Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil and the Carlsbad Planning,
Engineering and Fire Departments.
2. Bring TWO corrected set of plans and calculations/reports to EsGil, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad
Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil only will not be reviewed by the
City Planning, Engineering and Fire Departments until review by EsGil is complete.
GENERAL
1. Please make all corrections and submit two new complete sets of prints, to:
Esgil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, California
92123, (858) 560-1468.
2. Provide evidence of health department approval of food establishment.
PLANS
3. Provide a statement on the Title Sheet of the plans, stating that this project shall
comply with the 2016 California Building Code, which adopts the 2015 IBC, 2015
UMC, 2015 UPC and the 2014 NEC.
4. Provide complete information in regards to the signs, or clearly show them as not
included on the plans.
SITE PLAN
5. Provide a fully dimensioned site plan drawn to scale. Sec. 107.2. Include the
following:
a) Clearly dimension building setbacks from property lines, street centerlines,
and from all adjacent buildings and structures on the site plan.
b) North arrow.
c) Property lines/easements.
d) Streets/alleys.
e) Existing and proposed buildings and structures.
6. Show dimensioned parking layout, including any required disabled access
spaces. Section 107.2.

7. When the character of the occupancy or use changes within a building, the
building must be made to comply with current Building Code requirements for the
new occupancy. IEBC Section 407. Please provide complete details to show the
building will comply.
8. Show on the Title Sheet all buildings, structures, walls, etc. included under this
application. Any portion of the project shown on the site plan that is not included
with the building permit application filed should be clearly identified as "not
included" on the site plan or Title Sheet. Sec. 107.2.
EGRESS BALCONIES
9. Egress balconies serving more than 50 occupants must be a minimum 44 inches
wide and 7'-6" high to the lowest projection. A minimum width of 36 inches may
be used if the occupant load is 50 or less. Section 1021.1.
INTERIOR WALL AND CEILING FINISHES
10. Provide a note on the plans or on the finish schedule, stating, "Wall and ceiling
materials shall not exceed the flame spread classifications in IBC Table 803.11."
EXITS
11. Each door in a means of egress from an occupancy of Group A or E having an
occupant load of 50 or more (and any occupancy of Group H) shall not be
provided with a latch or lock unless it is panic hardware. Section 1010.1.10.
Clearly show on plans the required Panic Hardware for the two exit doors shown.
ENERGY CONSERVATION
12. A complete energy plan check will be performed after completed and/or the
corrected energy design has been provided.
13. Multilevel lighting controls are required in areas exceeding 100 square feet in
area and have a connected general lighting load exceeding .5 watts per square
foot (Classrooms are .7 watts). Review ES Table 130.1-A for design
requirements. Include control placement and design on the floorplans. (AB
switching no longer complies for most fixture types).
PLUMBING
14. Please provide complete plumbing plans to include kitchen and bathroom for

17. When alterations, structural repairs or additions are made to an existing building,
that building, or portion of the building affected, is required to comply with all of the
following requirements, per Section 11 B-202.4:
• The area of specific alteration, repair or addition must comply as "new''
construction.
Show that dining, banquet and bar facilities are accessible, as follows:
Show 4 accessible seats instead of 3.
Where a counter has a height >34" high, a portion of the main counter
(a minimum of 60" long) shall be provided with a height of 34" maximum.
Section 11 B-226.3.
• A primary entrance to the building and the primary path of travel to the
altered area, must be shown to comply with all accessibility features.
• The path of travel shall include the existing parking.
Clearly show that the site development and grading are designed to
provide access to all entrances and exterior ground floor exits, as well
as access to normal paths of travel, per Section 11 B-206. Where
necessary to provide access, shall incorporate pedestrian ramps,
curb ramps, stairways and handrails, etc.
Show that an accessible route of travel is to be provided to all portions of
the building, to accessible building entrances and between the
building and the public way. per Section 11 B-206.2.1.
Show that a 36" wide detectable warning material is provided at
boundaries between walkways and vehicular ways. Sections 11 B-
247 .1.2.5 and 11B-705.1.2.5.
• Existing signage.
DOORS
18. Revise plans, or door schedules, to show that every required passage door has
2:32" clear width, per Section 11 B-404.2.3.
19. Where a pair of doors is utilized, at least one of the doors shall provide a clear,
unobstructed opening width of 32 inches, per Section 11 B-404.2.2.

20. Show, or note, that there is a level floor or landing on each side of all doors. The
floor or landing is to be S½" lower than the doorway threshold, per Section 11 B-
404.2.5.
21. Show or note that all hand-activated door opening hardware meets the following
requirements, per Section 118-404.2.7:
a) Latching, or locking, doors in a path of travel are operated with a single
effort by lever type hardware, by panic bars, push-pull activating bars, or
other hardware designed to provide passage without requiring the ability to
grasp the opening hardware.
b) Is to be centered ~34" but S44" above floor.
SANITARY FACILITIES
22. Where toilet rooms are provided, each toilet room shall comply with Section 11 B-
213. Where bathing facilities are provided, each bathing room shall comply with
Section 11 B-603. Section 11 B-213.2.
23. Where facilities are to be used solely by children, the specific heights may be
adjusted to meet their accessibility needs, per Section 11 B-604.9.
24. Show that passageways leading to sanitary facilities have required clear access
widths. Show that all doorways have:
a) ~32" clear opening.
b) A clear area:
i) <!60" in the direction of the door swing.
ii) <!44" away from the direction of door swing.
c) All strike edge clearance dimensions are required to be met (i.e. 18" strike
edge distance).
25. Show that the water closet is located in a space which provides:
a) A clear space at the water closet in compliance with Section 11 B-604.3.2
(this prohibits any fixtures from encroaching into the clear space at the rear
wall).
b) A clear space in front of the water closet measuring 60" wide by 48" in front.
Section 11 B-604.3.1. See the following figures.
i) Please notice that the 28" clearance required in the previous code
(between the water closet and the lavatory) has been changed to a
60" clearance as shown in the figure.

1) Department of Environmental Health (DEH) stamped plans shall be maintained at the jobsite and
available for review at the time of the inspection.
2) Changes to equipment layout, menu, or application must be submitted for approval. Changes made without
approval will make the plan approval null and void.
3) Obtain local Building Department and all applicable agencies permits and approvals PRIOR TO FINAi.;
INSPECTION AND APPROVAL TO OPERATE BY THIS DEPARTMENT.
4) All food and utensil-related equipment shall be certified to applicable sanitation standards by an ANSI
accredited testing agency.
5) 5-10 business days before completion of 60%-80% of construction, call (858) 505-6660 to schedule a mid-
inspection. In lieu of a plumbing inspection by DEH:
a. Floor sinks shall be installed ½ exposed and equipped with an appropriate grill cover if no access is
provided for cleaning.
b. Drain lines shall slope¼" per foot to gravity, shall not exceed 15' in length and shall terminate a
minimum of I" above the floor sink with a legal air gap. Drain lines shall not intersect walkways or door
ways.
c. No condensate drainage of any kind can drain to the mop sink.
d. The entire floor surface must be sloped to the floor drains approximately 1/8 inch per foot or a four feet
diameter depression that slopes I :50 (approximately ¼ inch per foot).
e. Conduits of all types shall be installed within walls as practicable. When otherwise installed, they shall be
mounted or enclosed in a chase so as to facilitate cleaning.
6) Owners and/or operators must pass an approved and accredited Food Safety Certification course. Proof of
successful completion of this course is to be furnished at the final inspection.
7) At the time when the final inspection is requested, the facility shall have all utilities operational and all
refrigeration shall have an ambient air temperature of38°F or below and shall be equipped with a thermometer
accurate to +/-2"F in the warmest section of the unit. All equipment is to be in place and functional.
8) Seal all cracks, gaps and crevices in counters, cabinets, around metal fl ashing, sink backsplashes, around pipes
and conduits with silicone sealant.
9) An Air Balance Report will be required at final inspection.
10) ANY FOOD PROCESSING AREAS MUST BE COMPLETELY ENCLOSED. OPERABLE
WINDOWS, MOVEABLE WALL PANELS, GARAGE ROLL-UP DOORS, OR OTHER MEANS OFl
RENDERING FOOD PROCESSING AREAS NOT FULLY ENCLOSED ARE NOT APPROVED.
11) Be advised, applicable jurisdiction requirements that result in chan2es to approved plans may require
revisions to the Department of Environmental Health plans.
