regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.

9. A. Note 4 on sheet A4.1 calls for the handrails to be 28" above the stair. Please revise
this to a height of 34 inches to 38 inches.
B. The dimension shown at 1/A4.1, etc, shows a height of only 32 inches.

10. A. Please revise 2 on sheet A4.1 to state that the handrail extension beyond
the bottom of the stair will be 23 inches (not 12 inches).
B. Revise the 12" dimension at the handrail extension beyond the bottom of
the stair at detail 1/A4.1, etc.

26. The change stated in the response to this correction (detail 2/S4.5 replacing detail

• GENERAL
1. Please make all corrections on the original tracings and submit two new sets of

2. AH sheets of the plans and the first sheet of the calculations are required to be
signed by the California licensed architect or engineer responsible for the plan
preparation. Please include the California license number, seal, date of license
expiration and the date the plans are signed. Business and Professions Code.
3. Provide a Building Code Data Legend on the Title Sheet. Include the following
code information for each building proposed:
* Floor Area (Please correct the floor areas on the plans so they match the
permit application).
• SITE PLAN
4. Provide a fully dimensioned site plan drawn to scale. Show north arrow, property
lines, easements, streets, existing and proposed buildings and structures.
a) Please clarify sheet A1.1. The arrows that show the setbacks along the
easterly portion don't seem to point at the property lines. Please
investigate,
• EXITS
5. Exits shall not pass through kitchens, store rooms, or spaces used for similar
purposes. Section 1003.5.
a) The upper and lower level offices will require two exits. As shown, the
exits go into the industrial area, which is prohibited. A corridor system
should be shown.
6. Exit signs are required whenever two exits are required. Show all required exit
sign locations. Section 1013.1.
• STAIRWAYS
7. Stairway width must be at least 44 inches when serving 50 or more occupants;
36 inches when less than 50. Section 1006.2.
8. Stairway riser must be 4 inches minimum and 7 inches maximum and minimum
run shall be 11 inches. Section 1006.3. See the exception for private stairways
serving less than 10 occupants.

9. A minimum headroom clearance of 6'-8" for stairways should be indicated on the
plans. Section 1006.15. Note that this is from a plane tangent to the stairway
tread nosing.
10. Stairway handrails should not project more than 3-1/2 inches into the required
width. Trim and stringers may not project more than 1-1/2 inches. Section
1006.2.
• ROOFS
11. Specify ICBO, UL or other recognized listing approval number for roof materials.
12. Specify minimum 1/4 inch per foot roof slope for drainage or design to support
accumulated water. Section 1506.1.
13. Provide skylight details to show compliance with Chapter 24 and Section 2603.7
or provide ICBO or other recognized approval listing.
• FOUNDATION
14. Provide a copy of the project soil report prepared by a California licensed
architect or civil engineer. The report shall include foundation design
recommendations based on the engineer's findings and shall comply with UBC
Section 1804.
a) The report submitted has expired. Provide an updated report.
15. Investigate the potential for seismically induced soil liquefaction and soil
instability in seismic zones 3 and 4. Section 1804.5
16. Provide a letter from the soils engineer confirming that the foundation plan,
grading plan and specifications have been reviewed and that it has been
determined that the recommendations in the soil report are properly incorporated
into the plans. (When required by the soil report).
17. The foundation plan does not comply with the following soil report
recommendation(s) for this project: Show the footing depth as stated in the
report.
• FRAMING
18. When special inspection is required, the architect or engineer of record shall
prepare an inspection program which shall be submitted to the building official for
approval prior to issuance of the building permit. Please review Section
106.3.5.

• DISABLED ACCESS PARKING SPACES
1. Revise site plan to show compliance with the required number of accessible
parking spaces for new facilities, (or at existing facilities where a change of
occupancy occurs). Per Table 11B-7 the minimum number of spaces is:
a) 1 for each 25 spaces up to 100 total spaces.
b) 1 additional space for each 50 spaces for between 101 and 200 total
spaces.
2. Show, or note, that an additional sign shall also be posted in a conspicuous place
at each entrance to off street parking facilities, or immediately adjacent to and
visible from each stall or space. The sign shall be >17" x 22" with lettering not <1"
in height. Per Section 1129B.5 required wording is as follows. "Unauthorized
vehicles parked in designated accessible spaces not displaying distinguishing
placards or license plates issued for persons with disabilities may be towed away
at owner's expense. Towed vehicles may be reclaimed at or by
telephoning ."
CURB RAMPS
3. Revise plans to show that curb ramps shall be constructed at the front of the
parking stalls, at each corner of a street intersection or where a pedestrian way
crosses a curb, per Section 1127B.5.1.
4. Plans shall show that curb ramps are >48" wide with a slope of £1:12 (8.33%), per
Sections 1127B.5.2 and 1127B.5.3. The lower end of each curb ramp shall have a
1/2" lip beveled 45°, per Section 1127B.5.5.
5. Show or note that the surface of all curb ramps and the flared sides are to be slip
resistant, and contrasting from the adjacent sidewalk finish, per Section 1127B.5.6.
6. Provide details or note on the plans that all curb ramps have a grooved border 12"
wide at the level surface of the sidewalk along the top and each side
approximately 3/4"o.c., per Section 1127B.5.7.
7. Show that detectable warnings, extending the full width and depth of the curb
ramp, inside the grooved border are to be installed if the slope is >1:15 (6.66%)

A preliminary review of your project was conducted on July 25, 1996. Listed
below are the issues raised by staff. Please note that the purpose of a preliminary
review is to provide you with direction and comments on the overall concept of
your project. The preliminary review does not represent an in-depth analysis of
your project. Additional issues of concern mav be raised after vour application is
submitted and processed for a more specific and detailed review.
Planning:
1. Staff has determined that your preliminary review proposal is in substantial
conformance with Site Development Plan 78-1 (C). As long as the current site
design is maintained, no discretionary application will be required. Building permits
will, of course, be required to be processed.
2. Parking tabulations were calculated incorrectly although the total requirement
appears to have been met. Office parking is calculated at a ratio of 1:250 sq. ft.
rather than the stated 1:400. This revision would require a total of 64 office
spaces rather than the stated 40. This change should be indicated on your building
permit submittal.
3. Plans submitted for building permits should include an outdoor employee eating
area. Although your site is not included in the PM zone and therefore not subject
to the outdoor eating requirements, the site is regulated by a site development plan
and staff suggests that this important feature be included in your proposal.
4. Landscaping plans should include low. screening shrubbery along the north and
west-facing slopes. Shrubbery should be of sufficient height to screen the grills of
cars parked along these slopes.

Engineering:
1 . This project is subject to comply with the National Pollutant Discharge
Elimination System (NPDES) permit, which requires the provision of best
management practices to reduce surface pollutants to an acceptable level prior to
discharge. The plans should indicate how this requirement will be met.
We suggest modifying the existing onsite drainage inlets with specially
designed filtering systems to treat storm runoff prior to draining to the public storm
drain. For those areas that are designed to sheet flow to the street, the accepted
method is to direct surface runoff through a landscaped area or grassy swale prior
to reaching the street.
Future permit applications should include evidence of a^jrvtacces^ and
the adjacent developments.
