Our records indicate that your building permit will expire by limitation of time on November 16, 2015
the provisions of CBC, Section 105.5 as amended by the Carlsbad Municipal Code state: "EXPIRATION."
. Every permit issued by the Building Official under the provisions of this code shall expire by limitation and become null
and void if the building or work authorized by such permit is not commenced within one hundred eighty calendar days
from the date of such permit, or if the building or work authorized by such permit is stopped at ;;my time after the work is
commenced for a period of one hundred eighty calendar days, or if the building or work authorized by such permit
exceeds three calendar years from the issuance date of the permit. Work shall be pr~sumed to have commenced if the
permittee has obtained a required inspection approval of work authorized by the permit by the Building Official within
one hundred eighty calendar days of the date of permit issuance. Work shall be presumed to be stopped if the permittee
has not obtained a required inspection approval of work by the Building Official within each one hundred eighty day
period upon the initial commencement of work authorized by such permit.
Before such work can be recommenced, a new permit shall be obtained .to do so, and the fee therefore shall be one half
the amount required for a new permit for such work, and provided that no changes have been made or wi(( be made in
the original plans and specifications for such work, and provided further that such suspension or abandonment has not
exceeded one year. In order to renew action on a permit after expiration, the permittee shall pay a new permit fee.
Any permittee holding an unexpired permit may apply for an extension of time within which work may commence under
that permitwhen the permittee is unable to commence work within the time period required by this section for good and
satisfactory reasons.

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
These corrections are in response to items not fully addressed or as the
result of information provided, the text in bold underlined print indicates
the unresolved issue.
10. Specify in the plumbing schedule on the plans: Water conserving fixtures: New
water closets shall use no more than 1.28 gallons of water per flush, lavatories
and kitchen faucets may not exceed 2.2 GPM, and showers may not exceed 2.5
GPM of flow. CPC Section 402.0. No specifications were indicated for the
kitchen faucets? The specifications for the water closet were changed to
show non-compliant water closets and nothing is shown for the sink.
16. Show that the water closet is located in a space which provides:
a) A clear space at the water closet in compliance with Section 11 B-604.3.2
(this prohibits any fixtures from encroaching into the clear space at the rear
wall). The Men's restroom will not provide the required clearance. The
Men's restroom will still not provide the required clearances the
minimum interior dimension shall be 88". The men's restroom is still
non-compliant; the dimensions on the plans are not consistent.
Please correct the plans to show the urinal not to be in the required
maneuvering space in front of the water closet.
i) Please notice that the 28" clearance required in the previous code
. (between the water closet and the lavatory) has been changed to a
60" clearance as shown in the figure.
b) A clear space in front of the water closet measuring 60" wide by 48" in front.
Section 11 B-604.3.1. The urinal can not encroach into this space.
17. Show that dining, banquet and bar facilities are accessible, as follows:

raised/sunken areas. Section 118-206.2.5. See possible exception.
b) Where a counter has a height >34" high, a portion of the main counter (a
minimum of 60" long) shall be provided with a height of 34" maximum.
Section 118-226.3. The counter seating is required to provide an
accessible portion. The accessible counter must be 60" in length.
c) Accessible seating is integrated with the general seating to allow a
reasonable selection of seating area and to avoid having one area
specifically highlighted.

how this temperature limitation is achieved. The water heater thermostat may not
be used for compliance with this Code section. UPC 413.1 & UPC 414. Please
indicate the manufacturer's name and mod.el number of the mixing valve
and show the locations on the water line plans.

a) Correct drain, waste and vent plans, the drain line are sized incorrectly,
the connections show will not work, the required vents are not shown etc.
The waste line sized are not consistent with the plumbing schedule?
b) Provide gas line plans and calculations, showing pipe lengths and gas
demands. UPC Section 1217.0 The gas line and the calculations show
two different developed length?
16. Show that the water closet is located in a space which provides:
a) A clear space at the water closet in compliance with Section 118-604.3.2
(this prohibits any fixtures from encroaching into the clear space at the rear
wall). The Men's restroom will not provide the required clearance. The

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, Sari Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
1. Provide the names, addresses and telephone numbers of the owner and the
responsible design professionals on the Title Sheet. Sec. 107 .2.
2. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes. Business and
Professions Code.
3. Provide evidence of Health Department approval (for restaurants), where
regulated by the local Health Department.
4. Please provide a statement on the Title Sheet of the plans to show compliance
with the current Codes. The following are the correct current Codes:
a) The 2013 edition of the California Building Code (CBC) adopts the 2012
International Building Code (IBC) and the 2012 California Amendments.
b) The 2013 edition of the California Electrical Code (CEC) adopts the 2011
National Electrical Code (NEC) and the 2012 California Amendments.

d) The 2013 edition of the California Plumbing Code (CPC) adopts the 2012

e) The 2010 edition of the California Energy Efficiency Standards.
5. Provide a Building Code Datq Legend on the Title Sheet. Include the following

6. Please correct detail 4 on sheet A-4.0 for the new interior partitions. Show:
a) Method of attaching top and bottom plates to struct1,.1re. (The partition
must be braced to the roof structure not the suspended ceiling).
b) Show height of partition and suspended ceiling, and height from floor to
roof framing or floor framing.
7. Please clarify the door schedule: indicate the type of hardware and reference the
doors on the floor plan.
8. Please review the requirements, revise the plans appropriately and imprint on
the plans the City of Carlsbad Policies and Procedures for Roof Mounted
Equipment to the plans.
9. Please revise the plans to show the restroom to be equipped with an
environmental air exhaust fan sized to provide the minimum exhaust rate per
Table 4-4 of the UMC.
10. Specify in the plumbing schedule on the plans: Water conserving fixtures: New
water closets shall use no more than 1.28 gallons of water per flush, lavatories
and kitchen faucets may not exceed 2.2 GPM, and showers may not exceed 2.5
GPM of flow. CPC Section 402.0.
11. Hot water supplied to a public use lavatory is limited to a maximum temperature
potential of 120 degrees by a device that conforms to ASSE 1070 or CSA
B125.3; please provide the manufacturer's listing showing compliance. Detail
how this temperature limitation is ac.hieved. The water heater thermostat may not
be used for compliance with this Code section. UPC 413.1 & UPC 414.
12. Provide complete plumbing plans, including:
c) Correct drain, waste and vent plans, the drain line are sized incorrectly,
the con·nections show will not work, the required vents are not shown etc.
d) Provide gas line plans and calculations, showing pipe lengths and gas
demands. UPC Section 1217.0
e) Show water heater size, type and location on plans. The detail shown on
sheet P-1 is for an electrical water heater and not the gas water heater
indicated in the fixture schedule. UPC, Section 501.0
13·. Provide the following information concerning the water heater:
• Show that water heater is adequately braced to resist seismic forces. Provide
two straps. One strap at top 1/3 of the tank and one strap at bottom 1/3 of
the tank. UPC 508.2
• Show P & T valve on water heater and detail the drain routing to the exterior.
It may not be installed upwards from the valve. UPC 506.2/608.3
• Detail the water heater vent installation: Siz~, routing, slope, and termination
location (Minimum 8' from vertical surfaces). UP_C 510.0

Advisory Note : When alterations, structural repairs or additions are made to an
existing building, that building, or portion of th~ building affected, is required to
comply with all of the following requirements, per Section 11 B-202.4:
• The area of specific alteration, repair or addition must comply as "new"
construction.
• A primary entrance to the building and the primary path of travel to the
altered area, must be shown to comply with all accessibility features.
• The path of travel shall include the existing parking.
• Existing toilet and bathing facilities that serve the remodeled area must be
shown to comply with all accessibility features.
• Please address the following comments that are the result of the alterations.
14. Show on the site plan the complying disabled accessible path of travel from the
disabled accessible parking spaces to the primary entrance of the tenant space.
Please provide detailed plans of the path of travel, indicate slope and width, any
pedestrian ramps, curb ramps, walks, handrails, provide dimensioned parking
stall details etc.
15. Show or note that all hand-activated door opening hardware meets the following
requirements, per Section 11 B-404.2.7:
a) Latching, or locking, doors in a path of travel are operated with a single
effort by lever type hardware, by panic bars, push-pull activating bars, or
other hardware designec;i to provide passage without requiring the ability to
grasp the open_ing hardware.
b) Is to be centered ~34".but ~44" above floor.
16. Show that the water closet is located in a space which provides:
a) A clear space at the water closet in compliance with Section 11 B-604.3.2
(this prohibits any fixtures from encroaching into the clear space at the rear
wall). The Men's restroom will not provide the required clearance.
i) Please notice that the 28" clearance required in the previous code
(between the water closet and the lavatory) has been changed to a
60" clearance as shown in the figure.
b) A clear space in front of the water closet measuring 60" wide by 48" in front.
Section 11 B-604.3.1. The urinal can not encroach into this space.
17. Show that dining, banquet and bar facilities are accessible, as follows:
a) An accessible route shall be provided to all functional areas, including
raised/sunken areas. Section 11 B-206.2.5. See possible exception.
