When a change-of-occupancy results in a structure being reclassified to a higher Occupancy Category (CBC Table 1604.5), the structure shall be made to conform to the seismic requirements for a new structure. For example, Office converted to a Church (with an occupant load >300). Section 3408.4. This may apply to your project because of the following: The "Importance Factor" (for seismic and wind) will be higher, so the building must be re-calculated. You have used the wrong occupant load factor. For churches, you must use 7 ft.^/occupant (not 15 as was done). Sheet A1.1 shows that the Social Area has an occupant load factor of 15 square feet/occupant. When we spoke about this on the phone, you had Carlsbad 11-2294 December 21, 2011 said that it was a separate room with a separate function that had a less- congested occupant load (hence the 15 square feet/occupant). Per the plans, though, that area has a removable partition between it and the main church. As such, that partition can be opened for overflow seating and an occupant load factor of 7 square feet/occupant must be used. A Fire Alarm System shall be installed under the following conditions, per Section 907 (see exceptions): Group A occupancies having an occupant load of 300 or more. See comment at # 3 above.
