Commencing January 1, 2007, whenever a building permit is issued for construction of a new swimming pool or spa or any building permit is at a private, single-family home, it shall be equipped with drowning prevention safety features: A. 3109.4.4.3 Enclosure; required characteristics. An enclosure shall have all of the following characteristics: • The pool or spa shall be isolated from access to a home by an enclosure that meets the requirements of Section 3109.4.4.3. • Any access gates through the enclosure open away from the swimming pool and are self- closing with a self-latching device placed no lower than 60 inches above the ground. • A minimum height of 60 inches. • A maximum vertical clearance from the ground to the bottom of the enclosure of 2 inches. • Gaps or voids, if any, do not allow passage of a sphere equal to or greater than 4 inches in diameter. B. Hot tubs or spas with locking safety covers that comply with the American Society for Testing Materials Emergency Performance Specification (ASTM ES 13-89) Carlsbad PCI 10026 6/24/11 ANTI-ENTRAPMENT REQUIREMENTS C. 3109.5 Entrapment avoidance. Suction outlets shall be designed to produce circulation throughout the pool or spa. Single-outlet systems, such as automatic vacuum cleaner systems, or other such multiple suction outlets whether isolated by valves or othenwise shall be protected against user entrapment. D. 3109.5.1 Suction fittings. All pool and spa suction outlets shall be provided with a cover that conforms to ASME A112.19.8M, a 12-inch by 12-inch drain grate or larger, or an approved channel drain system. • ELECTRICAL 4. Specify on the plans the size of the circuit to serving the new spa. 5. Specify on the plans the amperage of the existing panel or subpanel used to serve the new spa. 6. Note on the plans that the new electrical circuit serving the spa will be GFCI protected. • PLUMBING 7.
