This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws·· and ord_inances enforced by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Code sections cited are based on the 1994 UBC. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. ·Per Sec. 106.4.3, 1994 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. LIST NO. 40, TENANT IMPROVEMENTS WITHOUT SPECIFIC ENERGY DATA OR POLICY SUPPLEMENTS (1994UBC) tiforw.dot Carlsbad 96-905 5/30/96 1. Please make all corrections on the original tracings and submit two new sets of prints, to: Esgil Corporation, 9320 Chesapeake Drive, Suite #208, San Diego, CA 92123, (619) 560-1468. 2. Provide a statement on the Title Sheet of the plans that this project shall comply with Title 24 and 1994 UBC, UMC and WPC and 1993 NEC. 3. Note on the plans: "All interior finishes must comply with Chapter 8 of the UBC". Specify "Class Ill flame spread rating (minimum) for all areas." 4. The tenant space and new and/or existing facilities serving the remodeled area must be accessible to and functional for the physically disabled. See the attached correction sheet. Title 24, Part 2. 5. Specify lever-type hardware for passage doors on floors accessible to the disabled. Section 2-3304, Title 24. _ 6. The relocated delay panic hardware on door No. 1 must be approved by the Carlsbad Building Official in accordance with UBC 1004.5. Also, note on the door schedule that the delay device will comply with USC Section 1004.5 for activation. • ELECTRICAL 7. Note 24(c) on sheet E1 .O indicates tnat NM cable is an acceptable wiring method. The City of Carlsbad does not accept the NM cable in this type of occupancy. 8. Note on the plans that the ground for the relocated transformer will be connected to the nearest cold water pipe or building steel. NEC 250-26(c) 9. The receptacle on the roof for the HVAC equipment must be GFI protected. NEC 210-8(b) 10. Specify the new exit signs as being self-luminous or having a sec9nd source of power ( battery or generator). This is required when two exits are required per the UBC. USC 1013.4 and NEC 700-16. 11. Show on the new lighting plan a minimun, of 1 foot-candle of emergency illumination at the floor level and specify a second source of power for the emergency illumination (battery or generator). UBC 1012.2 & NEC 700-16. Carlsbad 96-905 5/30/96 • MECHANICAL 12. Detail disposal of main condensate drainage from air conditioning units. (UMC Section 310) • ENERGY 13. The completed and signed ENV-1, LTG-1, and MECH-1 forms must be signed. See sheet'AC-1 of the plans. 14. Include in the energy design the lighting compliance documentation for the new lighting. Include on the plans the energy form LTG-1. 15. Provide multiple switch lighting controls per Title 24, Part 6. • CITY OF CARLSBAD SUPPLEMENT 16. Roof mounted equipment must be screened and roof penetrations should be minimized (City Policy 80-6). 17. No wiring is permitted on the roof of a building and wiring on the exterior of a building requires approval by the Building Official. (City Policy) DEPARTMENT OF STATE ARCHITECT NON RESIDENTIAL TITLE 24 DISABLED ACCESS REQUIREMENTS , The following disabled access items are taken from the 1995 edition of California Building Code, Title 24. Per Section 101.17.11, all publicly and privately funded public accommodations and commercial facilities shall be accessible to persons with disabilities as follows: (1) Any building, structure, facility, complex, or improved area, or portions thereof, which are used by the general public. (2) Any sanitary facilities which are made available for the public, clients, or employees in such accommodations or facilities. (3) Any curb or sidewalk intended for public use that is constructed with private funds. (4) All existing accommodations when alterations, structural repairs or additions are made to such accommodations. NOTE: All Figures and Tables referenced in this checklist are printed in the California Building Code, Title 24. • REMODELS, ADDITIONS AND REPAIRS 1. When alterations, structural repairs or modifications or additions are made to an existing building, that building, or portion of the building affected is required to comply with all of the requirements for new buildings, per Section 1134B.2. These requirements apply only to the area of specific alteration, repair or addition and shall include: a) A primary entrance to the building and the primary path of travel to the area in question, and include the following items which serve the area in question: i) Sanitary facilities. ii) Drinking fountains. Carlsbad 96-905 5/30/96 iii) Public telephones. • SITE PLAN REQUIREMENTS 2. Clearly show that the site development access to all entrances and exterior ground floor exits, as well as access to normal paths of travel, per Section 11278.1. Where necessary to provide access, shall incorporate pedestrian ramps, curb ramps, stairways and handrails, etc. • DISABLED ACCESS PARKING SPACES 3. Revise site plan to show compliance with the required number"of accessible parking spaces for new facilities, (or at existing facilities where a change of occupancy occurs). Per Table 118-7 the minimum number of spaces is: ' a) 1 for each 25 spaces up to 100 total spaces. b) 1 additional space for each 50 spaces for between 101 and 200 total spaces. c) 1 additional space for each 100 spaces for between 201 and 500 total spaces. d) For between 501 and 1000 total spaces, a minimum of 2% of the total number of spaces is required. e) For greater than 1000 spaces, 20 plus 1 for each additional 100 spaces. • WALKS AND SIDEWALKS 4. If any proposed walks slope ~1 :20 (5%) they must comply with ramp requirements of Section 11338.5, per Section 11338.7.3. Revise plans to show or note requirements. 5. Walks along an accessible route of travel are required to be ;;;:48" minimum in width and have slip resistant surfaces, per Section 11338. 7.1. Revise plans to show compliance. 6. The maximum permitted cross slope shall bes¼" perft., per Section 11338.7.1.3. • SANITARY FACILITIES 7. Sanitary facilities are required to be accessible, unless the enforcing agency determines that compliance with these standards would creat~ an, unreasonable hardship. Provide a completed HARDSHIP WAIVER REQUEST FORM if equivalent facilitation is requested to be permitted, per Section 11158.1. 8. Revise plans to show that passageways leading to sanitary facilities have required clear access widths, per Section 11158.4. Show that all doorways have: a) ;;;:32" clear opening. b) A clear area: i) ;;;:60" in the direction of the door swing. ii) ;;,:44" away from the direction of door swing. c) All strike edge clearance dimensions are required to be met.(i.e. 18" strike edge distance). 9. Note that the doorways leading to sanitary facilities ~hall be identified, per Section 11158.5, as follows: a) An equilateral triangle¼" thick with edges 12" long and a vortex pointing upward at men's rest rooms. b) A circle ¼" thick, 12" in diameter at women's rest rooms. Carlsbad 96-905 5/30/96 c) A 12" diameter circle with a triangle superimposed on the circle and within the 12" diameter at unisex rest rooms. d) The required symbols shall be centered on the door at a height of 60". e) Braille signage shall also be located on the wall adjacent to the latch outside of the doorways leading to the sanitary facilities, per Section 11178.5.9. • MULTIPLE ACCOMMODATION SANITARY FACILITIES 10. Show or note, per Section 11158.7.1.3 that the doors to t_he accessible water closet compartment will be equipped with a self closing device with: a) ~32" _clearance when located at the end of the compartment. b) ~34" clearance when located at the side of the compartment. 13. Note that if standard compartment doors are used, that the following will be provided, per Section 11158.7.1.3: a)"'· ~9" clearance for footrests underneath. b) A self closing device. If non-standard compartment doors are used, clearance at the strike edge as specified in Section 1004.9.2.2 is required. 14. When more than 6 water closets are provided, show the ·additional requirements given in Section 11158.7.1.4. • RESTROOM FIXTURES AND ACCESSORIES 15.
