(1) All heating, ventilating, air conditioning; and water heating equipment shall meet all of the
requirements of the Appliance Efficiency Standards and shall be certified by the California Energy
Commission.
A two stage thermostat, which controls the supplementary heat on its second stage, shall be
provided for heat pumps.
Thermostats shall be equipped with an automatic setback, which the building occupant can program to
automatically set back the thermostat twice in 24 hours.
Equipment which requires preventive maintenance to maintain efficient operation shall be furnished
with complete necessary maintenance information. -
All gas-fired fan type central furnaces, gas-fired fan type wall furnaces, and cooking appliances
shall be equipped with an intermittent ignition device.
All fan systems exhausting air to the outside shall be provided with backdraft dampers.
All transverse duct, plenum, and fitting joints shall be sealed with pressure sensitive tape or
mastic to prevent air loss and shall be insulated to conform to the provisions of Section 1005 of
the UMC, 1982 Edition.
A vapor barrier is required in climate zone 1, 14, and 16.
All manufactured windows and sliding glass doors shall meet the 1972 ANSI air infiltration
standards and shall be certified and labeled.
- (10) All swinging doors and windows leading to unconditioned areas shall be fully weather-stripped.
(U) Storage type water heaters and storage and backup tanks for solar systems shall be externally
wrapped with R-12 insulation or greater.
The five feet of pipe closest to the water heater, if outside conditioned space, shall be insulated

Lamps used in luminaries for general lighting in kitchens and bathrooms shall have an efficiency of

Showerheads and faucets shall be equipped with flow restrictors as outlined in the appliance
efficiency standards and shall be certified to the Energy Commission.
Masonry and factory-built fireplaces on exterior walls, shall be equipped with tight-fitting
closeable metal or glass doors covering the entire opening of the firebox; a combustion air intake
equipped with a readily accessible, operable, and tight fitting damper to draw air from the outside
of the building; and a tight fitting flue damper with a readily accessible control.
Insulation used shall comply with California Quality Standards.

(All Occupancies). After installing insulation, the installer shall post in a conspicuous location
in the building a certificate signed by the installer and the builder stating that the installation

The final results of tests and observations indicate that the compacted filled ground has been
placed at 90 percent of the maximum dry density or greater. It has been determined that the
fill materials, compacted to 90 percent of the maximum dry density, have a safe bearing value
of at least 1510 pounds per square foot for one foot wide continuous footings founded at
minimum depth and placed five feet or more Inside the top of compacted filled ground slopes.
If footirgs are placed closer to the exposed slopes than 5 feet inside the top of compacted filled
ground slopes, these should be deepened one foot below a 1 14 horizontal to I vertical line
projected outward and downward from a point 5 feet horizontally inside the top of compacted
filled ground slopes. Tests indicate that the compacted filled ground is adequate to satisfactorily
support the proposed one and two story wood frame dwellings without detrimental settlements.
In ourreport of the original investigation conducted at this subdivision, (Project No. 68-2-2C
dated March 8, 1968), we stated that some silty clay and sandy clay soils had been found on
the site that were expansive, and we recommended that each lot be inspected during or after
grading to determine those lots in which such expansive soils exist within the upper 3.0 feet.

It is recommended that the following special design precautions be taken for the houses to be
constructed on the above-listed lots:
Isolated interior piers should not be used. Continuous footings should be used
- throughout, and these should be placed at a minimumIT
the lowest adjacent exterior final ground surface.
Reinforce and interconnect continuously with steel bars all interior and exterior
footirs with tjrs at 3 inches above the bttoJof all footings and
r1ri inches below thepof the stems of the footings.
(3) Use raised wood-floors that span between continuous footings, or reinforce all
concrete slabs with 6 x 6 - 10/10 woven wire Fabric, and provide a minimum of
4 Inches of clean sand beneath all concrete slabs. Provide a moisture barrier
2 Inches below slabs under living areas.

If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends from
the main collection line' in the street (or easement) to the point in the street (at
or near the applicant's property line) where the service lateral is connected to
the applicant's building sewer. The applicant is responsible for the construction,
at theapplicant's expense, of the sewer pipeline (building sewer) from the appli-
cant's plumbing to the point in the street (or easement) where a connection is made
to the service lateral..
The connection of the applicant's building sewer to the service lateral shall be
made by the applicant at his expense. The connection must be made in conformity
with the District's, specifications, rules and regulations; and IT MUST BE INSPECTED

THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
