The Suite is a store in The Shoppes of Carlsbad retail center. On, August 10, 2017, PSR representative Mr. Paul Legerki, a State of California Division of Occupational Safety and Health (POSH) Certified Asbestos Consultant (CAC) and State of California Department of Public Health (CDPH) licensed lead Inspector/ Assessor (I/A), visited the above-referenced property and completed the assessment. The purpose of the Limited Asbestos & Lead Survey was to locate and identify suspect asbestos and/or lead containing materials that may be impacted by a planned renovation/ remodeling project. ASSESSMENT Asbestos and lead containing material(s) identification was performed by entering each Suite reported to be impacted by a planned r ovatin/rernodeling and ermir&ng/docunieriting the physical conditions, iabihty, accessibility, and estimated quantities of suspect asbestos and/or lead containing material(s). Suspect building material(s) was/were categorized into homogeneous area(s) defined as being uniform in texture, color, and date of application. A sampling scheme was then developed based upon the location(s) and quantity(ies) of the various homogeneous material(s). Representative bulk samples and/or direct-reading measurements were subsequently obtained. Asbestos bulk, sampling followed the United States Environmental Protection Agency (USEPA) established guidelines docwnent, "Guidance for Controlling Asbestos-Containing Materials in Buildings" (US-EPA 560/585-024, 1985) and USEPA 40 Code of 'Federal Regulations (CFR) Part 763 "Asbestos-Containing Materials in Schools, iira1 Rule" (AHERA) and 40 CFR Part 61, Subpart M (Asbesto NESHAP). Lead testing and/or sampling was performed in accordance with Title 17, Division 1, Chapter 8 of the California Code of Regulations (CCR) and United States Department of Housing and Urban Development (MUD) "Guidelines for the Evaluation And Control of Lead-Based Paint Hazards in Housing." Representative bulk samples were collected by extracting a section of selected material, placing it into a sampling container, and assigning a unique sample number. PSR personnel performed proper decontamination procedures to prevent the spread of secondary contamination between sampling events. The samples were then either hand delivered or shipped to an analyzing laboratory. Each bulk sample was recorded on a sample log and possession of the sample(s) was tracked by chain of custody (COC) record. Lead content readings in lieu of or addition to lead bulk samples (paint chips) were obtained utilizing a handheld X.ray fluorescence (XRF) device. Each suspect surface/ substrate or component was initially observed to determine the appropriate number of readings. ANALYSIS Each collected bulk sample was analyzed fOr asbestos and/or lead content at Patriot Environmental Laboratory Services, mc, (Patriot). A total of 9 asbestos bulk samples were obtained during the survey. No lead paint bulk samples were collected. Asbestos bulks were analyzed by Polarized Light Microscopy (PLM) in accordance with EPA- 600/R-93/116 and/or 600/N-14-82420, "[Interim] Method for the Detection of Asbestos in Bulk Samples." Patriot is United States Department of Comierce National Institute of Standards and Technology (NIST) National Voluntary Laboratory Accreditation Program (NVLAP) accredited for asbestos fiber analysis using PLM. Patriot is also accredited for bulk asbestos analysis through the California State Environmental Laboratory Accreditation Program (ELAP). Where applicable, lead in paint analyses followed National Institute for Occupational Safety and Health (NIOSIl) Method 702 modified lead by flame atomic absorption spectroscopy (AAS) and/or modified EPA 05OB/7420. Patriot is accredited under the American Industrial Hygiene Association (AIHA) Envirorunental Lead Proficiency Analytical Testing (ELPAT) program and California ELAP for such analyses. Instantaneous XRF lead content measurements were directly recorded as the XRJ? analyzer provides simultaneous K- and L-shell lead (Pb) X-ray detection and analysis with automatic positive/ negative decision and corrections for substrate bias and age of source to within a defined level of accuracy greater than or equal to 95 percent (%). PSR followed the manufacturer-specific Performance Characteristic Sheet (PCS) as part of the testing procedure. An equipment standardization check was also performed prior to and at the completion of the survey's XRF testing using the manufacturer provided NIST Lead Paint Film standards. RESULTS Laboratory analyses did not detect the presence of asbestos in the collected samples. A friable asbestos-containing material (ACM) means any material containing more than one % asbestos which has been applied on ceilings, walls, structural members, piping, duct 3 I, work, or any other part of a building that when dry may be crumbled, pulverized, or reduced to powder by hand pressure. In California, the removal or disturbance of 100 square feet or more of asbestos-containing construction, material (ACCM - material with asbestos content greater than 01%) must be performed by a contractor certified by the California Contractor's State License Board (CSLB) to conduct asbestosriated work and/or an enlployer/ contractor registered with Cal/ OSHA to perform asbestos-related work. XRF technology screening suggests no lead containing surfaces/ components. Additionally, no lead-based paint was detected. Lead-based paint (LBP) is any paint or surface coating that contains lead in an amount equal to or greater than one milllgram per squae ceptiveter (1.0 in m) or half of one % by weight (0.5% /wt.). 05%/wt, is mathematically eqwyalent to 5,000 puts per million (ppm). Care should be taken in acknowledging that DOSiI lead standards contained in Title S CCR Sections 1532.1 (Construction Industry) and 5198 (General Industry) have no such threshold and are c9ncemed with exppsures generated by leaded materials disturbances, whjch may include those containing less than 1.0 mg/cm2. 3,000 ppm, or 0.5/wt%. Also note that in Los Angeles County, any paint or other surface coating that contains lead equal to or greater than 0.7 mg/cm2 as determined by a ead-detectirtg intrwnent (XRF) is considered a LBP. Lead activities meaning lead-related construction, abatement, or any activity that disturbs LBP, presumed LBP, and/or creates a lead, hazard are regulated under CCR!HUD and DOSH. DISCUSSION It is PSR's professional opinion that since the materials tested did not contain asbestos or lead, the planned renovation/ remodeling project can proceed. Where applicable fioliow current Federal, State, and local statutes that specify work practice and handling requirements for asbestos/lead demolition and/or renovation activities; and the associated storage and disposal of asbestos and iead'co.ntair,ing waste material.
