18.04.030 Section :1.0S.S amended -Expiration:
Every permit issued by the Building Official under the provisions of this code shall expire by
limitation and bemme null and void if the building or work authorized by such permit is not
commenced within 180 calendar days from the date of such permit, or if the building or work
authorized by such permit is stopped at any time after the work is commenced for a period of 180
calendar days, or if the building or work authorized by such permit exceeds three calendar years
from the issuance date of the permit. Work shall be presumed to have commenced if the permittee
has obtained a required inspection approval of work authorized by the perm it by the Building
Official within 180 calendar days of the date of permit issuance. Work shall be presumed to be
stopped if the permittee has not obtained a required inspection approval of work by the Building
Official within each 180 day period upon the initial commencement of work authorized by such
permit.
Before such work can be recommenced, a new permit shall be obtained to do so, and the fee
therefore shall be one half the amount required for a new permit for such work, and provided that
no changes have been made or will be made in the original plans and specifications for such work,
and provided further that such suspension or abandonment has not exceeded one year. In order to
renew action on a permit after expiration, the permittee shall pay a new permit fee.
Any permittee holding an unexpired permit may apply for an extension of time within which work
may commence under that permit when the permittee is unable to commence work within the time
period required by this section for good and satisfactory reasons.

This plan review is limited to the technical requirements contained in the California version of
the International Building Code, Uniform Plumbing Code, Uniform Mechanical Code, National
Electrical Code and state laws regulating energy conservation, noise attenuation and access for
the disabled. This plan review is based on regulations enforced by the Building Department.
You may have other corrections based on laws and ordinances enforced by the Planning
Department, Engineering Department, Fire Department or other departments. Clearance from
those departments may be required prior to the issuance of a building permit.
Code sections cited are based on the 2016 CBC, which adopts the 2015 IBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2015 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list {or a copyl where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

side without the use of a key or special knowledge or effort." Section 1010.1.9.
In lieu of the above, in a Group B, F, Mor S occupancies (or places of religious
assembly or Group A occupancies having an occupant load of 300 or less), you
may note on the plans "Provide a sign on or near the exit door, reading THIS
DOOR TO REMAIN UNLOCKED WHEN THIS SPACE IS OCCUPIED." This
sign age is only allowed at the main exit. Section 1010.1.9.3.
4. Please provide notes and details on the plans to show the suspended ceilings
in Seismic Design Categories D, E & F comply with ASCE 7-10 Section
13.5.6.2.2 as follows:
a) All ceilings shall use a Heavy Duty T-bar grid system.
b) The width of the perimeter supporting closure angle shall be not less than
2 inches.
c) In each orthogonal horizontal direction, one end of the ceiling grid shall be
attached to the closure angle.
d) The other end in each horizontal direction shall have a ¾" clearance from
the wall and shall rest upon and be free to slide on a closure angle or a
listed assembly.
e) Ceiling areas over 1,000 ft.2 must have horizontal restraint wires (typically
restraint would consist of four 12 gauge wires splayed 90° to each other
and sloped 45° to the horizontal, spaced 12" o.c.).
f) Ceilings without rigid bracing must have 2" oversize trim rings for
sprinklers and other ceiling penetrations.

TITLE 24
The following disabled access items are taken from the 2016 edition of California Building
Code, Title 24. Per Section 1.9.1, all publicly and privately funded public accommodations
and commercial facilities shall be accessible to persons with disabilities.
REMODELS, ADDITIONS AND REPAIRS
1. When alterations, structural repairs or additions are made to an existing building,
that building, or portion of the building affected, is required to comply with all of the
following requirements, per Section 11 B-202.4:
• The area of specific alteration, repair or addition must comply as "new"
construction.
• A primary entrance to the building and the primary path of travel to the
altered area, must be shown to comply with all accessibility features.
• The path of travel shall include the existing parking.
SITE PLAN REQUIREMENTS
2. Show, or note, that an additional sign shall also be posted in a conspicuous place
at each entrance to off street parking facilities, or immediately adjacent to and
visible from each stall or space. Section 118-502.8.2. The sign shall be <!17" x 22"
with lettering not :.1" in height. The required wording is as follows. "Unauthorized
vehicles parked in designated accessible spaces not displaying distinguishing
placards or special license plates issued for persons with disabilities may be towed
away at owner's expense. Towed vehicles may be reclaimed at _____ _
or by telephoning ______ "
3. Show path of travel from the Accessible parking spaces to the space. Note that
further information is found on C-1 thru C 1.2.
COUNTERS AND TABLES
4. Sales and service counters shall have a portion of the counter which is at least 36"
in length with a maximum height of 34 inches. Section 118-904.4.1.
5. Check writing surfaces shall be 28" minimum and 34" maximum above the floor.

6. The tops of tables and counters shall be 34" maximum above the floor. Section
11 B-904. Where a single counter contains more than one transaction station,
such as a bank counter with multiple teller window or a retail sales counter with
multiple cash register stations, at least one of each type of station shall be located
at a section of counter that is at least 36" long and no more than 28" to 34" high.

1) Department of Environmental Health (DEH) stamped plans shall be maintained at the jobsite and available for review at
the time of the irispection.
2) Changes to equipment layout, menu, or application must be submitted for approval. Changes made without approval will make the
plan approval null and void.
3) Obtain local Building Department and all applicable agencies permits and approvals PRIOR TO FINAL INSPECTION AND
APPROVAL TO OPERATE BY THIS DEPARTMENT.
4) All food and utensil-related equipment shall be certified to applicable sanitation standards by an ANSI accredited testing agency.
5) Upon completion of 50%-80% of construction, email: celeste.penn@sdcounty.ca.gov to schedule an inspection. In lieu of a
plumbing inspection by DEH, ensure that the plumbing is constructed to these standards:
a. Floor sinks shall be installed ½ exposed and equipped with an appropriate grill cover if no access is provided for cleaning.
b. Drain lines shall slope¼" per foot, shall not exceed 15' in length and shall terminate a minimum of l" above the floor sink
with a legal air gap or otherwise approved by the enforcing agency. Drain lines shall not intersect walkways or door ways.
c. No condensate drainage of any kind can drain to the mop sink.
d. 3-compartment sinks, preparation sinks, dump sinks, and any other plumbed equipment must drain indirect to a floor sink.
e. Grease traps/interceptors, if required by the local waste water authority must be located outside of the food preparation, food
storage, or warewashing areas.
f. Floor surfaces must be sloped 1 :50 to required floor drains.
g. Conduits of all types shall be installed within walls as practicable. When otherwise installed, they shall be mounted or enclosed
in a chase ·so as to facilitate cleaning.
6) Owners and/or operators must pass an approved and accredited Food Safety Certification course. Proof of successful completion of
this course is to be furnished at the final inspection.
7) All equipment is to be in place and functional. At the time when the final inspection is requested, the facility shall have all utilities
operational and all refrigeration shall have an ambient air temperature of 38'F or below and shall be equipped with a thermometer
accurate to +/-2'F in the warmest section of the unit.
8) Seal all cracks, gaps and crevices in counters, cabinets, around metal flashing, sink backsplashes, around pipes and conduits with
silicone sealant.
9) ANY FOOD PROCESSING AREAS MUST BE COMPLETELY ENCLOSED. OPERABLE WINDOWS, MOVEABLE
WALL PANELS. GARAGE ROLL-UP DOORS. OR OTHER MEANS OF RENDERING FOOD PROCESSING AREAS
NOT FULLY ENCLOSED ARE NOT APPROVED.
10) Be advised, applicable jurisdiction requirements that result in changes to approved plans mav require revisions to the
Department of Environmental Health plans.
