operation to create a pad suitable for construction of a wood frame/stucco single family residence. Loads are anticipated to be typical for this type of construction. Cut and fill slopes to maximum heights of:!:: 10' are understood to be constructed at 2:1 (horizontal to vertical) ratio. SDE 2262 June 22, 1981 Page Two SITE DESCRIPTION The subject Lot 12 of La Costa South Unit #1 is a flag lot located North of La Costa Blvd., in La Costa, California. The site slopes Northerly towards the La Costa Country Club Golf Course, with topo- graphic relief of approximately 20 feet within the parcel boundaries. An existing unpaved driveway leads to the property from La Costa Blvd. SUBSURFACE EXPLORATION Subsurface exploration consisted of examination of soils in 3 trenches excavated with a tractor mounted backhoe to a maximum depth of 14 feet. Approximate locations of trenches are plotted on attached Plate 1. Soils were visually classified in accordance with unified soil cla.ss- ification system, detailed logs of the trenches were recorded and are presented as Plates 2, 3 and 4. LABORATORY AND FIELD TESTING Laboratory and field testing consisted of: 1. Determination of field dry densities and moisture contents. 2. Direct shear tests. 3. Expansion potential. 4. D-1557-70 test standard, the results are summarized below: SOIL DESCRIPTION Light brown silty sandy clay SOIL CONDITIONS MAXIMUM DENSITY (pcf) 114.4 OPTIMUM MOISTURE 15.7% The site in general is mantled by loose dark brown slightly silty clay topsoil to depths ranging from 2 feet to 4 feet. Depths of topsoil mantle may vary at different locations at the site. The topsoil is underlain by red brown, moderately dense to dense clayey sands to sandy clays. The soil profile varies somewhat, the upper portions are underlain by more clayey soils whereas the sand content increases towards the lower portions of the lot. CONCLUSIONS AND RECOMMENDATIONS Based on the laboratory testing and evaluation of site conditions from a soils engineering standpoint, the site is considered suitable for the proposed development provided the following recommendations are in- corporated in the design and construction of the project. COMPRESSIBLE SOILS Adverse soil conditions exist at the site in the form of compressible soils. The topsoil mantle was found to be loose and will be subject to consolidation with application of surcharge loads. It is therefore recommended that all loose soils shall be removed and recompacted to SDE 2262 June 22, 1981 Page Five minimum 90% of maximum density at near optimum moisture content prior to placement of additional fill. All fill placement shall be in accordance with the attached grading specifications, and in conformance of the grading ordinance of the regulatory agency having jurisdiction. Depths of removal and re- compaction will vary at different locations, and should be verified by the soils engineer at the time of grading. CUT-FILL INTERFACE Soil conditions shall be verified by the soil engineer at finish or near finish grade, if necessary, cut portions may have to be over excavated a minimum depth of 4 feet and replaced as compacted fill, in order to minimize the likelihood of differential settlements between the cut and fill portions. FOUNDATIONS The proposed structures may be supported on conventional continuous or isolated spread footings, founded minimun 24" bE!low lowest adjacent grade, into compacted fill or competent soils. The footings shall be at least 12" wide. Footings placed as reco!'1IDended may be designed for an allowable soil bearing pressure of 1500 psf. An allowable lateral bearing pressure of 200 psf PE!r foot of depth may be assumed provided footings are poured tight surrounding firm soils or competent bedrock. A coefficient of friction of 0 .. 20 may be assumed for sliding between concrete and underlying soils. Lateral bearing may be increased by 1/3 for short durations of wind and seismic forces. Minimum foundation reinforcement shall consist of 2 #4 bars placed at the top, and 2 #4 bars at the bottom of continuous footings in order to minimize the detrimental effects of local soil irregularities and possible soil expansion. SDE 2262 June 22, 1981 Page Six SLABS Slabs on grade supported on moderately expansive soils may be reinforced with 6 x 6 -6/6 welded wire mesh, slabs shall be minimum 6" thick. Slabs should be underlain by a minimum 4 inch layer of 1/4" crushed rock or gravel base. A 6 mil thick plastic or vinyl moisture barrier, overlain by 2 inches of clean sand should be provided over the base material to prevent upward capillary movement of soil moisture. Pad soils should be premoistened prior to placement of moisture barrier or concrete. Minor cracking of the slabs on expansive soils may still be anticipated. The above foundation and slab designs should be considered preliminary and should be verified after grading operations are completed. Foundation Setback It is recommended that the following setbacks shall be observed for building structures from the top edge of the slopes. Slope Height (Vertical) 10' or less Exceeding 10' Minimum Setback 5' 10' Buildings may be placed closer to slopes than the minimum setbacks recommended provided footings in those areas are deepened such that the horizontal distance between the lower outer edge of the footing and the face of the slope meets the prescribed minimum setbacks. RETAINING WALLS Retaining walls, (unrestrained) at the top, retaining level backfill, may be designed for an equivalent fluid pressure of 35 pcf. SDE 2262 June 22, 1981 Page Seven Restrained retaining walls may be designed for an EFP of 60 pcf. Unrestrained retaining walls retaining 2:1 backfill may be designed for an EFP of 45 pcf. The above values assume compacted backfill, comprising free draining sandy soils. If conditions are otherwise, this office should be notified as to present revised recommendations. Temporary cut for retaining walls should not be made steeper than 1:1 (horizontal to vertical ratio). Any surcharge loads affecting the walls should also be added to the above values. Adequate drainage should be provided behind the retaining walls. DRAINAGE The site should be provided with positive drainage. The surrounding topography should slope away from the building areas at a minimum gradient of 3% to a suitable point of discharge. In no case should water be allowed to pond at or near the building areas or be allowed to drain over the slopes in an uncontrolled manner. Drainage swales having a minimum gradient of 2% should be provided at the site wherever required and should be designed by a registered civil engineer. INSPECTION All footing excavations should be inspected by the soil engineer prior to placement of steel or pouring of concrete. SDE 2262 June 22, 1981 Page Eight LIMITATIONS AND UNIFORMITY OF CONDITIONS The recommendations of this report pertain only to the site invest- igated and are based upon the assumption that the soil conditions do not deviate from those observed in the test pits. If any vari- ations or undesirable conditions are encountered during construction, or if the proposed construction will differ from that planned at the present time, San Dieguito Engineering Incorpornted should be notified so that supplemental recommendations can be given. This report is issued with the understanding that it is the re- sponsibility of the owner, or of his representative, to ensure that the information and recommendations contained herein are brought to the attention of the architect and engineer for the project and in- corporated into the plans, and that the necessary steps are taken to see that the contractor and subcontractors carry out such recommend- ations in the field. The findings of this report are valid as of the present date. D-1556-64 PRE~ARATION OF AREAS TO RECEIVE FILL: All vegetation, brush and debris shall be removed, piled and burned or otherwise disposed of. ~fter clearing, the natural ground shall be scarified to a depth of 6 inches, brought to the proper moisture content, compacted and tested for the minimum density specified in the special provisions or the recommendations contained in the preliminary soil investi- gation report. When the slope of the natural ground receiving fill exceeds 20% (5 horizontal to 1 vertical), the original ground shall be stepped or benched as shown on the attached Plate A. Benches shall be cut to a firm competent soil condition. The lower bench shall be at least 10 feet wide and all other benches at least 6 feet wide. Ground slopes flatter than 20% shall be benched when considered necessary by the soil engineer. FILL MATERIAL: Materials placed in the fill shall be approved by the soil engineer and shall be free of vegetable matter and other deleterious substances. Granular soil shall contain suffic- ient fine material to fill the voids. The difinition and disposition of oversized rocks, expansive and/or detrimental soils are covered in the special provisions. Expansive soils, soils of poor graduation or strength characteristics may be tho:i;-oughly mixed with other soils to provide satis- factory fill material, but only wi~h the explicit consent of the soil engineer. PLACING AND COMPACTION OF FILL: Approved material shall be placed in areas prepared to receive fill in layers not to exceed six inches i~ compacted thickness. Each layer shall have a uniform moisture content in the range that will allow the compaction effort to be efficiently applied to achieve the specified degree of compaction to a minimum specified density with adequately sized equipment, either specifically designed for soil compaction or of proven reliability. The minimum degree of compaction to be achieved is specified in either the special provisions or the recommendations contained in the prelimin- ary soil investigation report. Field tests and inspection to check the degree of compaction of the fill will be taken by the soil engineer or his representative. The location and frequency of the tests shall be at the soil engineer's discretion. In general, the density tests will be made at an interval not exceeding two feet in vertical rise and/or 500 cubic yards of f•mbankment. SEASON LIMITS: Fill shall not be placed during unfavorab~e weather con- ditions. When work is interrupted by heavy rain, filling operations shell l not be resumed until the proper moisture conc,,nt and d1..m,;ity of the fill has been achieved.
