1. Include the pole height for the site lighting on the plans.
2. The equipment ground sizing to match the ungrounded conductors for voltage drop
conductor upsizing ratios. See CEC 250.122(8).
3. Include the locations of the two new services. Detail there installation: Fenced, inside,
clearances, etc.
4. Provide a grounding electrode sesign for both new services: Electrodes and conductor
descriptions. If they are installed in or on a building with anoeher service, include
signage and bonding designs.
5. Specify the Utility fault current available, the equipment labeled (complete with date) with
the fault current specification, and the AIC rating for all service overcurrent devices.
6. Specify whether the systems designs are fully-rated, series rated, or engineered (fault
current levels shown throughout the system).
7. The service enclosure type: Indoor (NEMA 1) or exterior (NEMA 3).

1. Site lighting background has been updated to the latest to reflect the driveway alignments and
parking configurations.
2. Landscape lighting has been revised to include bollards for pedestrian walkways and uplights to
highlight trees. Parking lot site lighting is 30' tall.
3. Added a boundary ling to the site lighting to delineate Carlsbad/Oceanside.
4. Provided a shield for light fixtures near the Buena Vista Creek area.

With regard to the Westfield lighting plan (CB140i62), I would like to have a few construction
notes added such as:
L In addition to standard building inspection requests, contractor shall coordinate with the
Engineering inspection regarding work on city-owned property. For engineering inspection
requests, contractor shall also contact the engineering inspector at 760-602-2780,
reference # RW130140.
2. Contractor shall maintain all existing parking lot lighting during construction. Once the
new parking lot lighting system has been installed, tested and is operational, contractor
shall remove all existing lighting fixtures, foundations, etc. within the parking lot area.
3. In paved areas, where contractor removes foundations, contractor shall re-pave those
areas per City of Carlsbad engineering standards ancj re-e~tablish any parking lot striping to
match existing.

With regard to the Westfield lighting plan (CB140162), I would like to have a few construction
notes added such as:
1. In addition to standard building inspection requests, contractor shall coordinate with the
Engineering inspection regarding work on city-owned property, For engineering inspection
requests, contractor shall also contact the engineering inspector at 760-602-2780,
reference # RW130140.
2. Contractor shall maintain all existing parking lot lighting during construction. Once the
new parking lot lighting system has been installed, tested and is operational, contractor
shall remove all existing lighting fixtures, foundations, etc .. within the parking lot area.
3. In paved areas, where Contractor removes foundations, contractor shall re-pave those
areas per City of Carlsbad engineering standards and re-establish any parking lot striping to
match existing.

2. 06 page 4 6 of the Westfield Carlsbad Speoifio Plan (\'\lCSP), it discusses gateway entry design and indicates
that "specimen plant material will be highlighted 'during the evening hours with specialty assent lighting utilizing
ground mounted up lights to illuminate the branching pattern of the specimen." Additionally, on page 4 24 of the
VVCSP, it also specifies that "appropriately scaled pedestrian lighting shall be looated along pedestrian routes and
within parking areas· to provide safety and encourage the use of pedestrian sidewalks." Lastly, on page 5 2 of
the V\'CSP Outdoor Lighting Development Standards, it requires that "pedestrian soaled lighting with light
standards that are 15 ft.or less in height, bollard style lights, or combination thereof shall be utilized throughout
the projeot premises ·to illuminate pedestrian side•,valks and connecting pathways identified in Figure 7

WCSP, it also specifies that "appropriately scaled pedestrian lighting shall be located along pedestrian routes and
within parking areas to provide safety and enco1,1rage the use of pedestrian sidewalks." Lastly, on page 6-2 of
the WCSP -Outdoor Lighting Development Standards, it requires that "pedestrian scaled lighting with light
standards that are 15 ft. or Jess in height, bollard style lights, or combination thereof shall be utilized throughout
the project premises to illuminate pedestrian sidewalks and connecting pathways identified in Figure 7 -
Pedestrian Circulation." Please expand on the exterior lighting plans to address these areas. In addition, please
note that the Parking Lot Site Lighting Plans show several large parking lot lights (>35 ft. tall) proposed within the
median and along the adjacent edges of these main vehicular/pedestrian entrances· that would be In conflict with
thi_~ vision for the gateway entry designs. Please replace these lights and revise plans to comply.

Response: The landscape lighting provided will adequately highlight the entry palms and
surrounding landscape. The provided up-lights at the entries will illuminate the bottom
of the palm trees. The light will be concentrated on the tree trunks at high intensity to
provide attractive visual effect at this area. The intensity of the light from the light poles
is much less than this visual effect on the palm trunk and the below landscape. It will not
wash out this visual effect.
However, for minimizing this effect at Plaza Drive and those along Marron Road, we
have put certain overhead lighting fixtures that are close to the up-lighted palm trees on a
different dimming zone (required relays and control wires added). This way the overhead
lighting can be dimmed down to a level that gets optimum floor level lighting and up-
lighting result.
