Entry: 06/04/2014 By: cwong Action: AP May 19, 2014 Mr. Gregg Stouder JPRA Architects 39300 West 12 Mile Road, Suite 180 Farmington Hills, Ml 48331 RECEIVED MAY 21 2014 CITY OF CARLSBAD BUILDING DIVISION RE: WESTFIELD CARLSBAD PHASE I: FITNESS TENANT SHAFT PROTECTION CLARIFICATION CCI PROJECT NO. 120544.00.000 Dear Mr. Stouder: CODE CONSULTANTS, INC. 2043 Woodland Pkwy Suite 300 St. Louis, Missouri 63146-4235 314-991-2633 phone 314-991-4614 fax The Fire Protection and Life Safety Experts • Code Consultation • Fire and Egress Modeling • Accessibility Consultation • Fire Alarm Design • Fire Sprinkler Design The purpose of this letter is to clarify the anticipated protection of a shaft serving the new Fitness Tenant at Westfield Carlsbad Mall located in Carlsbad, California. A shaft enclosure will serve the new Fitness Tenant at Level 1 and will extend from the Level 2 floor slab and terminate at the roof. The shaft will not extend below the Level 2 floor slab. This shaft serves only the Fitness Tenant and will be enclosed in 2-hour fire resistance rated construction; except as described below. The shaft will not be protected at the bottom, as permitted by California Building Code (CBC) Section 708.11, Exception 3. This exception permits protection to be eliminated provided there are no combustibles in the shaft and there are no openings or other penetrations through the shaft enclosure to the building. As a matter of clarification, this shaft will c,ontain a duct used for the movement of air (no combustibles) and the only opening will be at the bottom where serving the Fitness Tenant. This Code section has been included iri the Appendix for reference. The IBC Commentary explains that the area and volume of the shaft can be considered part of the story in which the bottom of the shaft terminates. The conditions of the exception are based on the fact that the shaft contents will not contribute to the fuel load and that the shaft serves and connects only one story - the story in which it terminates. As a matter of clarification, fire dampers are not required at the Level 2 floor line since CBC Section 708.11, Exception 3 permits the bottom of the shaft to be unprotected. We hope this provides you with the necessary information at this time. If you have any questions or desire any additional information, please do not hesitate to contact us at your convenience. Sincerely, ~.· Erin Crowley Project Consultant cc: John Rock, JPRA /clb /1205/120544/00/Letters/120544.00.000 Carlsbad Phase I Shaft Protection Letter 2014-05-19.docx ST. Two com~ rn.on examples of this situatlon are either mechanical rooms, which have vents from the room to the roof or refuse chutes, which terminate at a room at the.bottom , for collection. ExGeptions 1 and 2 to this sectroh relate to this metnod. Method 3 has no illustration. This method is similar to .. Method 1, bu~ allows a fire damper to be provided at the. bottom of the enclosure. Please note that this method predates the requirement for both smoke and fire dampers in ducts penetrating shaft walls (see Sec- tion 716.5.3). There must be compliance with both code sections, therefore, both fire and smoke damp- ers must be provided with this method unless the $make damper is exempted by Section 716.5.3. Exceptic:ms: 1. The fire-resistance-rated room separation is not required, provided there are no openings in or penetrations of the shaft enclosure to tfle inferior of the. building except at the bottom: The bottom of the shaft shall be closed off around the penetrating items with materials p~rmitted by 8ection 717.3.1 for draftstop- pmg, or the room shall be provided with an approved automatic fire suppression-system. 2. A shaft enclosure containing a refuse chute or laundry chute shall not be used for any other purpose. anj.i shall terminate in a room pro- tected in accordance with Section 708.13.4. I .. 3. The . fire-resistance-rated room separation and the protection at the bottom of the shaft APPLIANCE. ---...i FIRE AND SMOKE PROTECTION FEATURES are not required provided there are no com- bustibles in the shaft and there are no open- ings or other penetrations through the shaft enclosure to the interior of the building. Exception 1 is illustrated by both Figures 708.11 (3) and 708.11(4). This is an exception to Method 2 and eliminates the need for the room to be separated. This is rarely used. With this exception, there cannot be any openings or penetrations into the shaft enclo- sures anywhere except at the bottom and top. A gas- fired appliance flue is a good example. Exception 2 is also an exception to Method 2. This exception will allow the refuse and linen chute termi- nation rooms to be enclosed in only 1-hour fire-resis- tance-rated construction, regardless of the fact that the shaft enclosure may have to be 2-hour fire-resis- tance rated and, thus Method 2 would require a 2-hour room separation. This _exc_eption is specific to laundry Exception 3 is illustrated by Figure 708.11(5). This is an exception to the entire section and an exception to all three methods. While the figure illustrates a very small light well in a three-story building, this exception is not limited to three stories and the size of the shaft is not limited. The area and volume of the shaft can be considered as part of the story in which the bottom of the shaft terminates. The conditions of the exception are based on the fact that the shaft contents will not contribute to the fuel load and that the shaft serves and connects to only one story-the story in which it terminates. This is similar to an atrium with no open- ings except in the first story. Unlike an atrium, which is exempted from shaft enclosures, this actually is a shaft with shaft wall construction on all stories except the first. Figµre 708.11 (3) VERTICAL SHAFTS-BOTTOM.
