The application must be signed by the owner (or his authorized representc1tive) of
the property to be served. The total charges must be paid to the District at the
time the application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends from
the main collection line in the street (or eastrr.ent) to the point in the street (at
or near the applicant's property line) where the service lateral is connected to
the applicant's building sewer. The applicant is responsible for the construction,
at the applicant's expense, of the sewer pipeline (building sewer) from the appli-
cant's plumbing to the point in the street (or easement) where a connection is made
to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be
made by the applicant at his expense. The connection must be made in conformity
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT.
THE APPLICANT, OR HIS AUTHORIZED REPRESE~TATIVE, MUST NOTIFY THE DISTRICT AT THE
TIME INSPECTION IS DESIRED. ANY CONNECTION MDE TO THE SERVICE LATERAL OR COLLEC-
TION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDERED
INVALID AND WILL NOT BE ACKNOWLEDGED.
The prorated sewer service fee is based upon the date the District estimates that
service will begin and covers the balance of the fiscal year. There will be no
additional fee or refund if service actually collfflences on a different date. For
succeeding fiscal years, the sewer service fee will be collected on the tax roll
in the same manner as property taxes.

In accordance with the request of the Building Inspection Department of the City of Carlsbad,
we have made an inspection of the soil conditions existing on the subject lot.
An inspection was made by a representative· of our organL·ation on August 30, 1979, and it
is concluded that the soil conditions are es;,,ntiully the some, as presented in our report on the
grading of this subdivision dated June 23, 1969. lfow,:·vm, erosion g.ulli,.•s exist at several
locations along the top of slope at the riort:1eu,te1 ly portion c>f the grnded building pad. It
is unden;t.ood that additional excavation moy be requir,_•rl in this ar,,a in order b construct
the lower floor level, If this additionCII excavution docs not rem,we these existing erosion
gullies, ~hen the gullies should either be baci<fillod with soils uniformly compacted to cit least
90 percent of maximum dry density or the footinr1s should be deepened n that the bottom edge
of the footing is at least 7 feet horizontally inside the exposed face of the eroded area.
The soils in the upper three feet below finished g1ade were classified as Type A (critically ex-
pansive), and therefore the recommendations for speciul design and precautions presented in
the above dated report should be incorporated in the plans und specifications for any proposed
construction on this lot, It should be noted thut if clay soils arc used as backfill behind
tho retairing wall,, then an active fluid pressure on the order of 60 pounds per cubic foot
should be auumed, In order to use a minimum of 30 pounds equivalent fluid density for the
active design pressure, at least 3 feet of horizontal thickness of sand or gravel backfill should
be placed behind walls up to 9 feet in height.
