I am writing at the request of your field inspector, Paul Smith. Paul asked for a letter
informing you of our intent to relocate our staff to the recently completed ground floor
portion of the ongoing office remodel.
The ground floor office space is now complete for occupancy except for the cabinets and
two sinks. All life safety issues are compliant per your field inspectors' site visit of
5/16/01.
It is necessary for our staff to vacate the second floor to allow Bycor access for remodel
work. We appreciate your efforts.

Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any

• If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit.
• Maximum service and meter size is a 2" service with a 2" meter.
• If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand, (manifolds are considered on case by case basis to limit
multiple trenching into the street).
12b. Irrigation Use (where recycled water is not available)
Alt irrigation meters must be sized via irrigation calculations (in gpm) prior
to approval. The developer must provide these calculations. Please follow
these guidelines:
1. If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled T,
and potable water is typically a circled "W". The irrigation service should
look tike:

If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:
Hydraulic grade line
Elevation at point of connection (POC)
Pressure at POC in pounds per square inch (PSI)
Worse case zone (largest, farthest away from valve
Total Sprinkler heads listed (with gpm use per head)
Include a 10% residual pressure at point of connection
In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA). As long as the project is located within the City recycled water

service boundary, the City intends on switching these irrigation
services/meters to a new recycled water line in the future.
D CD 12c. Irrigation Use (where recycled water is available)
1. Recycled water meters are sized the same as the irrigation meter above.
2. If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, but is not live (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWA for this.

Negative Impact Letter
Dear Martin:
On behalf of the owners, we are requesting that the requirement for a technical report be waived. It is my
understanding that the fire department at times accepts a "negative impact' letter, which allows for a
technical report waiver.
It is our understanding that the shell building was recently built to the 1997 Edition of the Uniform
Building and Fire Codes. Therefore the only issues which may arise are from the proposed tenant
improvements to the facility. The proposed Sensa facility will be used for the assembly and storage of
pens and pen parts. The proposed area of storage is approximately 2000 square feet (Attachment #1).
The product is aluminum pens in plastic casing in cardboard boxes; there is no foam packaging used in
this storage. Based on a review of the materials, the following is a breakdown of the commodity stored
greater than 6 feet:
Non-Group A Plastic Parts: Box, Aluminum Pen with Silicone Grip - 93.8-87.2 grams
Group A Plastic Parts: SAN Box/Casing - 62.1 grams
As shown above the percent by weight of Group A Plastics exceeds 15% by weight (Attachment #2), and
therefore the material is considered high hazard commodity. Based on Table 81-A, only an automatic
suppression system is required (Attachment #3).
The method of storage is shelf storage and solid pile/palletized storage to 10 feet. Therefore based on
UFC 8103,2.2, the protection shall be in accordance with UFC 81-1 (NFPA 231 with UFC Amendments).
The 1995 Edition of NFPA 231 has been used for this analysis, since the UFC Amendments to NFPA 231
does not affect this analysis:

Please note that NFPA 231 only addresses 25 foot ceiling heights for storage of materials up to 12 feet.
Therefore a maximum ceiling height of 25 feet, as opposed to 28 feet, was used in this analysis.
Please note that the above design density is required to be provided for the area directly above the storage
area and 15 feet beyond, or to a permanent partition, as required by UFC 8102.2 (Attachment #5). The
sprinkler contractor must verify that the required design density of 0.48/2500 is met over the storage area
and 15 feet beyond the storage area (or to a permanent partition).
Other Miscellaneous Storage: In addition to the above high piled storage, the owners intend to store a
few "display" products. These display products are exposed polyurethane foam. The owners agree to
store these materials to a maximum height of 5 feet. Based on NFPA 231 Table 7-2.2, an ordinary Hazard
Group 2 sprinkler system is required (0.2/1500) (Attachment #6). The existing system is 0.45 gpm per
square foot over a design area of 3000 square feet, which meets the requirements for Class IV commodity.
In conclusion, we would request that the requirement for a technical report be waived based on the limited
hazards within the facility.

Chapter 7 Fire Protection for Plastic and Rubber
Commodities—Spray Sprinklers
7-1* General. See Appendix B.
7-1.1* Plastics stored up to 30 ft (9.1 m) in heigh: pro-
tected by spray sprinklers shall be in accordance with
Chapter 7. The decision tree (Figure 7-1.1) shall be used to
determine the protection in each specific situation.
7-1.2* Factors affecting protection requirements such as
closed/open array, clearance between storage and sprin-
klers, and stable/unstable piles, shall be applicable only to
storage of Group A plastics. The factors contained in 7-2.1,
A-7-2.1, and Appendix B shall be given serious consider-
ation prior to determining the final protection require-
ments. This decision tree also shall be used to determine
protection for commodities that are not wholly Group A
plastics but contain such quantities and arrangements
of the same that they are deemed more hazardous than
Class IV commodities.
7-1.3 Group B plastics a~nd free-flowing Group A plas-
tics shall be protected in the same manner as a Class IV
commodity. Storage 12 ft (3.7 m) or less in height shall
be protected in accordance with N'FPA 13, Standard for
the Installation of Sprinkler Systems, for Ordinary Hazard
Group 2.
7-1.4 Group C plastics shall be protected in the same
manner as a Class HI commodity. Storage 12 ft (3.7 m)
or less in height shall be protected in accordance with
NFPA 13, Standard for the Installation of Sprinkler Systems, for
Ordinary Hazard Group 2.
7-2 Water Supplies.
7-2.1* The design of the sprinkler system shall be based
on those conditions that routinely or periodically exist in a
building that create the greatest water demand.

Chapter 8 Fire Protection—Large. >
Drop Sprinklers
8-1 General.
8-1.1 Large drop sprinklers shall be permitted for use
with the hazards listed in Table 8-1.
8-2 Water Supplies.
8-2.1 Sprinkler water demand for large drop sprinklers
shall be in accordance with Table 8-1.
8-2.2 A minimum of 500 gpm (32 Us) shall be added to
the sprinkler demand for combined large and small hose
stream demand.
8-2.3 Water supply duration shall be as indicated in
Table 8-1.
8-3 Sprinkler System Design.
8-3.1 .All requirements contained in \FPA 13, Standard
for the Installation of Sprinkler Systems, pertaining to large
drop sprinklers shall apply.

| Chapter 9 Fire Protection—Early Suppression
Fast Response (ESFR) Sprinklers
9-1* General.
9-1,1 ESFR sprinklers shall be permitted for the protec-
tion of commodities in accordance with Table 9-1.
9-1,2* ESFR sprinklers shall be permitted for use in
buildings with the following types of roof construction:
(a) Smooth ceiling
(b) Bar joist
(c) Beam and girder
(d) Panel.

SECTION 8102 — GENERAL FIRE-PROTECTION AND
LIFE-SAFETY FEATURES
8102.1 General. Fire-protection and life-safety features for high-
piled storage areas shall be in accordance with Section 8102. Na-
tionally recognized standards or guidelines, as applicable, are
allowed to be used when approved.
8102.2 Extent and Type of Protection. Fire-detection systems,
smoke and heat removal, curtain boards, small hose valves and sta-
tions, and fire sprinkler design densities shall extend the lesser of 15
feet (4572 mm) beyond the high piled storage area or to a permanent
partition. When portions of high-piled storage areas have different
fire-protection requirements due to commodity, method of storage
or storage height, the fire-protection features required by Table
81-A within this area shall be based on the most restrictive design
requirements.
8102.3 Separation of High-piled Storage Areas.
8102.3.1 Separation from other uses. Mixed occupancies shall
be separated per the Building Code.
8102.3.2 Multiple high-piled storage areas.
8102.3.2.1 General. The aggregate of all high-piled storage areas
within a building shall be used for application of Table 81-A unless
such areas are separated from each other by one-hour-rated fire-re-
sistive walls constructed in accordance with the Building Code.
Openings in such walls shall be protected by fire assemblies having
a one-hour fire-protection rating.
8102.3.2.2 Multiclass high-piled storage areas. High-piled stor-
age areas classified as Class I through Class IV not separated from
high-piled storage areas classified as high hazard shall utilize the
aggregate of all high-piled storage areas as high hazard for purposes
of application of Table 81-A. To be considered as separated, one-
hour-rated fire-resistive walls shall be constructed in accordance
with the Building Code. Openings in such walls shall be protected
by fire assemblies having a one-hour fire-protection rating.
The requirements of Table 81-B shall be applied separately over
each high-piled storage area for portions of storage areas having dif-
ferent requirements due to commodity classification or storage
height,
8102.4 Fire Sprinklers. Fire sprinkler systems shall be provided
in accordance with Sections 8103 and 8104.
8102.5 Fire Detection. When fire detection is required by Table
81-A, an approved automatic fire-detection system shall be
installed throughout the high-piled storage area. The system shall
be monitored and shall be in accordance with Section 1007.
8102.6 Building Access.
8102.6.1 Access roadways. When building access is required by
Table 81-A, access roadways shall be provided to within 150 feet
(45.7 mm) of all portions of the exterior walls of buildings used for
high-piled storage.
EXCEPTION: When access roads cannot be installed due to topog-
raphy, railways, waterways, nonnegotiable grades or other similar condi-
tions, the chief is authorized to require additional fire protection as
required for special hazards in Section 1001.9.
Specifications for fire apparatus access roads shall be in accord-
ance with Section 902.2.
8102.6.2 Access doors.
8102.6.2.1 General. When building access is required by Table
81-A, fire department access doors shall be provided in accordance
with Section 8102.6.2. Access doors shall be accessible without the
use of a ladder.

1-6 Level of Protection.
1-6.1 A building, where protected by an automatic sprin-
kler system installation, shall be provided with sprinklers in
all areas.
Exception: Where specific sections of this standard permit the
omission of sprinklers.
1-6.2 Limited Area Systems. When partial sprinkler sys-
tems are installed, the requirements of this standard shall be
used insofar as they are applicable. The authority having
jurisdiction shall be consulted in each case.

5-2.3.1.2 The water supply for sprinklers only shall be
determined either from the area/density curves of Figure
5-2.3 in accordance with the method of 5-2.3.2 or be based
upon the room design method in accordance with 5-2.3.3, at
the discretion of the designer. For special areas under con-
sideration, as described in 5-2.3.4, separate hydraulic calcu-
lations shall be required in addition to those required by
5-2.3.2 or 5-2.3.3. t
5-2.3.1.3 Regardless of which of the two methods is used,
the following restrictions apply:
(a) For areas of sprinkler operation less than 1500 sq ft
(139 m2) used for Light and Ordinary Hazard Occupancies, the
density for 1500 sq ft (139 m*) shall be used. For areas of sprin-
kler operation less than 2500 sq ft (232 m2) for Extra Hazard
Occupancies, the density for 2500 sq ft (232 m2} shall be used.
(b)* For buildings having unsprinklered combustible
concealed spaces (as described in 4-13.1.1), the minimum
area of sprinkler operation shall be 3000 sq ft (279 m11).
Exception No, 1: Combustible concealed spaces filled entirely with
noncombustible insulation.
Exception No. 2*: Light or Ordinary Hazard Occupancies where
noncombustible or limited combustible ceilings are directly attached
to the bottom of solid wood joists so as to create enclosed joist spaces
160 cuft (4.8 m3) or less in volume.
Exception No. 3*: Concealed spaces where the exposed surfaces
have a flame spread rating of 25 or less and the materials have been
demonstrated to not propagate fire in the form in which they are
installed in the space.
(c) Water demand of sprinklers installed in racks or water
curtains shall be added to the ceiling sprinkler water
demand at the point of connection. Demands shall be bal-
anced to the higher pressure. (See Chapter 6.)
Water demand of sprinklers installed in concealed spaces
or under obstructions such as ducts and cutting tables need
not be added to ceiling demand.
(d) Where inside hose stations are planned or are re-
quired by other standards, a total water allowance of 50 gpm
(189 L/min) for a single hose station installation or 100 gpm
(378 L/min) for a multiple hose station installation shall be
added to the sprinkler requirements. The water allowance
shall be added in 50-gpm (189-L/min) increments beginning
at the most remote hose station, with each increment added
at the pressure required by the sprinkler system design at
that point.
(e) When hose valves for fire department use are
attached to wet pipe sprinkler system risers in accordance
with 4-13.21, the water supply shall not be required to be
