Ensure that the meter proposed by the owner/developer is not oversized.
Oversized meters are inaccurate during low-flow conditions If it is oversized, for
the life of the meter, the City will not accurately bill the owner for the water used.

If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit.
Maximum service and meter size is a 2" service with a 2" meter.
If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand. (manifolds are considered on case by case basis to limit
multiple trenching into the street).
O 0 0 12b. Irrigation Use (where recycled water is not available)
All irrigation meters must be sized via irrigation calculations (in gpm) prior
to approval. The developer must provide these calculations. Please follow
these guidelines:
1. If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W". The irrigation service should
look like:

2. If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (wl a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations Will include:
Hydraulic grade line
Elevation at point of connection (POC)
Pressure at POC in pounds per square inch (PSI)
Worse case zone (largest, farthest away from valve
Total Sprinkler heads listed (with gpm use per head)
Include a 10% residual pressure at point of connection
3. In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA). As long as the project is located within the City recycled water

service boundary, the City intends on switching these irrigation
services/meters to a new recycled water line in the future.
0 0 0 12c. Irrigation Use (where recycled water is available)
Recycled water meters are sized the same as the irrigation meter above.
If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, but is not live (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWA for this.

Upon reviewing the engineering comments on the roller hockey rink, attached is a site plan
with the corrected site address. Items 1 and 3 from the letter dated Jan. 30th, 2007 were
previously addressed as shown below:
Item 1: The SWPP plan check and inspection fee was paid to the city on April 12, 2007.
Please see attached receipt showing payment of fees.
Item 3: After receipt of the Jan. 30th letter, we sought further clarification of Item 3, as
landscape plans are reviewed through Planning Department. Based on conversations with
Christer Westman and Clyde Wickim, it was agreed that a landscape plan would be
submitted to Christer for review. The landscape plan was provided to Christer Westman in
Planning for review and was subsequently approved. I have emailed Christer asking him to
contact you to acknowledge his review and approval.

Proposed Roller Hockey Rink
Purpose of meeting is to obtain feedback and in general, be good neighbors
Academy currently has a roller hockey team and they have to bus the cadets to Escondido
for practice, which costs extra time and money.
Academy would like to have a practice facility on-site for cadets

When will the rink be used? Will it have lights?
Cadets will use the rink during their afternoon practice time. There are no lights
proposed for the rink, so daylight and the set study time at 7:15pm for all cadets will be
restrictions on rink
Construction Hours
Previous construction project on the bridge adjacent to the Academy was loud at early hours of the
morning, dropping off construction equipment etc. Can this be avoided?

The Academy was not associated with the bridge project. Academy would abide by the
construction hours set by the City of Carlsbad.
Noise,/Crowds
Concerned about the noise that may come from the rink.
How many people would come to an event, etc?
The roller hockey rink would be a practice facility for the cadets. All official games are
held at a rink in Escondido. There would be the normal noise associated with a team
sport such as cheering on teammates, coaching, etc.
Screening
Can there be some screening so that the view and noise can be mitigated from neighbors? Potentially
walls, etc?
A proposed rod iron wall and landscaping is proposed along the street frontage to provide
screening of the project. A solid wall was considered, but not pursued as it would detract
from the residential feel of the neighborhood
Drainage/Street Improvements
Frontage along Mountain not very attractive, lacking curb in some areas
Can the Academy do something about the lack of curb and resulting drainage issues along the edge
of Mountain View?
As part of the Master Site Plan for the Academy, the street and public improvements will
be addressed. A neighborhood meeting will be held in about a month to obtain more
feedback from neighbors on this issue, as part of the Alternative Street Design Process.
Site Location
Why was this location selected for the rink? Could it work elsewhere on site, near football field?

PRODUCT SPECIFICATIONS
PART 1 — GENERAL
1.1 Project Scope
A. Furnish one complete Border Patrol® Pro 4500A combination in-line/ice hockey
dasher board system, as specified herein.
1.2 Acceptable Manufacturer
The in-line hockey dasher board system specified herein shall be manufactured by
;- Athletics Inc. (800-809-RINK) 4814 Park Glen Road Minneapolis, Minnesota 55416.
The dasher board manufacturer shall have the following qualifications;
Preferred Rink Equipment Supplier to the National Hockey League (N.H.L.).
Official Dasher Board Supplier to the USA Hockey InLine..
Official Dasher Board Supplier to the North American Roller Hockey
Championships (NARCh).
1.3 Submittals
Manufacturer shall supply, upon receipt of contract from Contractor, Engineer,
Architect, Municipality, or Owner, a set of shop drawings, which will itemize sizes and
materials as well as construction details for installation.
Manufacturer shall supply, upon request, engineered structural calculations and
detailed written specifications for the dasher boards specified herein.
Manufacturer shall supply, upon request, material samples for approval of quality
and color.
Manufacturer shall supply, upon request, a sample panel of the specified dasher
board system that will show exactly how the system will be manufactured. Samples
shall show how shielding.and hardware will be attached to the system.
Manufacturers submitting a "proposed equal" product to the system specified herein,
must fulfill all of the items listed above, A. through D., at least ten (10) business days
prior to bid opening.

1.4 Quality Assurance
A. All materials shall be manufactured and installed per plans and specifications. All
materials shall be new and of the highest grade material and construction. All
straight panels and radius panels shall be pre-fabricated in the manufacturers plant,
prior to delivery and installation of the dasher board system.
Manufacturer shall have at least five (5) installations identical in construction to the
following specifications. A list of these installations including contact names,
addresses, and telephone numbers shall be provided, upon request, prior to
approval.'
1.5 Warranty
A. Manufacturer shall warranty dasher board system for a period of three years from the
date of change-of-ownership.
1.6 ;- Delivery
A. Delivery to be coordinated with completion date of the project. Completion date shall
allow for sufficient time to deliver and install the dasher board system. -
1.7 Site Conditions
A. Dasher boards shall be installed on a concrete stab, concrete ribbon, or concrete
footings. Concrete foundation shall have no more than 1/8" difference in elevation
every 10'.
PART 2— BORDER PATROLS PRO 4500A DASHER BOARD SYSTEM
2.1 Framing
Standard aluminum dasher frames shall be 5" wide x41" high x 8 long with -horizontal
and vertical cross members,
The design of all panels, whether straight section, curved section or a section in which
a gate is located shall be fundamentally similar.
Aluminum is to be tight structural type and made with alloy 6005A-T6. Aluminum
components to meet ASTM B221 and Federal specification. QQA200-9.

Sections to be used in construction of the welded aluminum frame shall be: Top Front
Stringers (horizontal) — 1" x 2" x 118" tube. Top Back Stringers (horizontal) — In x 2" x 1/8" tube. Middle Front Stringers (horizontal) —1" x 2" x 1/8" tube. Bottom Front and
Back Stringers (horizontal) — 1-1/2" x 2" x 5/30 channel. End Plates (vertical) — 1/ x 6° extrusions, c/w 1-1/2" perimeter fastening plates front and back. Three 3/4"
diameter matching holes to accommodate 5/8" diameter through bolts. End Plates at
Gates (vertical) - '/" x 5" extrusions, c/w 1-1/2" perimeter fastening plates front side
and 3" plates back side for mounting hardware. Intermediate Post (vertical) - Panels
over 4' in length are to have vertical post, 1-1I2 x 2-1/2" x 1/8" tube.
12 Anchoring
Manufacturer shall supply 1/2* aluminum anchor plates. Plates shall have a 3/4°
hole to accept a 5/8" bolt and flat washer and lock washer for securing the dasher
panels to the 5/8° drop-in floor anchors. Each 8' panel shall be fastened to the floor
with three 5/8" grade 5 anchor bolts.
Manufacturer shalt supply all new steel anchors and hardware, as detailed on the
drawings, required for the installation of the dasher boards.
2.3 Panel Construction
Panel facing (white) shall be 3/8° thick x 41" high x 96" long. Panel facing shall be
compression molded fiberglass with UV absorbers, manufactured by compression
molding containing inert fillers, resin, and continuous strand fiberglass reinforcement,
with integral color throughout the entire material. Panel facing shall be connected to
the aluminum frame with W x In Philips type F machine screws. All heads shall be
countersunk and color matched for a professional finish.
Cap rail (blue or red) shall be 3/4" thick x 5 7/8" wide UV stabilized polyethylene.
Cap rail shall be spliced into a maximum of 48" long pieces to allow the material to
expand and contract. Front and back edge of the cap rail shall be rounded for a
safe, smooth finish. Cap rail shall be connected to the aluminum frame with %" x In
Philips type F machine screws. All heads shall be countersunk and color matched
for a professional finish.
Kick plate (gold) shall be 8" high x 96" long. Kick plate shall be constructed of the
same fiberglass material as specified in the panel facing above. Kick plate shall be
attached with %" x In Philips type F machine screws along the bottom and W x V
machine screws with washers and nyloc nuts along the top. It shall be 6" high x 96"
long. The top edge shalt be rounded. All heads shall be countersUnk and color
matched for a professional finish.

2.4 Gates
Access and player gates shall be 2'-8' wide in quantities specified. They shall be
left or right hand swing as specified. All access gate latches shall be equipped with surface side release buttons located on the cap rail.
Gate panels shall be constructed of the same materials as the rest of the system.
The gate latch mechanism shall be designed so the gate can be closed and latched
in a single movement. Handle of the gate shall be designed so players wearing
hockey gloves can easily open the gates. Latches shall be of solid welded steel
construction. Thresholds shall be approximately 9" above floor level.
Equipment gate shall be a double leaf gate with an 8'-0" opening. Each leaf shall be
4' wide. Equipment gate latch shall be the sliding bar type with a large grasp handle.
Two slide bars per 8' equipment gate will be provided. Each equipment gate shall be
equipped with a sturdy, adjustable steel caster.
2.5 - Hardware
A. All steel hardware shall -be stainless, zinc coated or galvanized for corrosion
resistance. Hardware shall include hinges, latches, nuts, bolts, washers, and
miscellaneous fastening devices necessary for complete installation.
2.6a Upper Containment (Chain Link Fencing)-
Manufacturer shall supply 6 gauge, 2" black, vinyl-coated chain link fencing to be
mounted on top of the dasher board panels around the perimeter of the rink and in
front of the scorer box area, but not in front of the player box or penalty box areas.
Standard fencing height to be 4' high on the sides of the rink and 6' high on the ends
of the rink unless specified at other heights.
Fencing to be supported with 17/8" schedule 40 galvanized steel pipe for uprights
and 1 5/8" schedule 40 galvanized steel pipe for top and bottom cross members.
Uprights to be located every 4' on center on the curves of the rink and 8' on center
on the sides and ends of the rink. Two additional cross members will be supplied for
the ends of the rink. All necessary hardware needed to complete the job will be
included.
Vertical posts shall mount on J-hooks In the middle of each dasher frame. J-hooks are
anchored to the middle (horizontal) cross member. J-hooks are to be zinc plated.
Protective Corner Pads shall be provided for exposed fence post terminations.

2.6b Upper Containment (Tempered Glass)
In lieu of fencing, tempered glass upper containment can be used. Upper
containment shall be dear float tempered glass, 1/20 thick, and shall have the top
two corners clipped and the top edges ground.
Standard height of spectator shielding shall be 5' above the dasher cap rail at the
ends and radius corners of the rink.
Standard height of spectator shielding shall be Tat the sides of the rink and along
side, but not in front of players/penalty boxes.
Protective Corner Pads shall be provided for exposed shielding terminations.
Transition spectator shielding shall be installed to connect shields of differing
-. heights.
All spectators shielding shall be mounted in aluminum support posts. Spectator
shield mounting supports shall be rectangular (H-channel) in design and of one-piece
construction. Shield mounting supports shall be made of light structuralgrade
aluminum (alloy #6005A-T6). Supports shall be installed through a snug fitting
contoured opening in the finished caprail and inserted at the bottom into a support
cup or J-hook at the center horizontal angle of the dasher panel. Spectator shield
mounting supports shall be furnished with PVC gasketing to secure and cushion the
shielding.
Mounting hardware is to be removable so that the spectator shielding can be
removed without demounting the dasher system.
Gate shield mounting hardware shall be "2C" supports.
L. The height of the supports above the caprail shall be 1" below the height of the
shielding for glass heights up to 5'.

3.la Pro Boxes (player, penalty, scorer)
Pro Boxes shall be built with the same standard dasher board materials as
previously specified in the sections titled Framing, Anchoring, Panel Construction
(excluding kick plate), Hardware, and Upper Containment (to match player side).
Two player boxes with dimensions of 24'-O" long x 5'-0' deep.
Two penalty boxes with dimensions of 8'-O" bAg x 5'-0' deep.
One scorer box with dimensions of 8'-O" long x 5'-O" deep, including 3' divider
panels separating scorer box from penalty boxes.
J. One 2-6' access gate located at the back of the scorer box.
One 1'-8' x 8'-0' polyethylene scorer table (natural white).
3.lb-' Chain Link Boxes (player, penalty, scorer)
Chain Link Style Boxes shall be built with 61-0" high chain link fence. Chain link
fence material shall be 6 gauge, 2' x 2' vinyl coated (bIck). Support posts shall be
1 7/8' Sch. 40 steel pipe, cross members shall be 15/8" Sch. 40 steel pipe. Support
posts, cross members, connectors, and hardware shall be galvanized.
Two player boxes with dimensions of 24'-0' long x 5'-O' deep, including built-in water
bottle racks,
Two penalty boxes with dimensions of 8'-0" long x 5'-0' deep.
ID. One scorer box with dimensions of 8'-0" long x 5'-0" deep, including 3' divider panels
separating scorer box from penalty boxes.
One 3'-O" access gate located at the back of the scorer box.
One 1'-V' x 8'-0' polyethylene scorer table (natural white).
3.2 Elevated Floors (in player, penalty, scorer boxes)
All box floors shall be elevated 8" above foundation for better player viewing.
Coaches walkway shall be elevated an additional 71P behind player bench areas
Flooring shall be constructed of 2' x 6" treated lumber set Won center.
The wood framework shall be covered with %" treated plywood, screwed into
place, and covered with open grid plastic sport tile.

3.3 Benches (in player, penalty, scorer boxes)
Bench seats shall be a nominal 2"x 10" fluted aluminum plank with non-skid surface.
Posts shall be 1 14" x 3" galvanized steel tube welded to a surface-mount base plate.
- C. Top surface of player/penalty benches shall be 17" above foundation. Top surface of
scorer bench shall be 25" above foundation.
- D. Player benches shall be 21' long. Penalty and scorer benches shall be 6' long.
3.4 Professional Goals (One Pair)
A. NHL Style, official size hockey goals shall be 4' high x 6 wide.
B. Goal frames shall be built with welded 23/8" tubular steel, including lacing loops.
-. C. Nets shaft be 565 lb. Nylon knotless net with 1-1/2" mesh.
'. D. Goals are fully strung and include frame, net, skirt, and pad - no assembly required.
3.5 Protective Netting
Protective netting shall extend 4' above the top of the upper containment (fencin) on
ends and radius corners of the rink.
The netting framework shalt be built by extending the upper containment vertical
support posts to the required height. A horizontal cross member shall run along the
top of the entire netting system.
The netting shall be black nylon fabric designed for outdoor use, fastened (with nylon
zip ties) to every other vertical upright post.

PART 4- EXECUTION
4.1 Delivery and Installation
- A. Manufacturer shall construct, fabricate and deliver all materials to the job site per
plans and specifications. Installations shall be in strict conformance with
manufacturers requirements and instructions.
Installation of the dasher board system shall be completed In one Qf three following
ways: complete installation by the manufacturer, on-site supervision by the
manufacturer, or by an experienced dasher board contractor who Is approved by the
manufacturer.
