1.. This plan check is limited to technical requirements contained in the Uniform
Building Code, Uniform Plumbing Code, Uniform Mechanical Code, National
Electrical Code and state laws reguJating energy conservation, noise attenuation
and access for the handicapped. The plan check is based on regulations enforced
by the Building Inspection Department.
2. You may have other corrections based on laws and ordinances enforced by the
Planning Department, Engineering Department or other departments. For
information regarding those departments, please contact those departments.
· 3. The items listed below require plan clarification, modification or change. AH
items have to be satisfied before the plans witl be in conformance with the cited
codes and reguJa tions. Per Sec. 303(c), 19_79 Uniform Building Code, the approval

Mr. John Sulton has proposed to modify the old J. Twead restaurant
by,dividing the space into two and opening a baker/restaurant in one
half of the space. The original space has always been a soup and salad
bar restaurant and when originally constructed paid sewer connection
fees for two EDUs. City staff had indicated to Mr. Sulton that a
revised sewer permit would be required and the sewer permit would
calculate his proposed use, using existing city code and he would have
to pay th~ difference between the new calculation and th~ two EDUs
originally cred~ted.
A review of the city code, section 13.10.020, indicates that when
remodeling the sewer capacity calctJ.lation shall be based on the
previous use and tnat space vs remodeled u~e of that space. Since
there is no change in use between the old J. Twead use and the proposed
the
bakery/restaurant, it is my conclusion that/two EDUs assigned to that
space is all that will be required of the new proposed use. When the
adjoining space (that left over from the old J. Twead) is remodeled,
sewer connection fees for that space will be calculated as a new use,
using current code requirements.

sewer capacity at the old J. Twead restaurant, the City
Engineer has determined there ·to be two existing sewer
credits. Any new uses· including a restaurant would require
additional sewer connection fees. The previous restaurant
obtained their sewer permit under the old ordinance which
based connection fee·s on number of water closets.
The pres·ent ordinance determines sewer fees -for a restaurant
use on a base of 2.67 EDU's, plus one additional EDU for
each severi seats or 1 fraction thereof. Q_ne EDU translates to
one ·thous-and dollars· of connection fee.
Since your business intends only to use one-half of the old
J. Tweads· -shell, the· prop'erty ·owner must decide how the two
existing credits will be allocated among the proposed
