CARLSBAD, CALIFORNIA
This report describes an investigation of the geologic and
subsurface soil conditions, as well as the design oceanographic con-
siderations at the site of the proposed three-unit condominium structure
to be located at 2459 Ocean Street, in Carlsbad, California. The pur-
pose of the investigation is to determine the general subsurface soil
and geologic conditions, the depth and extent of any existing fill
soils, and to make recommendations for general site preparation includ-
ing the type and depth of foundation, allowable soil bearing pressures,
and design pressures for retaining walls. In addition, an ocean wave
study has been made in order to provide design criteria for the proposed
seawall which includes design wave heights, design wave force, beach
profile, and an estimate of the lowest probable sand level.
It is our understanding that the proposed project is to in-
clude the construction of a multi-level condominium structure on the
sloping terrace surface adjacent the beach. Plans provided by Alie
Design, Inc., indicate that the upper slab-on-grade garage will have a
floor elevation of +36 feet (MSL Datum) and the lowest floor levels of
the condominium complex will have a finish floor elevation of +18 feet
(MSL Datum). A pool is presently proposed to be situated approximately

10 feet west of the structure and a seawall will be located approxi-
mately 26 to 36 feet west of the subject structure. Plans indicate that
the top of the seawall will be slightly in excess of Elevation +16 feet
(MSL Datum) and an open cabana will be constructed on top of the seawall .
Plans indicate that grading of the subject site will essentially
consist of minor cuts and fills necessary to terrace the pad to the proposed
building geometry. It is our understanding that no import materials are
planned to construct design grades for the subject site.
FIELD INVESTIGATION
A field investigation was performed at the site on February 6,
1978. This investigation consisted of a general geologic reconnaissance
of the area and the excavation of three test pits at the approximate
locations shown on the Site Plan, Fig. 1. The test pits were excavated
with a rubber tire tractor-mounted backhoe. Representative soil samples
were obtained from the excavated materials at various depths in the test
pits. The field studies were conducted under the supervision of an
engineer from our office. The engineer prepared field logs of the
subsurface materials on the basis of an inspection of the excavated
materials and on the materials exposed in the test pits. Elevations of
the various geologic contacts were determined by use of a hand level
referencing known elevations along the property lines as indicated on
the Site Plan prepared by Alie Design, Inc., of Los Angeles, California,
dated June 8, 1977 .

The Key to Logs and the Logs of Test Pits, presented on Figs.
2 through 4, were based on an examination of the samples, results of
laboratory tests, and on the field logs. The vertical position of each
sample is shown on the Logs of Test Pits .
LABORATORY TESTS
The soils at the site were visually classified and evaluated
with respect to strength, swelling and compressibility characteristics,
grain-size, plasticity, density and moisture content. Classifications
were substantiated by conducting grain-size analyses and moisture con-
tent tests on representative soil samples. The strength of the various
soils was evaluated by consideration of the relative difficulty of
excavation with the equipment being utilized and the general geologic
setting of the various materials. Compressibility characteristics of
the near-surface residual soils were evaluated by consideration of the
porous structure of the materials as visually observed in the field .
Fill suitability tests of the near-surface residual soils, including a
laboratory compaction, grain-size, and direct shear test, were performed
on a sample recompacted to 90 percent of relative compaction at optimum
moisture content.
Results of the moisture content tests are shown at the corres-
ponding sample location on the Logs of Test Pits. The results of the
grain-size analyses and fill suitability tests are shown on Figs. 5
and 6, respectively .

SITE, SOIL AND GEOLOGIC CONDITIONS
The subject site is located on a low terraced surface adjacent
the Pacific Ocean, approximately 1,000 feet south of the entrance of
Buena Vista Lagoon, in Carlsbad, California. Topographically, the site
is situated immediatedly shoreward of a low, near-vertical, coastal
bluff along the beach. At the time of our investigation, the elevation
at the top of the bluff ranged from approximately 13 to 14 feet (MSL Datum) .
The terraced surface extended shoreward on a gentle upward slope (about
15 to 20 percent) up to the relatively level coastal mesa surface near
Ocean Street, which is near Elevation 35 feet.
At the time of our investigation, the beach face consisted of
a relatively narrow gravel (shingle) berm near Elevation +9 {approxi-
mately 20 feet wide), which sloped down to the sandy beach level located
approximately 40 feet seaward of the bluff. A visual examination of the
beach foreshore slope indicated a relatively flat surface extending a
considerable distance offshore. (On February 6, 1978, the date of our
field investigation, a low tide of -1.6 feet [MLLW Datum] occurred at
approximately 2:30 p.m. and at this point the foreshore slope could be
observed extending more than 150 feet seaward.)
The site is presently unoccupied and appears to be in its
natural state, except for minor planting and irrigation that has occurred
on the lower portions of the terraced slope. Several small trees, brush
and grass cover the entire site .

Results of our test pits, along with an examination of the
natural exposures along the bluff, indicate that the property is under-
lain by relatively dense beachridge terrace deposits of Quaternary age,
which are in turn underlain by very dense sandstones of Eocene age (in
excess of 4O-million years old). The near-surface residual soils con-
sist of a loose, porous, silty, sandy topsoil with an encountered thick-
ness of approximately 1-1/2 feet along the flatter, higher elevations of
the site, and an estimated thickness of approximately 2-1/2 feet along
the lower sloping surface. The terrace deposits which directly underlie
the residual topsoil were considerably more weathered on the sloping
surface than on the more level area adjacent Ocean Street. As indicated
in the test pits, the top 1 foot or so of terrace deposits on the sloping
surface was highly weathered and in a relatively loose state. This
transition zone was in turn underlain by relatively competent forma-
tional soils. On the more level portion of the site near Ocean Street,
the terrace deposits were encountered at a depth of 1-1/2 feet, and
were relatively dense and slightly cemented at the formational contact.
Results of Test Pit No. 3, which was located along the align-
ment of the existing seawall to the south, indicated approximately 3
feet of a shingle berm underlain by approximately 2-1/2 feet of loose to
medium-dense, fine to medium-grained beach sand, which was in turn
underlain by very dense, olive-colored, cemented sandstones of Eocene
age lithologically similar to the Eocene materials of the Del Mar forma-
tion. The Eocene deposits were encountered near Elevation +2.7 feet

(MSL Datum) as determined by hand leveling from the adjacent seawall to ,,.
the south which we understand to have a top of wall elevation of 16.0
feet. This geologic unit is relatively resistant to erosion and, for
design purposes, should be the lowest probable foreshore level during
the life of the proposed structure. Bedding attitudes within this
unit are nearly flat (generally within several degrees of horizontal) .
DISCUSSION
Soil Conditions
As mentioned previously, the soils at the subject site consist
of relatively loose, residual, silty fine sands underlain by relatively
dense, medium-grained sands. For foundation support, the underlying
formational soils are considered superior to the near-surface residual
soils, even when properly recompacted as a controlled fill. In addition,
because of the in-place weathering process and the subsequent higher
percentage of fines, the near-surface residual soils create higher wall
loads when used as a wall backfill for both cantileved and basement type
retaining walls. Design recommendations are contained herein for both
intact formational soils and recompacted fill soils for foundation
support and randomly mixed residual soils for use as wall backfill.
Ocean Wave Analysis
The following design considerations have been based on criteria
set forth in the Corps of Engineers shore protection manual (1973 Edition).
Design calculations are attached for your review .

A permanent seawall design section requires consideration of
such factors as the maximum anticipated deep water design wave height
and wave period to be expected to occur over the life of the structure.
Upon approaching the coastline, the design wave reaches a depth of water
so shallow that the waves collapse or break. This depth is equal to
about 1.3 times the wave height. During periods of extreme high tides,
small swells, say 1 to 2 feet in height, may actually maint~in most of
their wave energy and break directly on the structure. During periods
of heavy storms where deep water wave heights are tens of feet high,
these waves break quite a distance offshore, reform as smaller waves,
and eventually impart a portion of the original wave energy onto the
shore protection structure .
Bathometric data has been obtained from the three-year report
(1967 -1969), entitled "Cooperative Research and Data Collection
Program, Coast of Southern Ca 1 i forni a," and pub 1 i shed by the Los Ange 1 es
District Corps of Engineers, which shows hydrographic soundings in the
vicinity of the subject site since 1930 to have maintained a relatively
uniform foreshore slope in excess of 1 on 50. A rather conservative
foreshore slope at 1 on 40 was selected for design calculations. A copy
of Plate 10, Appendix F, of the above mentioned study is shown on Fig. 7
for your information .
An evaluation of potential scour depths has been based on
geologic evidence indicating that Eocene age deposits (in excess of
40-million years old) were encountered near Elevation +2.7 feet (MSL Datum) .

It is our opinion that this material is relatively resistant to erosion,
and for design purposes should be the lowest probable foreshore level
during the life of the proposed structure. For design calculations, we
have assumed a maximum scour elevation of +2 feet (MSL Datum).
CONCLUSIONS
(1) The soils on-site generally can be divided into three
groups:
(a) The residual materials on the site generally consist of
loose, porous, silty fine sand topsoils, typically 1-1/2 feet
in thickness along the upper portions of the site and becoming
2 to 3 feet thick along the lower sloping terrace surface.
Along the lower sloping surface of the site, the top l foot of
terrace deposits consists of residual soils that are in a
loose to medium-dense state .
(b} The near-surface residual materials are underlain at depth
by relatively dense, sandy terrace deposits, which are in turn
underlain by very dense Eocene age sandstones.
(c) Along the beach face, as much as 5-1/2 feet of unconsolidated
sand and shingle deposits overlie the relatively competent
Eocene age sandstones encountered near Elevation +2.7 feet
(MSL Datum).
(2) It is our opinion that the near-surface overburden soils,
as well as the near-surface beach face materials and the near-surface
terrace deposits encountered in the vicinity of Test Pit No. 2, are
unsuitable in their present condition for the direct support of the
proposed structures.
(3) It is our opinion that all of the on site soils are
suitable for structural fill materials and as wall backfill materials in
accordance with the provisions contained herein.

(4) It is our opinion that the proposed structures may be
supported on conventional spread or continuous footings founded in
properly compacted fill soils or intact formational soils .
(5) It is our opinion that, for design purposes, the lowest
probable sand level or, more specifically, the maximum depth of antici-
pated scour during the life of the structure will be near Elevation +2
feet (MSL Datum).
(6) It is our opinion that the steepest possible beach pro-
file would have a foreshore slope of 1 on 40 .
RECOMMENDATIONS
Site Preparation
(1) It is recommended that all loose and/or porous surface
soils within building areas that are not removed by the grading opera-
tion be excavated, processed, replaced, and recompacted in accordance
with the attached "Specifications for Control led Fill." Over most of
the site, these materials generally consist of a near-surface overburden
ranging in depth from approximately 1-1/2 feet along the upper level
portion of the site to possibly 3 to 3-1/2 feet along the top of the low
bluff.
It is recommended that the foundation for the proposed seawall
be extended to a base elevation of D feet (MSL Datum), and that the
excavation be inspected by personnel from this office to assure a mini-
mum 2-foot embedment into competent formational soils .

(2) It is recommended that all grading be performed in accord-
ance with the attached "Specifications for Controlled Fi 11" and the
recommendations contained in this report. All grading should be observed
and compaction tests made by Woodward-Clyde Consultants.
Foundation Design
(1) It is recommended that both spread and continuous footings
founded in undisturbed formational soils or compacted fill soils be
designed for a maximum allowable soil bearing pressure of 2,000 psf. If
a higher soil bearing pressure is desired, a maximum allowable soil
bearing pressure of 3,000 psf may be utilized for footings founded in
undisturbed formational soils. All soil bearing pressures include dead
plus live loads and may be increased by one-third to accommodate loads
that include wind or seismic forces. All footings should have a minimum
width o~d a minimum depth below rough grade ot l foot.
It is recommended that the continuous wall footing for the
proposed seawall which is to be supported on undisturbed formational
Eocene sandstone be designed for a maximum allowable soil bearing pres-
sure of 5,000 psf (dead plus live loads) and may be increased by one-
third to accommodate wind or seismic forces. This bearing pressure
assumes a minimum footing width of 3 feet.
(2) It is recommended that Woodward-Clyde Consultants inspect
the foundation excavation for the seawall as well as any structural
footings designed for 3,000 psf to verify material type and depth of
excavation .

(3) In order to provide resistance for lateral loads it is
recommended that passive pressure be assumed equivalent to a fluid
pressure of 300 pcf for footings poured neat against formational soils
or compacted fill soils. The top l foot of soil adjacent to footings
should not be included in calculating lateral resistance unless it is
protected by pavement or floor slabs. The equivalent fluid pressure
given above is based on the assumption that the ground surface adjacent
to and out from the footing is nearly horizontal for a minimum distance
of at least 10 feet from the base of the footing or three times the
height of surface generating passive pressure, whichever is greater.
If it is desired to utilize friction for resistance of lateral
loads, it is recommended that a value of 0.4 or 0.35 be used for design
lateral resistance for footings founded informational soils or fill
soils, respectively. If it is desired to combine frictional and passive
lateral resistance in design, the friction coefficient should be reduced
by 25 percent.
Retaining Wall Design
(1) In selecting lateral earth pressure, active lateral earth
pressures should only be used for cantilevered walls where a horizontal
movement of at least .00lH is possible at the top of the wall. If these
conditions are not satisfied, restrained conditions should be used .
It is recommended that cantilevered retaining walls with level
backfill surfaces extending for a minimum distance equal to the height
of the wall be designed for an equivalent fluid pressure of_35 pcf . . . ~ ..

This value assumes randomly selected on site soils are utilized for
backfill and that there will be no surcharge loads such as adjacent
footings or vehicle traffic acting on the wall .
Walls restrained from movement at the top, such as basement
walls, should be designed for fluid pressures of 35 pcf plus an addi-
tional uniform load of 12H psf (where His the height of the wall feet).
(2) Cantilevered retaining walls having uniform surcharge
loads, such as floor loads, vehicle traffic, or raised level fill,
should be designed to resist an equivalent fluid pressure of 35 pcf plus
an additional uniform pressure of 0.3Q where Q is the uniform surcharge
pressure in pounds per square foot.
(3) Cantilevered retaining walls being subjected to line
loads and surcharges, such as adjacent wall footings, should be designed
to resist lateral pressures as indicated on Fig. 8.
(4) It is recommended that the seawall be designed to resist
an additional hydrostatic pressure equal to sea water up to an elevation
of +7 feet (MSL Datum) on the landward side of the wall.
(5) It is recommended that all retaining walls be provided
with a backfill drainage system adequate to prevent buildup of hydro-
static pressures.
Seawall Design
(1) It is recommended that the subject seawall be designed to
resist a maximum wave induced dynamic pressure of 250 psf, a total
horizontal force of 700 plf, and an overturning moment about the toe of

the wall of 1,200 ft-lb/ft, These values assume a vertical wall and
the direction of wave approach normal to the wall.
It should be noted that these pressures are based on a maximum
stillwater elevation of +4 feet (MSL Datum) and a maximum design
breaking wave height on the structure of 2-1/2 feet. For these con-
ditions, the wall pressures exerted from soil and hydrostatic forces
on the landward side of the wall should be the controlling criteria
in design.
LIMITATIONS
The conclusions and recommendations made in this report are
based on the assumption that the soil conditions do not deviate appre-
ciably from those disclosed by the test pits. If variations are en-
countered during construction, we should be notified so that we may make
supplemental recommendations if they should be required .
Evaluation and utilization of soil materials for support of
structures includes investigation of the subsurface conditions, analyses,
formulation of recommendations, and inspection during grading. The soil
investigation is not completed until the soil engineer has been able to
examine the soil in excavations so that he can make the necessary
modifications if needed. We emphasize the importance of the soil engineer
continuing his services through the inspection of grading, including the
construction of fills and foundation excavations .

These specifications cover preparation of existing surfaces to receive
fills; the type of soil suitable for use in fills; the control of com-
paction and the methods of testing compacted fills. It shall be the
Contractor's responsibility to place, spread, water and compact the fill
in strict accordance with these specifications. A Soil Engineer shall be
the Owner's representative to inspect the construction of fills. Exca-
vation and the placing of fill shall be under the.direct inspection of
the Soil Engineer and he s~all • give written notice of conformance with
the specifications upon completion of grading. Deviations from these
specifications will be permitted only upon written authorization from
the Soil Engineer. A soil investigation has been made for this project;
any recommendations made in the report of the soil investigation or
subsequent reports shall become an ad~endum to these specifications.
I I. SCOPE
The placement of controlled fill by the Contractor shall include all
clearing and grubbing, removal of existing unsatisfactory material,
preparation of the areas to be filled, spreading and compaction of
fill in the areas to be filled, and all other work necessary to complete
the grading of the filled areas.
II I. MATERIALS
l. Materials for compacted fill shall consist of any material imported
or excavated from the cut areas that, in the opinion of the Soil Engineer,
is suitable for use in constructing fills. The material shall contain no
rocks or hard lumps greater than 6 inches in size and shall contain at
least 40% of material smaller than 1/4 inch in size. No material of a
perishable, spongy, or otherwise improper nature shall be used in filling.
2. Material placed within 24 inches of rough lot grade shall be select
material that contains no rocks or hard lumps greater than 6 inches in
size and that swells less than 3% when compacted as hereinafter specified
for compacted fill and when subjected to an axial pressure of 160 psf.
3. Representative samples of material to be used for fill shall be tested
in the laboratory by the Soil· Engineer in order to determine the maximum
density, optimum moisture content and classification of the soil. In addition,
the Soil Engineer shall determine the approximate bearing value of a recom-
pacted, saturated sample by direct shear tests or other tests applicable to
the particular soil.
4. During grading operations, soil types other than those analyzed in the
report of the soil investigation may be encountered by the Contractor. The
Soil Engineer shall be consulted to determine the suitability of these soils .

COMPACTED FILLS

(a) Unless otherwise specified, fill material shall be compacted
by the Contractor while at a moisture content near the optimum
moisture content and to a density that is not less than 90% of
the maximum density determined in accordance with ASTM. Test No.
Dl557-70T, or other density methods that will obtain equivalent
results.
(b) Potentially expansive soils may be used in fills below a depth
of 24 inches and shall be compacted at a moisture content greater
than the optimum moisture content for the material.
2. Clearing and Preparing Areas to be Filled
(a) All trees, brush, grass and other objectionable material shall
be collected, piled and burned or otherwise disposed of:by the Con-
tractor so as to leave the areas tr.at have been cleared with a neat
finished appearance free from unsightly debris.
(b) All vegetable matter and objectionable material shall be removed
by the Contractor from the surface upon which the fill is to be placed
and any loose and porous soils 3hall be removed or compacted to the
depth shown on the plans. The surface shall then be plowed or scarified
to a minimum depth of 6 inches until the surface is free from uneven
features that would tend to prevent uniform compaction by the equipment
to be used.
(c) Where fills are constructed on hillsides or slopes, the slope of
the original ground on which the fill is to be placed shall be stepped
or keyed by the Contractor as shown on the attached figure. The steps
shall extend completely through the soil mantle and into the underlying
formation materials.
(d) After the foundation for the fill has been cleared, plowed or
scarified, it shall be disced or bladed by the Contractor until it is
uniform and free from clods, brought to the proper moisture content and
compacted as specified for fill.
3. Placing, Spreading, and Compaction of Fill Material
(a) The fill material shall be placed by the Contractor in layers that
when compacted shall not exceed 6 inches. Each layer shall be spread
evenly and shall be thoroughly mixed during the spreading to obtain
uniformity of material in each layer.
(b) When the moisture content of the fill material is above that
specified by the Soil Engineer, the fill n1aterial shall be aerated
by the Contractor by blading, mixing or other satisfactory methods until
the moisture content is as specified .

(c) When the moisture content of the fill material is below that
specified by the Soil Engineer, water shall be added by the Con-
tractor until the moisture content is as specified.
(d) After each layer has been placed, mixed and spread evenly, it
shall be thoroughly:· compacted by the Contractor to the specified
density. Compaction shall be accomplished by sheepsfoot rollers,
vibratory roller, multiple-wheel pneumatic-tired rollers or other
types of acceptable compacting equipment. Equipment shall be of such
design that it 1vill be able to compact the fill to the specified density.
Compaction shall be continuous over the entire area and the equipment
shall make sufficient trips to insure that the desired density has been
obtained throughout the entire fill.
(e) Surface of fill slopes shall be compacted and there shall be no
loose soil on the slopes.
V. INSPECT! ON
l. Observations and compaction tests shall be made by the Soil Engineer
during the filling and compaction operations so that he can state his
opinion that the fill was constructed in accordance with the specifications.
2. The Soil Engineer shall make field density tests in accordance with ASTM
Test No. D-1556-70. Density tests shall be made in the compacted materials
below the surface where the surface is disturbed. When these tests indicate
that the density of any layer of fill or portion thereof is below the
specified density, the particular layer or portions shall be reworked
until the specified density has been obtained.
VI. PROTECTION OF WORK
l. During construction the contractor shall properly grade all excavated
surfaces to provide positive drainage and prevent ponding of water.
He shall control surface water to avoid damage to adjoining properties.
or to finished work on the site. The Contractor shall take remedial
measures to prevent erosion of freshly graded areas and until such time
as permanent drainage and erosion control measures have been installed.
2. After completion of grading and the Soil Engineer has finished his
observations of the work, no further excavation or filling shall be
done except under the observation of the Soil Engineer .

The undersigned is the owner of the real
property at 2459 Ocean Street at which property cer-
tain construction is in progress.
One of the conditions of the issuance of a
Building Permit was the installation of a solar heat-
ing system for the entire hot water to be utilized
on the premises.
The purpose of this letter is to inquire
whether, in the light of recent reports as to the
ineffectiveness of such systems, in the present state
of their development, the requirement can be waived.
My own research indicates that those who have installed
a system of a size commensurate with the size required
in our project have been extremely disappointed with
the performance and the myriad of problems attendant to
such installations, not the least of which are leaky
roofs.

Due to Fire protection requirements in this. area (Fire Zone 2,)
the installation of double pane glass is not feasible, therefor,
in the trade off on energy regulations, the double pane is being
deleted and wire glass and steel frames installed in the required
areas. -
The insulation in ceilings is increas.ed from R-19 to R~30, and in
exterior walls of 2 x 6 stud areas, the wall cavities are being
insulated with R-19 in lieu of R-11. This is satisfactory with
designer, Fire and Building departments.

of Solar systems on water heating, I have fact sheets
that do perform and have the approval from the Inter-
national Association of Plumbing and Mechanical Officials.
These specs and performance records are available at this
office for reviewing. I suggest you have your represen-
tative contact this office for further information.
In answer to the question of waiving the requirement, I
do not have that authority, and I believe you would have
to appeal to the City Council with little chance of having
it waived due to the information and performance records
of the latest systems.
