Carlsbad 99-998 II 4/30/99 PLUMBING (1997 UNIFORM PLUMBING CODE) 7. Provide complete gas line plans and calculations. Show the gas line sizes (existing and new) from the gas meter to the to tj,e new gas fixtures. Clearly show gas meter location, gas pressures, gas demands, and developed pipe lengths. MECHANICAL (1997 UNIFORM MECHANICAL CODE) 9. In the Technical Report by Eriksen-Rattan Associates Inc. provide data on proposed hazardous material to be stored and used as per the following. USC and UFC. The Technical Report by Eriksen-Rattan Associates Inc. does not address the H-occupancies uses room by room, and the plans do not label each room by use and number each separate room to make clear the operations in each area. a) Provide a written response to show how Spill Control and Drainage are being handled as required in USC, Section 307.2.4. N·o permits for the H-occupancy areas can be reviewed without the Spill Control, Drainage, and Containment being addressed. b) c) d) i) Please address the required 4 inch concrete at all walls for each H- occupancy room requiring Spill Control. ii) Please address how sprinkler water and spilled materials are prevented from flowing under doors and through doorways for each H-occupancy room requiring Spill Control. (Curbs or trench drains at the doors.) Provide calculations for required containment in each area of the buildings, as per USC, Sections 307.2.4.1.2 & 307.2.4.2.2. No permits for the H-occupancy areas can be reviewed without the Spill Control, Drainage, and Containment being addressed. Prpvide the-required manual shutoff control for ventilation equipment as per USC, Section 1202.2.3. The mechanical plans do not show the required 'Break-glass type switches, and the required labeling. Also, the plans do not show the required ventilation and controls for each of the rooms under the second floor level storage area· in the H-2/H-7 area. Please correct. The electrical plans do not show the required Standby power for H-3 occupancy as per USC Section 307.2.6 and Emergency power H-7 occupancy as per USC, Section 307.2.7. Please correct. 10. Provide mechanical plans showing all existing and proposed HVAC equipment, ·· ducts and access to equipment._ The note "_Existing Equipment to Remain" does not show the smoke and fire dampers, ducts, exhaust systems, and HVAC equipment sizes, types, and locations. Show the required fire rated occupancy· separations between the separate H-3/H-7 occupancy rooms. Also, show the required smoke and fire dampers at duct openings. 16. A complete mechanical plan review will be done when complete mechanical plans are provided. ENERGY CONSERVATION 20. The plans show not existing heating and/or cooling in the area of the new Clean Room. If this is so this is new conditioned space and enveloped design (ENV-1, ENV-2 and ENV-3 forms) are required for the proposed change in the envelope. Please correct. Provide complete energy designs for the proposed changes in envelope. 21. On the plans clearly show the wall and roof insulation locations, thickness, and R-values, as per the energy design. I am hesitant to simply make a statement that an unprotected opening between the F1 /8 & F2 occupancy areas is not a problem, even though the opening is relatively small [44 si, with 18 si conveyor assembly--unclear if the unprotected opening is the 44 si or just the 18 si]. The Beckman condition is somewhat different than an unprotected opening in a Control Area separation that was apparently previously allowed by tt1e City of Carlsbad. The reason that the "issue" is different is because the "new'' F2 occupancy Control Area is not allowed to have any nammable/combustible materials, whereas the "existing" B/F1 occupancy Control Area can and does have such materials. Also, I believe that the "original" Control Area separation was for health hazard materials and was not related to needing more than 1 Control Area for combustible and flammable materials. However, the only ,;flammables/combustibles" shown in the current inventory for "existing" Control Area 1 [F1/B Occupancy] appear to be located in the liquid formulation lab. The liquid formulation lab is located on the opposite side of the building from the drying room where the conveyor opening is located, and the liquid formulation room is also part of the "existing" Control Area 1. If this is the situation [that all "flammables/combustibles" in "existing" Control Area 1 are located in the liquid formulation lab], the unprotected conveyor opening between the "new" F2 Occupancy and the "existing" Fi Occupancy drying room is really a "non-issue" as there is no exposure hazard to the F2 area from the F1 area. If the situation is other than described above, the unprotected opening could most likely still be justified if there are [or will be] no flammables/combustibles in the drying rooms.
