Dear Chuck: Based on review of the referenced report and recent observations of exposed bedrock in the innediate vicinity of the proposed seawall, it appears that a depth of embedment into bedrock of two feet will be adequate for the proposed wall foundation. The foundation excavation should be inspected by the geotechnical engineer prior to the placement of reinforcing steel and if any potentially erodible materials are present in the seawall foundation excavation which could result in scour, then deepening of the foundation will be necessary. GEOTECHNICAL CONSULTANTS August 1, 1988 Project No. 249.1 C.E. Bartley 2489 Ocean Street Carlsbad, CA 92008 Subject: SHORE PROTECTION DESIGN RECOMMENDATIONS 2489 Ocean Street Carlsbad, California Dear Mr. Bartley: In accordance with your request, we are providing preliminary design recommendations for shore protection to be constructed at the toe of slope at the rear of the subject property. The shore protection will consist of either a seawall or a stone revetment. The purpose of the shore protection is to protect the existing slope against erosion by wave action. Our work has consisted of review of pertinent coastal design criteria and geotechnical maps and reports for the site and vicinity (see References), subsurface exploration, laboratory testing, engineering analysis and the preparation of this report. We were provided with a Topographic Map, undated, prepared by Sidney Hale, which served as the base map for our Plot plan, Figure 1. Elevations used in our analysis were extrapolated from the Topographic Map using a hand level and should be confirmed by a future topographic survey. SITE DESCRIPTION The site consists of one, residential, rectangularly shaped lot (75 feet x 135 feet) . Site improvements include an attached, wood- frame, living area and garage structure. Site topography at the rear of the lot descends to the beach to the southwest at a slope ratio of approximately 4:1 (horizontal to vertical) . The lower portion of the slope has been eroded by wave action to near vertical. Slope vegetation consists generally of ice plant. An approximately 3 feet high stone seawall was reportedly constructed along the rear property boundary about 35 years ago. An approximately 10 feet high stone seawall has been constructed along the rear boundary of the property to the north and an approximately 5 feet high wall to the south.. The approximate layout of the site is shown on the attached Plot plan, Figure 1. 5245 AVENIDA ENCINAS • SUITE G • CARLSBAD, CALIFORNIA 92008 9 (619) 931-1917 SHORE PROTECTION DESIGN RECOMMENDATIONS Project No. 249.1 August 1, 1988 Page 2 GEOTECHNICAL CONDITIONS Geotechnical conditions were determined by review of Reference 3, excavation of two test pits at the toe of slope and geologic mapping of the slope. The approximate locations of the test pits are shown on the plot plan, Figure 1. The geotechnical conditions at the site are shown on Cross Section A-A', Figure 2. The Test Pit Logs are included on Figure 3. LABORATORY TESTING Laboratory testing was performed on samples obtained from the test pits. Laboratory testing consisted of the following: Dry Density and Moisture Content (ASTM: D 1188 and ASTM: D 2216) 0 Direct Shear (ASTM: D 3080) Material Finer than the No. 200 Sieve (ASTM: D 1140) Results of the dry density and moisture content determinations are shown on the Test Pit Logs, Figure 3. The remaining laboratory test results are shown on Figure 4. COASTAL DESIGN CRITERIA The following coastal design criteria for the subject site are based on 1983 storm data for the San Diego coastal area (References 2, 4, and 5) and calculations have been performed in accordance with the Shore Protection Manual (Reference 1) Still Water Elevation - San Diego Harbor = +8.3 ft. MSL Scour Elevation - bedrock contact = +2.0 ft. MSL Design Wave Period = 22 sec. Elevation of Breaking Wave = +11.5 ft. MSL Run-up Elevation = +16.0 ft. MSL HETHERINGTO! ENGINEERING INC. SHORE PROTECTION DESIGN RECOMMENDATIONS Project No. 249.1 August 1,, 1988 Page '3 CONCLUSIONS AND RECOMMENDATIONS General The construction of a seawall or stone revetment at the toe of slope to provide protection against slope erosion from wave action is feasible. Design and construction should take into account the appropriate geotechnical and coastal features of the site. Seawall A seawall may consist of a cantilever, vertical, retaining wall founded in the underlying bedrock. The wall should extend to a crest elevation of +16 feet MSL with some overtopping expected. The wall should be constructed in line with the walls to the north and south. Some flanking should be anticipated if the adjacent walls do not extend to elevation +16 feet MSL. Foundations bearing at a minimum depth of 3 feet into bedrock may be designed for a dead plus live load bearing value of 4000 pounds per square foot. This value may be increased by one- third for loads due to seismic forces. A lateral bearing value of 400 pounds per square foot per foot of depth into bedrock and a coefficient of friction between bedrock and concrete of 0.4 may be assumed. These values assume that foundations will be poured neat against bedrock. Footing excavations should be inspected by the Geotechnical Engineer to insure that they are founded as recommended. Seawalls should be designed to resist lateral soil pressures applied above the bedrock contact (approximate elevation +5 feet MSL) of 80 pounds per cubic foot, equivalent fluid pressure. Walls should also be designed to resist wave forces. A gravel drain wrapped in filter cloth is recommended directly behind the face of the wall with weep holes constructed through the wall face. This is to reduce the hydrostatic pressure directly behind the wall. Wall backfill should consist of clean sand or gravel compacted to at least 90 percent relative compaction (ASTM: D 1557) Wall backfill should be properly benched into bedrock/terrace deposits. Wall backfill should be tested and inspected by the - -. Geotechnical Engineer. Type V cement should be used for concrete in a marine environment. HETHEPINCTON ENGINEERING INC. SHORE PROTECTION DESIGN RECOMMENDATIONS Project No. 249.1 August 1, 1988 Page 4 Stone Revetment A -stone revetment should. be constructed in line with the adjacent seawalls to the north and south. Prior to construction of a stone revetment, existing vegetation and miscellaneous debris should be removed and the existing slope should be regraded to a 1-1/2:1 (horizontal to vertical) slope by either placing fill at the toe or by cutting back. Any fill placed should be properly keyed and benched into bedrock/terrace deposits and compacted to at least 90 percent relative compaction. To prevent scour, the base of the revetmént should be founded in bedrock requiring excavation of a 3 feet deep key at the toe of slope which should be approved by the Geotechnical Engineer prior to the placement of rock. The stone revetment should extend to a crest elevation of +16 feet MSL with some overtopping expected. Some flanking should be anticipated if the adjacent walls do not extend to elevation +16 feet MSL. Remaining recommendations are shown on the attached Shore Protection Stone Revetment (Typical Detail) , Figure 5. Construction of the revetment should be periodically observed by the Geotechnica]. Engineer. Review of plans Plans for the seawall or stone revetment should be reviewed by the Geotechnical Engineer to confirm conformance with the recommendations included in this report and to provide modification as necessary.
