Dear Sirs:
The following changes to the construction of the
Army-Navy Academy addition at 2505 Ocean St. have
been reviewed and approved by me:
Holdown connections to the existing foundation can
be accomplished by connecting the holdown bolt
with "Por-Rok" epoxy, or equal. Bolt should be
imbedded 12" into the foundation, and have a mm.
of 3/8" coverage around with epoxy.
The cantilevered balcony deck at the south end of
the addition will have 2x8 joists at 12" O.C. framed
back into the bldg. a minimum of 8 feet. These joists
will intersect (4) 2x8 joists for support, and will
be connected with "Simpson" U25 hangers, or equal.

INTRODUCTION AND PROJECT DESCRIPTION
This report presents the results of our geotechnical investigation for a
proposed addition to the existing recreation hail located at the Army-Navy
Academy in Carlsbad, California. It is our understanding that a second
story addition is planned for this site.
It is further understood that no grading will be necessary to develop the
site. This information was obtained from conversations with the contrac-
tor. The site configuration and exploration locations are shown on Plate
Number 1 of this report.
PROJECT SCOPE
This investigation consisted of surface reconnaissance; subsurface explo-
ration; obtaining representative disturbed and undisturbed samples; labor-
atory testing; analysis of the field and laboratory data;. research of
available geological literature pertaining to the site; and preparation of
this report. Specifically, the intent of this analysis was to:

Explore the subsurface conditions to the depths influenced by the
proposed construction.
Evaluate, by laboratory tests, the pertinent engineering proper-
ties of the various strata which will influence the development,
including their bearing capacities, expansive characteristics and
settlement potential.
Define the general geology at the site including possible geo-
logic hazards which could have an effect on the site development.
Develop soil engineering criteria for site grading.
Determine potential construction difficulties and provide recom-
mendations concerning these problems.
Recommend an appropriate foundation system for the type of struc-
tures anticipated and develop preliminary soil engineering design
criteria for the recommended foundation design.
FINDINGS
SITE DESCRIPTION
The project site is located on the coastal bluffs and is a portion of the
Army-Navy Academy in Carlsbad. The specific site is occupied by a one
story, wood frame building which is attached to a 2 story building that
bounds the project site on the north and the east. Also the site is bound-
ed on the west by the coastal bluffs and the beach and on the south by the
Academy Chapel. A slope which is approximately 4 feet in height is lo-
cated at the southwest corner of the existing building. Vegetation con-
sists of lawn grasses and iceplant west of the building.

GENERAL GEOLOGY AND SUBSURFACE CONDITIONS
GEOLOGIC SETTING AND SOIL DESCRIPTION: The subject site is located in the
Coastal Plains Physiographic province of San Diego County and is underlain
by Quaternary aged terrace deposits and artificial fill. The artificial
fill is located under the building on the southwest corner. Also at least
3 feet of loose fill was observed at the northeast corner of the project
site. The fill consists of humid to moist, loose, reddish brown, silty
sand. The terrace deposits consists of moist, medium dense to dense,
reddish brown, silty sands.
TECTONIC SETTING: A review of available geologic maps indicates the
subject site is located approximately 5 miles east of the Rose Canyon
Fault Zone. The Rose Canyon Fault Zone is a series of northwest trending
faults of Quaternary age that is currently classified as potentially
active rather than active. This classification is based on the lack of
conclusive evidence to verify Holocene movement along this fault zone. No
fault traces have been mapped through, or immediately adjacent to, the
subject site, and our hand dug exploration pits and a surface reconnais-
sance yielded no evidence of faulting at the site.
It should be recognized that much of the Southern California is character-
ized by major, active fault zones that could possibly affect the subject
site. The nearest of these are the Elsinore Fault Zone, located approxi-
mately 24 miles to the northeast, and the San Jacinto Fault Zone, located
approximately 46 miles to the northeast.
GEOLOGIC HAZARDS
The most likely geologic hazards to affect the site is groundshaking as a
result of movement along one of the major, active fault zones mentioned
above. Based on a maximum probable earthquake of 7.3 magnitude on the

Elsinore Fault Zone, maximum ground acceleration at the site could be as
high as 0.21 g. Construction in accordance with the minimum standards of
the most recent edition of the Uniform Building Code should minimize
potential damage due to seismic activity.
Other potential geologic hazards such as tusnamis, seiches, liquefaction,
or landsliding should be considered to be negligible or nonexistent.
TSUNAMIS: Historically, the San Diego area has been free of tsunami
related hazards, and tsunamis reaching San Diego have generally been well
within the normal tidal range. It is thought that .the wide continental
margin off the coast acts to diffuse and reflect the wave energy of re-
motely generated tsunamis. The largest tsunami to reach San Diego's coast
was 4.6 feet, generated by the 1960 earthquake in south Chile.
No locally generated tsunamis are known to have occurred in the San Diego
area. However, it is speculated that a major earthquake along one of the
major offshore faults would have the potential of generating a tsunami
capable of inflicting damage to the San Diego coastal region.
A lack of knowledge about the offshore fault systems makes it difficult to
assess the risk due to locally generated tsunamis. Considering the fact
that a major tsunami has not occurred in 170 years of recorded history,
the risk of such an event occurring in the near future appears nominal.
GROUNDWATER: No groundwater was encountered during our subsurface explo-
ration and we do not anticipate any major groundwater-related problems,
either during or after construction. However, it should be recognized
that minor groundwater seepage problems may, occur after development.
These are usually minor phenomena and often the result of an alteration of
the permeability characteristics of the soil, an alteration in drainage
patterns and an increase in irrigation water. Based on the permeability

characteristics of the soil and the anticipated usage of the development,
it is our opinion that any seepage problems which may occur will be minor
in extent. It is further our opinion that these problems can be most
effectively corrected on an individual basis if and when they develop.
RECOMMENDATIONS AND CONCLUSIONS
Based on the findings of this study, it appears that a portion of the
existing structure is underlain by artificial fill. This fill' is gener-
ally situated in the southwest corner of this building and appears to
attain a maximum thickness on the order of 4 feet. We also determined
that the existing interior posts are not supported by footings but bear
directly onto the concrete slab.
In view of these observations and test results, it is our opinion that the
existing footings are not suitable to support the new structural loads
where underlain by artificial fill. In these areas, new footings will be
required to extend through the loose fill and be founded at least six
inches into firm native soil. As an alternative, the existing footings
may be underpinned such that the new footing would extend at least six
inches into firm undisturbed soil. This underpinning should be accom-
plished in sections not greater than eight feet in length. New continuous
footings founded in proper material may be designed for an allowable soil
bearing pressure of 2000 psf. All continuous footings should also be
reinforced with at least one No. 4 bar top and bottom. We further recom-
mend that all footing excavations be examined by a representative of this
office prior to steel and concrete placement.
LIMITATIONS
REVIEW, OBSERVATION AND TESTING
The recommendations presented in this report are contingent upon our
review of final plans and specifications. The soil engineer and engineer-

ing geologist should review and verify the compliance of the final grading
plan with this report and with Chapter 70 of the Uniform Building Code.
It is recommended that Southern California Soil & Testing, Inc., be re-
tained to provide continuous soil engineering services during the earth-
work operations. This is to observe compliance with the design concepts,
specifications or recommendations and to allow design changes in the event
that subsurface conditions differ from those anticipated prior to start of
construction.
UNIFORMITY OF CONDITIONS
The recommendations and opinions expressed in this report reflect our best
estimate of the project requirements based on an evaluation of the subsur-
face' soil conditions encountered at the subsurface exploration locations
and the assumption that the soil conditions do not deviate appreciably
from those encountered. It should be recognized that the performance of
the foundations and/or cut and fill slopes may be influenced by undis-
closed or unforeseen variations in the soil conditions that may occur in
the intermediate and unexplored areas. Any unusual conditions not covered
in this report that may be encountered during site development should be
brought to the attention of the soils engineer so that he may make modifi-
cations if necessary.
CHANGE IN SCOPE
This office should be advised of any changes in the project scope or
proposed site grading so that it may be determined if the recommendations
contained herein are appropriate. This should be verified in writing or
modified by a written addendum.

TIME LIMITATIONS
The findings of this., report are valid as of this date. Changes in the
condition of a property can, however,, occur with the passage of time,
whether they be due to natural processes or the work .of..man on this or
adjacent properties. In addition, changes in the State-of-the-Art and/or
Government Codes may occur. Due to such changes, the findings of this
report may be invalidated wholly or in part by changes beyond our control.
Therefore, this report should not be relied upon after a period of two
years without a review by us verifying the suitability of the conclusions
and recommendations.
PROFESSIONAL STANDARD
In the performance of our professional services, we comply with that level
of care and skill ordinarily exercised by members of our profession 'cur-
rently practicing under similar conditions and in the same locality. The
client recognizes that subsurface conditions may vary from those encoun-
tered at the locations where our borings, surveys, and explorations are
made, and that our data,' interpretations, and recommendations are based
solely on the information obtained by us. We will be responsible for
those data, interpretations, and recommendations, but shall not be res-
ponsible for the interpretations by others of the information developed.
Our services consist of professional consultation and observation only,
and no warranty of any kind whatsoever, express or implied, is made or
intended in connection with the work performed or to be performed by us,
or by our proposal for consulting or. other services, or by our furnishing
of oral or written reports or findings.

It is the responsibility of Bee Cee Redodeling Company, or their repre-
sentative to ensure that the information and recommendations contained

herein are brought to the attention of the engineer and architect for the
project and incorporated into the project's plans and specifications. It
is further their responsibility to take the necessary measures to ensure
that the contractor and their subcontractors carry out such recommenda-
tions during construction.
FIELD EXPLORATIONS
Four subsurface explorations were made at the locations indicated onthe
attached Plate Number 1 on March 8, 1984. These explorations consisted of
trenches dug by hand. The field work was conducted under the observation
of our engineering geology personnel.
The exploration was carefully logged when made. The log is presented on
the following Plate Number 3. The soils are described in accordance with
the Unified Soils Classification System as illustrated on the attached
simplified chart, Plate Number 2. In addition, a verbal textural descrip-
tion, the wet color, the apparent moisture and the density or consistency
are presented. The density of granular soils is given as either very
loose, loose, medium dense, dense or very dense.
Disturbed and undisturbed sampes of typical and representative soils were
obtained and returned to the laboratory for testing. In addition the
in-place density of the prevailing soils was determined during our field
investigation by means of the Sand-Cone Test Method, A.S.T.M. 1556. The
results of these tests are summarized on the trench logs.
LABORATORY TESTING
Laboratory tests were performed in accordance with the generally accepted
American Society for Testing and Materials (A.S.T.M.) test methods or
suggested procedures. A brief descriptions of the tests performed is
presented below:

CLASSIFICATION: Field classifications were verified in the
laboratory by visual examination. The final soil classifica-
tions are in accordance with the Unified Soil Classification
System.
DIRECT SHEAR TESTS: Direct shear tests were performed to deter-
mine the failure envelope based on yield shear strength'. The
shear box was designed to accomodate a sample having diameters of
2.375 inches or 2.50 inches and a height of 1.0 inch. Samples
were tested at different vertical loads and at saturated moisture
content. The shear stress was applied at a constant rate of
strain of approximately 0.05 inches per minute. The results of
these tests are presented on attached Plate Number 4.
COMPACTION TEST: The maximum dry density and optimum- moisture
content of typical soils were determined in the laboratory in
accordance with A.S.T.M. Standard Test D-1557-78, Method A. The
results of these tests are presented on the attached Plate Number
4.
