There is not a grading plan available for this project as grading
was minor and consisted of an addition to an ex i stin g f i ll.
A summ a r y of our comp action test r esu lts i s attached for review.
The project site may be cons idered as acceptable for construction

The application must be signed by the owner (or his authorized representative) of
the property to be served. The total charges must be pa·id to the District at the
time the application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends from
the main collection line in the street (or easement) to the point in the street (at
or near the applicant's property line) where the service lateral is connected to
the applicant's'building sewer. The applicant is responsible for the construction,
at the applicant's expense, of the sewer pipeline (building sewer) from the appli-
cant's plumbing to the point in the street (or easement) where a connection is made
to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be
made by the applicant at his expense. The connection must be made in conformity
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT.
HIE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
TIME INSPECTION IS DESIRED. ANY CONNECTION MADE TO THE SERVICE LAH.kAL OR COLLEC-
TION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDERED
INVALID AND WILL NOT BE ACKNOWLEDGED.
The prorated stwer service fee is based upon the date the District estimates that
service will begin and covers the balance of the fiscal year. ·There will· be no
additional fee or refund if service actually corrmences on a different date. For
succeeding fiscal years, the sewer service fee will be collected on the tax roll
in the same manner as property taxes.

Dear 1vir. Hubbs,
I am inquiring as to what has transpired, and what recomendations
have been made after your inspection several weeks ago, of my
property located at 2511 and 2513 Levante St. Carlsbad. It is
unclear to me why why a property with such serious drainage
problems would recieve final inspection by the city, passing on to me
the consummer unforseen finantual burden to rectify a situation that
should have been taken care of before notice of completion could be
filed.
As an almost "senior citizen" living on a limited income I am most
concerned with the unplanned economic burden of this matter.
As a property owner and tax payer in this community I am looking
forward to an expediant resolve of this most unfortunate matter.

FINAL BUILDING INSPECTION RELEASES FOR MOVE-INS

One problem that continually plagues the constructive efforts of numerous
departments is the release of occupancy (utility turn-on) prior to the
release by all departments. Specifically, the Engineering Department,
which is responsible for enforcing lot drainage, ROW encroachments and
all the other nuts and bolts which no other department handles, is being
put in a position of trying to achieve a quality product while having the
rug pulled out from beneath us.
Case in point:
2511 /2513 LEVAN TE ( Duplex)
ENGINEERING INSPECTION : On 1-22-88 this property was found to
have incomplete grading, bad lot drainage, no erosion control, no
sewer clean-out lid and a trashy site.
On 1-22-88, the Building Department released final gas and electric
prior to any of the engineering issues being resolved .
Nancy Rutherford, the now -moved-in resident, wants to know why
Engineering signed off the lot and who was going to reimburse her
for her drainage/lot problems. The Engineering Department has made
another enemy· and it wasn't even our own doing.
This is not an isolated incident.
Allow me to respectfully submit the attached documents for staff
review. Further, _allow me to request what position the Engineering
Department wishes me to take in the future, if this problem continues.
